Town and country are the two sides of society,and they are two completely different landscapes on the three-dimensional surface.As a special type of town whose development is relatively unbalanced and inadequate,small towns not only cover the urban gathering points carrying a certain scale of population,but also include the vast rural areas in urgent need of renovation and revitalization.With the in-depth promotion of new urbanization and rural revitalization strategies,small towns,as an important node connecting the circulation of urban and rural factors and an important breakthrough point driving regional economic growth,will surely play an important role and play a key role.At the same time,with the in-depth evolution of national industrialization and urbanization,as well as the profound influence of rapid transportation system on the destination choice of urban and rural population mobility,spatial agglomeration dominated by urban agglomerations or urban circles will inevitably become the mainstream trend of social development in the future.Therefore,the construction of several exemplary urban agglomerations or city circles with high-quality development is of great significance for meeting people’s demand for high-quality living space,alleviating the imbalance between urban and rural development and promoting regional common prosperity.Based on the above two macro backgrounds,this paper believes that the small towns around metropolitan areas will become the first kind of small towns to be watched.And these towns will play a pivotal role in the process of a new round of urbanization transformation and development in the future.As we all know,land is the basis of human activities and civilization development.The whole cycle process of land development,use,protection,and ownership delimitation has always been the focus of all parties’participation in the game of interest subjects.The spatial structure of regional land not only reflects the industrial structure attribute of regional development,but also is the phased result formed after the system game.Especially for construction land,as an important part of production factors,its scientific distribution and supply behavior is also the key to drive small towns to achieve high-quality development.Therefore,in the context of the transformation and development of economic structure and the transformation of land and space planning,the development and use of construction land for small towns in urban agglomeration or urban agglomeration has become a hot topic of academic and land management industry.As a city cluster with the largest economic volume and the largest number of counties and cities involved in central China,the spatial network structure among cities in Wuhan City Circle is undergoing a rapid evolution process of continuous adjustment and restructuring,and the change process of the network structure is likely to have a profound impact on the internal spatial situation of surrounding small towns at the same time.Based on this,following the research main line of"background elaboration-literature analysis-problem posing-theoretical discussion-empirical research-strategy formulation",this paper takes Wuhan Metropolitan Area in Hubei Province as the research object,and focuses on discussing the optimization strategy and improvement scheme of small town construction land landscape pattern under the evolution of the urban circle network structure,so as to provide reference for formulating differentiated land policies in the future according to local conditions.The research conclusions and viewpoints are as follows:1)Identify types of small towns development from economy,population,transportation,policy,and"a good space"structural properties such as comprehensive judgement,multiple dimensions and all small towns mainly can be divided into national characteristic towns,region characteristic towns,key suburban towns,the county key towns,ordinary towns or townships,the central county seats,and the ordinary county seats.According to the actual situation of Wuhan city circle,based on the technical scheme of small-town type recognition,the result shows that nearly half of the small towns in Wuhan city circle belong to the key town of the county;This was followed by ordinary administrative towns and suburban key towns,accounting for 23.88%and 12.94%,respectively.In addition,the number of characteristic towns and central counties is almost the same,among which the characteristic towns are scattered and mostly located in the edge of the urban circle.2)Based on Fragstats4.2 and other software,a batch calculation scheme of landscape pattern index was developed to analyze the spatial-temporal differentiation characteristics of the landscape pattern of small towns in Wuhan urban circle.The results showed that the landscape indexes showed a certain linear change trend from 2000 to 2020.Among them,the average density of construction patches in the study area decreased from 170.13/km~2 in 2000 to 93.17/km~2 in 2020,and the landscape shape index,patch cohesion and patch aggregation index all showed a growing trend,while the average patch fractal dimension was generally stable.The change of the above landscape index shows that a considerable part of small towns in Wuhan metropolitan area have disorderly expansion and spread of construction land,but such unreasonable disorderly expansion has been effectively curbed during 2015-2020,and the construction space has generally been developing towards a good direction of integration.3)The results of the internal driving mechanism analysis of landscape pattern evolution of built-up land in small towns showed that altitude had obvious negative effects on landscape indices such as patch density,landscape shape index and patch binding degree.Slope only had a significant negative effect on patch density but had no obvious effect on other landscape indices.Vegetation normalization index only had a slight effect on patch binding degree but had no significant effect on the other two landscape indices.The geographical location conditions had a significant positive effect on the landscape index of all the construction land in small towns,and the population number index had the most significant positive driving effect on the landscape shape index.4)The panel Tobit regression analysis of the change of the scale of construction land in small towns in the urban circle shows that,on the whole,the growth rate of the scale of construction land in all types of towns with high altitude is relatively slow;Both the town population and GDP indicators play a strong positive role in driving the growth of small town construction land scale,with coefficient values reaching 0.385 and 0.477 respectively.In terms of classification,the distance index of the nearest central town has an obvious effect on the growth of construction land of national characteristic towns,reaching 0.842;The population base is the main driving force for the expansion of the construction land of the towns with regional characteristics;The altitude factor plays a negative role in the expansion of key towns in the suburbs,and its value is as high as-0.908;Town population,GDP and added value of the secondary industry have a significant positive impact on the development of key towns and ordinary organic towns in the county,while the central county is only affected by the role of population and economy.5)The spatial-temporal evolution of the network structure of all levels and dimensions in Wuhan metropolitan area shows a large difference in general.From 2000 to 2020,the economic gravity network structure of the pan Wuhan metropolitan area at the prefecture level and county/district level showed a development trend from sparse to dense,from low traction to high traction;The density of population related network in the core area of Wuhan metropolitan area shows a growing trend,but the network density and network axis level in most counties and urban areas around the metropolitan area are relatively stable;The transportation network has successively gone through the initial stage(2000-2005),embryonic stage(2005-2010),unbalanced stage(2010-2015)and relative polarization stage(2015-2020);In addition,the ecological landscape network structure of the Pan Wuhan Urban Circle at the prefecture level and county/district level over the years has been shown as a"square"and a"half-moon"network structure.6)By embedding the comprehensive weighted index of the gridded network structure of the city circle into the PLUS model,we can better simulate and predict the layout of construction land under multiple scenarios in the future.From the results,the overall fitting accuracy of the model reaches0.875,and the simulation results of construction land under the"dual carbon"policy constraint scenario are more compact than those under the other two scenarios.The optimization strategies formulated by classification according to the prediction results mainly include,implementing total control on the overall new construction land in the urban circle,continuously optimizing the internal spatial structure and land development intensity of small towns,and actively activating the inefficient stock of construction land in the urban circle.In addition,the paper selects typical counties from the west,northwest,north,south,southeast,and east of the city circle as the comparative analysis objects and discusses the high-quality development path of small towns under different geographical conditions and terrain conditions;At the same time,we also selected different types of small towns as typical cases to discuss the optimization strategy at the township level.
