With Geographic information system (GIS) technology becoming more mature, its sector application is also wilder and wilder. Recently, the police also attaches more importance to the development of police GIS with apparent application effects. In the process of Safe City construction in China, video surveillance system plays an important role in the public order prevention and control system. Therefore, many police GIS supplies position management of the video surveillance point by virtue of spacial query to search video resources. In order to efficiently make use of city video surveillance data resources, this thesis makes an attempt to make a combination of GIS's network analysis function with city video surveillance system and develops a video surveillance system on the basis of GIS, which provides a real-time video track prediction scheme and an efficient search tool of the recorded video resources for policemen.This thesis mainly focuses on the following researches: 1) design a geographic database suitable for video surveillance that includes city basic geographic data, city traffic network dataset and the camera's position and its surveillance range data. Related spacial arithmetic's design and realization that mainly consists of optimization rotes analysis arithmetic, video surveillance range arithmetic and camera search on the basis of path and time scheme arithmetic. 3) System integration to provide an operable application system for users. Based on ArcGIS 9.3 software and ArcEngine components, This thesis mainly finishes the following work: 1)establishment of network dataset; form the road layer for the road network digitization and side road's level, restricted speed and its transit time; establish a complete road network dataset in accordance with the network dataset's topological sturcture and connectivity rules. 2) The arithmetic design and realization of the monitoring point's visual range: take all factors in consideration including the camera's position, height, direction, focus, range of vision, clounds terrace parameters and the surrounding conditions to calculate the entire camera's surveillance range and save it as GIS special layers.3) The arithmetic design and realization of video surveillance track: get the optimization rote between any two points by using ArcGIS network analysis components and VB.NET programming; predict the time of the target into the camera's visual range along the path to search the cameras and then make a list according to the road distance and its passing time in the network dataset.4)system integration: It realizes the basic functions such as map file load-on and basic map operations and the real-time video surveillance module and history playback module by means of video surveillance tracking arithmetic. the development of application system proves that the research idea and arithmetic design in this thesis are feasible with use value.This thesis is comprised of six parts. First chapter-introduction. In this part, the author mainly talks about research background, its content, object and framework of this thesis. Chapter two-literature review. It pays more attention to the relevant researches of GIS video surveillance's research and development, network analysis and police GIS application at home and abroad. Chapter three-research methods that chifely tells about the whole research ideas, the software tools used in the system development, the arithmetic of the camera's monitoring range and the techniques adopted in the real-time monitoring arithmetic. Chapter four-database's design. It elaborates the design and realization process of geographic basic database and video surveillance professional database, attaching great importance to the arithmetic and realization of camera surveillance range and builds a complete road network dataset. Chapter five-system's design and realization. It discusses the objects and principles of the system design, design and realization of each functional module. It places more emphasis on the real-time surveillance tracking module and its realization process. Finally, it makes the system integration and brifely introduces its working environment. Chapter six-conclusion and outlook. It summaries the research progress of this thesis, discusses its original points and prospects the later research.
