Agriculture is a basic industry in China.Accelerating the construction of modern agriculture and realizing the sustainable development of agriculture and rural areas are the key links and urgent needs to promote rural revitalization,realize the common prosperity of urban and rural areas and the great rejuvenation of China.With the spread and burgeon of the Internet and the progress of Internet of things,transgenic,plant chip and other technologies,agriculture is gradually developing towards intelligent agriculture characterized by science and technology and modernization.The so-called "smart agriculture" refers to the agricultural development mode that combines agriculture with remote sensing technology,Internet of things and big data in the era of "Internet plus".It is not limited to agricultural production,but involves the entire agricultural value chain,including agricultural production,agricultural management,agricultural product supply chain management and so on.Therefore,it has become a key factor promoting the development of agricultural industry.In order to further accelerate agricultural modernization and promote rural revitalization,the Chinese government has issued a large number of policies aimed at promoting the application of smart agriculture.The improvement of the development level of smart agriculture has created a rare opportunity for the wide application of big data,Internet of things and other technologies in agricultural management,and has played a crucial part in the upgrading of agricultural structure and the transformation of development mode.So,what is the progress status of smart agriculture in China? What are the problems of smart agriculture in promoting agricultural economic growth? How does smart agriculture work on agricultural economic growth? What is the influence mechanism? What development experience can the United States,Japan,France and other developed countries provide for China’s smart agriculture to promote the positive growth of agricultural economy? How to effectively use smart agriculture to promote China’s agricultural economic growth? Focusing on these problems,this paper defines the important concepts of smart agriculture and agricultural economic growth,and elaborates on Marx’s agricultural development theory,Xi Jinping’s new development concept,technological progress theory and economic growth theory.On this foundation,the article first constructs an index system from various links covering the whole agricultural industry chain,such as the basis of smart agriculture,smart agricultural application and smart agricultural sales,comprehensively calculates the development level of smart agriculture,and analyzes the temporal and spatial characteristics and regional differences of the development level of smart agriculture and the level of agricultural economic growth in China and the four regions,Summarize the problems existing in the impact of smart agriculture on China’s agricultural economic growth.Secondly,from the aspects of improving labor productivity,upgrading industrial structure and reducing transaction costs in agricultural production,this paper discusses in detail the action mechanism of smart agriculture on China’s agricultural economic growth,and empirically tests the effect and path of smart agriculture on agricultural economic growth.Then,by summarizing the development status,characteristics and specific measures of the economic growth effect of smart agriculture in developed countries such as the America,Japan and the European Union,the paper expounds the Enlightenment of improving the economic growth effect of smart agriculture in China;Finally,on the basis of major conclusions of the research and take foreign experience into account,the research puts forward countermeasures and suggestions to effectively use the positive impact of smart agriculture and promote agricultural economic growth.The following conclusions are drawn:1.As an outcome of the combination of agriculture,Internet of things,big data,cloud computing and other high technologies,smart agriculture not only has the same characteristics as previous technological progress,but also has its particularity.This paper holds that smart agriculture will have an impact on agricultural economic growth by improving labor productivity,upgrading industrial structure and reducing transaction costs in agricultural production.(1)Autonomy is a necessary and sufficient condition for labor ability.Some artificial intelligence has weak autonomy.Therefore,some artificial intelligence has labor ability.It will also replace human intelligence,improve labor productivity and promote agricultural economic growth;(2)Smart agriculture can promote the upgrading of industrial structure by extending the industrial chain,improving the supply chain and enhancing the value chain,so as to promote the growth of agricultural economy;(3)Smart agriculture can reduce the transaction cost of agricultural production from two aspects: reducing information asymmetry and reducing government failure,so as to promote agricultural economic growth.2.By constructing the index system and comprehensively measuring the progress level of smart agriculture,it is found that the overall development level of smart agriculture in China showed an upward trend from 2011 to 2019,and the growth rate fluctuated and increased.From high to low,the progress level of smart agriculture among the four regions is Eastern region>Central region>Northeast region>Western region.Except for the northeast district,the development level of smart agriculture in the other three regions shows an upward trend.At the same time,the added value of agriculture in China shows a continuous growth trend.From the comparison of the four regions,the added quantity of agriculture from high to low is in accordance with Central region > Eastern Region > Northeast region > Western region.From the overall growth rate,the growth rate of added value of agriculture,forestry,animal husbandry,fisheries in the four regions from fast to slow is: Western region > Northeast region > Central region > Eastern region.The overall difference of China’s agricultural economic growth shows a fluctuating upward trend,and the regional difference is the leading factor of the overall difference of China’s agricultural economic growth.The average value of intra regional disparities in agricultural economic growth of four regions from large to small is the West,East,Central and Northeast respectively.Through the analysis of the present situation of smart agriculture and agricultural economic growth,it can be seen that the sustained and rapid development of smart agriculture in China has given impetus to China’s agricultural burgeon.However,in terms of the current situation of smart agriculture and its acceleration of agricultural economic growth,the transformation from traditional agriculture to smart agriculture still faces the problems and development dilemma of low degree of intelligence,lack of high-quality agricultural talents,low level of informatization,unbalanced development of regional smart agriculture economy,low level of mechanization and low participation of small farmers in smart agriculture.3.The OLS regression results of the influence of smart agriculture on agricultural economic growth confirm the conclusion that smart agriculture development can significantly promote agricultural economic growth.The regional regression results show that the development of smart agriculture can clearly promote the agricultural development of the central district,the western district and the northeast district,while the role of smart agriculture in promoting the agricultural development of the eastern district is not shown.The results of stepwise regression analysis and bootstrap test support that smart agriculture indirectly promotes agricultural economic growth through three paths: improving labor productivity,upgrading industrial structure and reducing transaction costs.4.Through the deep-going analysis of the experience of smart agriculture in the America,Japan and the European Union in promoting agricultural economic growth,combined with the actual status in China,the research considers that the development of smart agriculture is inseparable from various policy planning support and corresponding regulation of the government.It is necessary to promote rural infrastructure construction differently according to actual situation,and formulate equitable and efficient overall planning for basic agricultural zoning,Optimize the R&D subject and information construction of the core technology of smart agricultural production,pay attention to the cultivation of smart agricultural talents,and promote the integrated development of industry,University and research,so as to promote the popularization and application of smart agriculture.5.According to the research conclusions and foreign experience,this paper puts forward the causes of the problems existing in China’s smart agriculture in promoting agricultural economic growth.This paper believes that the origins for the dilemma of low level of intelligence,lack of high-quality talents,low level of informatization,unbalanced regional development,low level of mechanization and low participation of small farmers are the existence of "neck" technology in smart agriculture,low education level of agricultural practitioners Some areas have relatively backward agricultural infrastructure,great differences in resource endowment and economic development level,weak publicity for the development of smart agriculture and high cost.According to the above analysis,the research proposed policy measures and suggestions for smart agriculture to promote economic growth:first,increase investment in technological innovation and R&D of smart agriculture;Second,strengthen the cultivation of intelligent agricultural talents;Third,strengthen the infrastructure construction of smart agriculture;Fourth,strengthen the government’s planning and guidance for smart agriculture;Fifth,build a land circulation policy service system;Sixth,strengthen the publicity of smart agriculture and broaden the financing channels of smart agriculture.
