The Aletai region is in the most north of Xinjing, which is in the high elevation and high degree of latitude region. the ecosystem environment is very weak, Because of extending along with the human movable scope and the nature resources isn't made good use of by human being, and the global weather is getting hoter and hoter , the Aletai region is facing the deteriorating of grass, the atrophying of wet ground area, the rising of snow line, the reducing of living creature variety, forest agingly turning worse and soil erosion area increasing . Facing the ecosystem crisis, the 3D Ecosystem environment information system of this region has the realistic meaning to the ecosystem environmental protection and positively promote the programming of national territory , district development, the design og large engineering programming for the native government.This text base on 3DGIS technique of Skyline, make use of the satellite data of the world and DEM data, the spot image of Aletai region and 1:50,000 the data of DEM set up 3D geography view, make use of the software of Creator set up the model of buildings of 3D , adding the road, place name, the department of water, the space distribute data of precipitation, the space distribute data of temperature, the data of the vegetation fractio , the data of normalized differential vegetation index etc. the special subject data, setting up a 3D demonstration terrace of synthesizes the information based on network, Realizing a view demonstration of 3D, space fixed position, high distancein measurement,elevation in distance in measurement,curved face the area measurement and long range data records into, manage, announce and output function of Aletai, so it can lend support to all levels management section from the ecosystem developments of information exchanges and decision.1) Handling all kinds of image and data, including shoot to rectify, blends, even light and color, format conversion etc. Making use of the Terra Builder software to gather every kind of image, arithmetic figure model, set up 3D data of *.mpt, complete the model of the geography landscape. 2) Adopting the method of setting up the mold indirectly, passing to take photo obtain the building on the spot four photographs of at least, according Satellite image, we can certain construction of this building and how high it is etc. At last, we can set up the mold of the building in Multigen Creator.3) Making use of the Mapinfo software put vector data of Aletai region into the Oracle 10g database , passing Terra Explorer Pro software to integrate 3D geography data, 3D model of buildings,place names data, 1982,1990,2000,2006 four periods the space distribute data of precipitation, 1982,1990,2000,2006 four periods the space distribute data of temperature, 1982,1990,2000,2006 four periods data of the vegetation fractio, the data of normalized differential vegetation index on July 1 annually from 1998 to 2009 etc.and becomes the files of *.fly.Finally,we can complete 3D Scenery.4) Integratting the procedure and completing the basic function that customer need.
