A Study On Structuring A Performance Assessment System For Local Earthquake Administrations In Yunnan Province

Pursuant to the existing seismic administration network, the established "local anti-seismicity" customarily refers to the earthquake disaster mitigation assignment undertaken by relevant department at levels of city (prefecture) and county. As the principal foundation of the organ, it is considered as the most compulsory and crucial segment of the local government shock-isolation with its performance being the measure against the whole and a significant indication of the government's work efficiency. To some extent, it reflects the government's capacity of dealing with earthquakes.Admittedly, earthquakes frequent Yunnan Province exclusively. An urgent need, therefore, comes to the scene, namely, escalating the seismic-isolation effectiveness and expedite the shock-isolation objective. In addition, the government performance evaluation, universally applied in public management, coincides with the evolution of government management system. Under this situation, the potent technique to spiral the seismic mitigation, undoubtedly, turns out to be the construction of an assessment index system in Yunnan Province to promote the local anti-seismicity performance estimation by adopting the philosophy and methodology of contemporary government assessment system.In accordance with the fundamental theory of government performance appraisal, it is formulated, in this dissertation, a "management capability-management process-management efficiency" assessment model applicable to the performance evaluation of public organizations after reasoning the public organization performance formation in a logic approach. Meanwhile, the author, guided by the aforementioned frame, has figured out, on the basis of local seismic functions and present status, a "performance assessment index system for Yunnan province", consisting of "3 dimensions", "10 second class indices" together with "30 third class indices". In the final analysis, it can be ascribed to a scientific measure against local seismic effort in the light of specific seismic performance measurement against the three counties of Honghe Prefecture in 2009 issued by the index system, directing to specify the evaluation of local seismic-mitigation endeavor in Yunnan Province.
