Research On High Quality Development Of Agricultural Davantageous Industry Based On G_RM-SCP

Peanut is one of the unique advantageous crops in China’s agricultural industry,and also an important oil plant and Cash crop in China.Its total output ranks first in the world.Since the founding of the People’s Republic of China,the peanut industry in China has developed rapidly,with a significant increase in market demand and total output.Henan Province is currently the largest peanut producing area in China,and its peanut production has a significant impact on China’s peanut industry.The highquality development of the peanut industry is of great significance for fully leveraging the planting benefits of advantageous crops,ensuring agricultural efficiency,increasing farmers’ income,and ensuring the safety of national grain and oil supply.This article is based on China’s national economy and people’s livelihood and the comprehensive implementation of the rural revitalization strategy,and conducts a systematic and in-depth study on the high-quality development of the peanut industry.The main purpose is to implement the structural reform of the agricultural supply side,optimize the adjustment of the agricultural industry structure,innovate the agricultural industry management system and mechanism,improve the support system for the flower production industry,continuously comply with market demand,increase the added value of peanut products,improve the quality of agricultural supply,and promote the prosperity of rural industries Accelerating the modernization of agriculture and rural areas and achieving the strategy of rural revitalization as soon as possible provide reference with certain theoretical and practical value.On the basis of combing and drawing on the existing literature and research results,this paper uses the theories and methods of high-quality development,industrial organization,government functions and organizational behavior,farmers’ behavior,enterprise management,regional economy and other related disciplines to conduct indepth and detailed analysis of the development status and process of the agricultural advantageous industry peanut industry in Henan Province,using Game theory,envelopment analysis A systematic and in-depth theoretical analysis and empirical research on the behavior of participating entities under the high-quality development goals of the peanut industry in Henan Province,including structural equation models and related data.Through research and analysis,the following four main conclusions are drawn:Firstly,the efficiency advantage of peanuts as an agricultural advantageous industry is not very obvious.From the decomposition of the comprehensive efficiency of the peanut industry,it can be seen that the pure technical efficiency in Henan Province has reached an effective state,but the scale efficiency has decreased.Peanut production in Henan Province is relatively concentrated,with the top 30 counties and cities with peanut planting area accounting for nearly 70% of the total planting area in the province.Based on the advantage index method,the scale and comprehensive advantages of the peanut industry in the top 10 counties and cities in Henan Province with peanut planting area are relatively prominent,but the efficiency advantage is not very obvious.These should be the main direction and focus of efforts for peanut planting counties in the future.Secondly,farmers,enterprises,and governments play a significant and indispensable role in the high-quality development of agricultural advantageous industries.Farmers are the most basic production unit and essential organizational foundation of the agricultural industry.The perceived ease of use and profitability of developing agricultural advantageous industries by farmers have a significant positive impact on their behavioral attitudes,neighborhood influence,and social influence on their subjective norms,self-efficacy,and convenience conditions on their perceived behavioral control;The behavioral attitude,subjective norms,and perceived behavioral control of farmers have a significant positive impact on their behavioral intention to develop agricultural advantageous industries and their behavior;The behavioral intention of farmers has varying degrees of impact on different farmer behaviors,with significant positive effects on the adoption of specialized varieties,joining cooperatives,and enjoying the provision of services.All three can significantly improve the behavioral performance of peanut planting farmers.From this,it can be seen that farmers’ behavioral orientations and norms towards new technology adoption,green production,joining cooperatives,and collaborating with leading enterprises have a significant impact on promoting the high-quality development of agricultural advantageous industries.Leading enterprises play three roles in the development of the agricultural industry: carriers,promoters,and beneficiaries.Their product/technology research and development,scale operation,marketing,and pricing behaviors have a significant positive impact on the highquality development of the peanut industry.The government plays an important role in regulating,serving,supporting,and supervising the development of agricultural advantageous industries.Among them,regulating the service industry and market structure to regulate the behavior of leading enterprises,and encouraging and supporting leading enterprises have a significant positive impact on the high-quality development of the peanut industry.Thirdly,the government’s incentive support for farmers and enterprises has not played its due role.The path coefficients of government incentives to support farmers’ behavior,cooperation between farmers and leading enterprises,and farmers’ behavior on leading enterprises’ behavior have not passed the significance test;The path coefficient of the government’s use of incentive support to improve the decisionmaking and ability of leading enterprises has not passed the significance test.This indicates that local governments have not played their due role in promoting cooperation between farmers and leading enterprises,as well as in providing decisionmaking support and capacity building incentives for leading enterprises to develop the peanut industry.Among them,it may be caused by the way and intensity of government incentives and support,or the mismatch between supply and demand.Fourthly,cooperation between enterprises and farmers can leverage their respective advantages to establish a mechanism of interest linkage and promote high-quality agricultural development.The cooperative behavior of farmers adopting specialized varieties,joining cooperatives,and enjoying the provision of services has a significant positive impact on improving the behavioral performance of peanut growers;Different industrial management models and the degree of participation of leading enterprises are closely related to the economic benefits of peanut growers;The use of contracts to regulate cooperation between both parties,the government’s active coordination through authority and public trust,and fair,strict,and efficient law enforcement can protect the interests of both parties,thereby promoting deeper cooperation between both parties.Therefore,local governments should not only guide industry,commerce,and financial capital to actively participate in the development of advantageous agricultural industries based on local resource endowments,but also strongly support leading enterprises and farmers to actively participate in cooperation,in order to establish a close interest linkage mechanism,fully leverage the low-cost and high sense of responsibility of farmers’ labor force,as well as the respective advantages of enterprises in terms of funding,technology,product research and development,and market integration,by elongating the industrial chain,Promote product appreciation,benefit sharing,and ultimately achieve win-win cooperation and maximization of respective interests.Based on the above research conclusions,this study proposes the following countermeasures and suggestions on how to promote the high-quality development of the peanut industry in Henan Province: firstly,vigorously enhance the efficiency advantage of the peanut industry;Further consolidate the scale advantage of the peanut industry,vigorously promote cost saving and efficiency improvement,accelerate the transformation of scientific and technological achievements,and vigorously increase the popularization rate of advanced and applicable new technologies.With the peanut seed industry and processing as the core,focus on building a modern peanut industrial park that integrates scientific research and development,experimentation,demonstration,promotion,and exhibition,covering the entire industrial chain of good breeding,planting,processing,logistics,sales,and so on,Continuously improving the efficiency advantages and overall competitiveness of the peanut industry;Secondly,improve the mechanism for linking the interests of industrial entities;By optimizing the way of connection between enterprises and farmers,building a stable and good cooperative relationship,improving the internal governance of cooperatives and associations,ensuring Management science and efficient operation and farmers’ interests,improving relevant laws and regulations,protecting farmers’ legitimate rights and interests,and building a mechanism of mutual cooperation and closely linked interests between industrial subjects;Third,increase government incentives and support;Accelerate the transformation of government functions towards efficient services and strict supervision,establish a long-term mechanism for financial support and benefits to agriculture,guide the active participation of financial and industrial and commercial capital,cultivate new types of professional farmers,improve their professional skills,continuously increase the incentive and support efforts of governments at all levels for agricultural advantageous industries,and accelerate the high-quality development of agricultural advantageous industries.
