In the thesis, the method of watershed improvement and planning measure based on GIS havebeen studied. Using GIS software - CITYSTAR, which developed by Beijing University.The student input original data of watershed including topographic and hydrologic maps withdigitizer, established a space attribute data base with visual FoxPro. The attribute data arecalculated and managed by means of GIS and soil erosion of watershed is calculated by meansof USLE (Universal Soil Loss Equation) of Hei longjiang provine. The results of watershedstudies are well matched with measured data.In small watershed improvement and planning, there is a large number of data should beprocessed, and during the process, the result of the prior Stage is also the parameter of the nextstage. Data transmission among those models are very important. In the thesis, the studentdesigned computer models for watershed reclamation planning and evaluation of soil and waterresources with expert scoring and expert planning methods. The computer models aredeveloped using Visual Basic 5.0, by means of ODBC technique.The reclamation planning of ShiDong river watershed in Bin town of Heilongjiang province istaken as an example in this thesis. The Project is divided into GIS grids on topographic maps ofthe watershed in the scale of 1:50,000. The map of land use in current production is basic map.The attributes database input by FoxPro and spatial data generated by GIS are connected bygrid number Using GIS method to calculate soil erosion can increase certain spatialinformation.It calculates the erosion amount is l47,000 ton per year According to National SoilConservation Standard, soil erosion of watershed is divided into four grades by the model ofthe evaluation of soil resources.Considering the soil conservation is the main objective of watershed reclamation planning,the Student takes the soil erosion classifying as a very important factor for design watershedplanning measures and combined planning of water and soil conservation with the land useplanning. In this section, writing the expert rules first. The information of massif is calculatedand analyzed by the expert rules. Then the measures of planning as the result are input into thedatabase. By using GIS, the professional maps: the map of the classifying of soil erosion, themap of the evaluation of soil resource and the map of watershed reclamation planning havebeen drawn and output.In the thesis, the economic benefit of watershed planning is roughly calculated. It shows thatsoil conservation rate is at 9l Perceni and the retention rate is 98 percent. It is predictedincreasing 650,000 Y by the end of thee years ds watershed planning is put effect.This theis Puts fOrWard the methOd of watrshed reclamation planning based on GIS inHeilongiiang province. By means ofpedce in a concrete examle, it shOws that the methOd isuseAnness and feasible. Using the method tO design waterShed planning can reduce muchhU!nan work and borove the precision of caiculation and InaP, it realizes the defmite qUanityand Iocation of soil conservaion measares. TherefOre, it can achieve the regional development.This method conforms to the character and requirement ofwaer and soil planning. Furthrmore,it achieves the best combinaion ofecolOgy benefits, economic benefitS and social benefitS.
