At present,the technological innovation of Chinese enterprises is relatively weak and controlled by others,so the country attaches special importance to innovation and encourages innovation.So many companies have implemented innovation-driven development strategies.Corporate innovation development strategies are often implemented through multiple innovation projects(That is,CIPs)at the same time.However,in the case of limited innovation ability,enterprises often cooperate with universities,research institutes,or other enterprises to implement cooperative research and development projects and carry out collaborative innovation.In this way,there are multiple collaborative innovation projects in the enterprise to form a collaborative innovation project group(CIP group).The effective implementation of a CIP group cannot be separated from the rational allocation of key resources of enterprises.When there are multiple CIPs at the same time,there must be competition for key resources.Unreasonable allocation of key resources easily leads to the delay of some projects,cost increases,and even the inability to complete the established tasks,which negatively impacts the development of the whole enterprise.Although academia has achieved many theoretical results in the research on resource allocation in the field of multi-project management,the process of CIPS is quite different from that of general engineering projects,and the allocation of key enterprise resources in project teams is a dynamic process.Many existing resource allocation models and methods for engineering projects have many limitations when applied to CIPs.From the perspective of CIP groups,in multiple parallel CIPs,there are still many blind spots in existing research on the characteristics,priorities,models,and methods of allocating key resources of enterprises in such projects,which are difficult to meet the urgent needs in enterprise practice.Therefore,from the perspective of enterprise management of multiple CIPs,this study studies the allocation optimization of key resources of enterprises in CIP groups.The main work and conclusions of the paper are as follows:(1)Research on the integration and allocation process of key resources of enterprises in CIP groups.This paper studies the criteria for identifying key resources of enterprises,the acquisition and integration of resource allocation,the allocation process and main problems,and the game between innovative subjects.It is found that:1)The main problems existing in the key resource allocation process are as follows:the special requirements of some projects are not considered,the allocation management of key resources is insufficient,and the effect of resource allocation does not evaluate after allocation,etc.These problems cause enterprise managers to be unable to make timely adjustments to the allocation of key resources,resulting in reducing the implementation efficiency of the overall project group.2)Through game analysis,five stable combination strategies of key resource allocation and utilization by enterprises and project parties are determined.By stipulating the penalty and the initial cooperation cost,both parties can be prevented from adopting non-cooperation strategies.3)It points out that in the case of very tight key resources,it is also feasible for enterprises to allocate some key resources(insufficient amount)to some projects.(2)Priority research on the key resource allocation of enterprises in the CIP groups.This paper first studies the valuation of CIPs.On this basis,then studies the project priority evaluation of enterprise key resource allocation and the priority evaluation of human key resources to project allocation.The study found that:1)The priority of project to key resource allocation and the priority of human key resources to project allocation should are evaluated in light of the value of the project itself.2)Based on the stage characteristics of CIPS,a real options method based on a multi-layer composite can be constructed to evaluate the value of CIPS.3)The priority of CIPs to accept key resource allocation can be evaluated based on a set of indicator systems.This set of indicators system is considered from the four perspectives of project input and output,the importance of the project to the enterprise,the internal process of the project,and the learning and growth of relevant personnel.4)The priority evaluation of the project allocation of human key resources depends on the value that can be created by the core researchers after participating in the project.This value is comprehensively determined based on the value of the project,the contribution of the core researchers to the value creation of the project,and the length of participation in the project.(3)Construction of optimization model for the allocation of key resources of enterprises in collaborative innovation project groups.This paper describes the objective functions of four types of key resource allocation,combined with other objective functions,and integrates multiple objective functions and constraints to form a multi-objective optimization model for resource allocation.The research shows that:1)The multi-objective optimization allocation problem of the enterprises’ key resources in the CIP group involves 4 kinds of key resources of enterprises,all four resources have an expression of the objective function.2)According to the enterprise concerns in the specific key resource allocation time period,these objective functions and some constraints can be combined and integrated,and a multi-objective optimization model for enterprise key resource allocation can be formed.Among them,the fuzzy rough set theory is used to screen the phased demand focus of the key resource allocation of the enterprise at this stage,and the modified QFD is used to continuously transform the phased requirements into the corresponding objective function for integration.3)In the design process of the objective function,the priority of the project and the priority of human key resources to the project configuration are taken into account,which reflects the value of the project and the value of resources.4)Expanded the research on resource allocation under the condition of insufficient resource guarantee.(4)Research on multi-objective optimization model solution algorithm for key resource allocation of enterprises in CIP groups.In this paper,the improvement ideas of the genetic algorithm for adaptive model solving are proposed,the improved chaotic genetic algorithm is described,and a complete example of enterprise key resource optimization calculation in the collaborative innovation project group is carried out.The results show that:1)For the solution algorithm of the enterprise key optimization resource allocation model,the use of chaos operators to improve the chaos algorithm can speed up the convergence speed of the solution and improve the solution quality,which is effective and operational.2)The results of modeling and solving the case show that the introduction of heuristic algorithms for intelligent decision-making helps to improve the utility of resource allocation,such as high expert cost savings with small construction delays,which can improve the satisfaction of project stakeholders.(5)Research on the evaluation of the effect of key resource allocation of enterprises in the collaborative innovation project group.This paper proposes the output indicator system of CIPs and the method of quantifying the qualitative outputs of projects and the static and dynamic evaluation of the effectiveness of the allocation of key resources in the program.The study found that:1)CIP’s quantitative inputs and outputs can be obtained by constructing the output index system of the CIP group and ten quantifying the qualitative outputs of the project using fuzzy theory.2)Using static and dynamic RPM technology respectively,combined with the input-output value of the project,we can evaluate the effect of the allocation of enterprise key resources in the project group at a certain time point and at different time points.In this way,we can find out the optimization direction of the key resource allocation in each project in the next stage.Theoretically,this paper from the perspective of an enterprise leading collaborative innovation project group management,fully considers the particularity of such projects and the characteristics of enterprise key resources,and the series of results obtained are different from the general project group management.It enriches the resource allocation theory,project management theory,and collaborative innovation-related theories.In practice,this study can help enterprises to coordinate the resources and progress of multiple collaborative innovation projects in the project group with limited key resource input,thus greatly improving the resource utilization efficiency of the project group,and finally ensuring the joint realization of the project group goals and each project partners’ goals.
