| The Fifth Plenary Session of the 19 th CPC Central Committee has clearly defined "the central position of innovation in the overall situation of China’s modernization",and placed science and technology innovation at the top of the "Visionary Proposal" planning tasks in a special chapter,illustrating the importance of deep integration between science and technology innovation and economic development.This illustrates the importance of the deep integration between science and technology innovation and economic development.In the past five years,China’s contribution rate to scientific and technological progress has been increasing,but there is still a certain gap between China and an innovative country,and there are still many "hurdles" in the deep integration of science and technology with the economy.As an important link to promote the deep integration of science and technology and economy,the existing institutional mechanism of business incubation is not adapted to the new economic development requirements of connotative growth characterized by the improvement of total factor productivity.As an important infrastructure for transferring new knowledge and technology to new industries,business incubation has become the key to break down institutional barriers and smooth out the mechanism of action.In order to explore the institutional mechanism of business incubation that promotes the deep integration of science,technology and economy,this paper focuses on the following three main questions:(1)How to understand and quantify the connotation of deep integration of science,technology,and economy?(2)How does business incubation contribute to the deep integration of science and technology and the economy,and through what operational mechanisms?(3)How to improve the business incubation system to further promote the deep integration of science and technology and the economy,in view of the operational mechanism and existing institutional barriers of business incubation to promote the deep integration of science and technology and the economy.The core of this article is to accurately quantify the deep integration of science and technology into the economy.Based on the endogenous growth theory and dynamic competition theory,this paper clarifies the concept and connotation of deep integration of science and technology economy: science and technology innovation promotes the technological upgrading and industrial transformation of traditional industries through industrial innovation,realizing a shallow integration of science and technology economy;business incubation gives rise to new industries and new business models through innovation industrialization,realizing a deep integration of science and technology economy.Based on this,combined with the existing methods of measuring the contribution rate of scientific and technological progress,we propose a model for measuring the degree of integration of science and technology economy with allocation efficiency,scale efficiency and technical efficiency as the core,and use the stochastic frontier model to decompose the contribution rate of scientific and technological progress to complete the quantification of the deep integration of science and technology economy.In order to study the operational mechanism of business incubation for deep integration of science and technology economy,this paper proposes a "four-level" entrepreneurial ecosystem for deep integration of science and technology economy based on the theory of entrepreneurial ecosystem,analyses the operational mechanism of business incubation for deep integration of science and technology economy based on its mechanism layer,and uses China’s 2010-2019 panel data mediated effect model.A mediated effects model using panel data from 2010 to 2019 is used to test the model.Finally,the institutional layer of the "four-level" entrepreneurial ecosystem is analyzed based on classical economics,new institutional economics and Keynesianism,and the institutional guarantees required for the operation of the mechanism of business incubation for deeper integration of science and technology economy are proposed.The results of the empirical study are as follows:(1)From 2010 to 2019,China’s science and technology economic integration showed a general upward trend,which was mainly achieved through the improvement of allocative efficiency and scale efficiency.Against the background of the overall rise in the degree of integration of science and technology economy,there are also problems such as the declining rate of technological progress and insufficient technical efficiency,and many provinces in central China also show an inverted U-shape of scale efficiency and allocation efficiency.(2)The mediating effects of the number of incubators,personnel investment,venture capital and technical services on allocative efficiency,scale efficiency and technical efficiency are obvious,and business incubation promotes the deep integration of science and technology economy through the path of innovation industrialization.Based on the results of the empirical study,the following conclusions are obtained:(1)The process of science and technology and economic integration advances along the shallow integration stage with industrial innovation as the path and the deep integration stage with innovation industrialization as the path.Allocation efficiency,scale efficiency and technical efficiency are important indicators to measure the deep integration of science,technology,and economy.(2)Business incubation institutions are the "new infrastructure" for implementing the innovation-driven development strategy,and the operational mechanism of business incubation for promoting deep integration of science and technology economy is innovation industrialization.(3)Incubation promotes the deep integration of science and technology economy.(3)The operation of the mechanism of business incubation for deeper integration of science and technology economy requires institutional safeguards.In the process of business incubation for deeper integration of science and technology economy,the government should provide public goods and infrastructure for business incubation,provide a competitive market environment for business incubation activities,and build a supervision system for the operation of the mechanism.(4)In order to promote the deep integration of science and technology and economy,the original innovation capacity of less technologically developed regions should be enhanced to strengthen the rate of technological progress;the volume of incubators should be expanded,the quality of services should be optimized,and the allocation efficiency should be improved;the institutional guarantee of business incubation funds and talents should be improved to enhance the scale efficiency;and the crowdsourcing space in the incubator 4.0 model should be comprehensively built to enhance technological efficiency.The innovation points of this paper are the following four aspects:(1)It is proposed that business incubators are the new infrastructure for the new round of industrial transformation,and the construction of institutional mechanism is an important guarantee for incubators to function.Business incubation carriers are the infrastructure for new economic development and a new round of industrial change,and rely on the construction of institutional mechanisms to play their role.(2)Defines the connotation of the deep integration of science and technology and economy,and completes the quantification and measurement of the deep integration of science and technology and economy.It is proposed that the process of integration between science and technology and the economy advances along the stage of shallow integration with the path of industrial innovatization and the stage of deep integration with the path of innovation industrialization.The four components of technological progress rate,technical efficiency,allocation efficiency and scale efficiency are used to quantify the economic integration of science and technology.(3)Based on the traditional entrepreneurial ecosystem,a "four-level" entrepreneurial ecosystem has been constructed to promote the deep integration of science and technology and economy.A mechanism-level analysis was conducted on the business incubation service chain of "business nursery(crowdsourcing space)+ incubator(business incubator)+ accelerator(business incubation capital)";an institutional-level analysis was conducted based on classical economics,Keynesianism,and new institutional economics.(4)The multiple elements of the deep integration of science,technology and economy and business incubation are analyzed under the same framework,systematically addressing the fragmentation caused by previous research from a specific perspective,and proposing institutional reforms for business incubation to promote the deep integration of science,technology,and economy in China. |
