A Study On The Impact Of Land Transfer On The High-quality Agricultural Development In China

Rural land transfer is a key link in revitalising land resources,an important means of promoting high-quality agricultural development,and of great significance in maintaining healthy national economic development and accelerating the process of Chinese-style modernization and development.In today’s world,the international situation is in the midst of unprecedented major changes.Against the backdrop of growing economic,political and security tensions among countries,it is vital to maintain the country’s steady economic development.The report of the 20 th Party Congress clearly points out that achieving high-quality development is not only the primary task of comprehensively building a modern socialist country,but also an inherent requirement for Chinese-style modern development.As a basic national industry,high-quality agricultural development is a core component of high-quality development and Chinese-style modernization,and the importance of emphasising highquality agricultural development in maintaining the country’s stable economic operation should not be underestimated.Unlike the previous orientation of agricultural development,high-quality agricultural development is no longer simply the pursuit of economic benefits of agriculture,but also the need to take into account ecological and social benefits.Throughout the world’s agricultural development trajectory,land is one of the most basic elements of agricultural production,and land transfer is a product of a certain stage of agricultural economic development and a reflection of agricultural progress.It is for this reason that the relationship between land transfer and agricultural development has been a hot topic of concern for the international community.Although China has implemented a series of land system policies to promote land transfer and large-scale agricultural operations in order to enhance the overall efficiency of agriculture,the problems of low production efficiency and serious endogenous pollution caused by fragmented operations in domestic agriculture have remained prominent for a long time,and the pace of high-quality agricultural development needs to be accelerated.Therefore,based on the perspective of high-quality development strategy,this paper explores the systematic impact of land transfer on high-quality agricultural development and the improvement path of high-quality agricultural development from the perspective of the close correlation between land transfer and agricultural development,which has both theoretical and practical implications.This paper firstly defines the core concepts of land transfer,high-quality agricultural development and agricultural scale management,and comprehensively sorts out the research progress of land transfer,high-quality agricultural development and the influence of land transfer on high-quality agricultural development.Secondly,on the theoretical level,it systematically expounds the theoretical basis of agricultural development stage theory,Marx’s land property right theory and agricultural scale economy theory,which are suitable for this study,and their reference value for this paper;According to the internal influence between digital inclusive finance,land circulation,agricultural scale management and high-quality agricultural development,the theoretical analysis framework of "external power-internal power-action path-action object" is creatively constructed.The index evaluation system of agricultural highquality development level is established from three dimensions: increment,quality improvement and efficiency improvement.Finally,on the empirical level,based on the provincial panel data from 2005 to 2019,this paper measures the level of agricultural high-quality development by using entropy method,empirically analyzes the scale effect of land transfer on agricultural high-quality development and the action path of agricultural large-scale operation by using static panel model and intermediary effect model,and empirically tests the spatial spillover effect of land transfer on agricultural high-quality development by using spatial panel model.Using continuous double difference model and intermediary effect model,this paper empirically analyzes the promotion effect of land transfer policy on agricultural high-quality development,the reduction effect of Well-facilitated Capital Farmland Construction on agricultural carbon emission and the action path of agricultural scale operation efficiency,and empirically tests the threshold effect of digital inclusive finance in the process of land transfer affecting agricultural high-quality development by using panel threshold model.Through the above empirical research,the main conclusions are as follows:Firstly,land transfer has a positive role in promoting high-quality agricultural development,and agricultural scale management assumes an articulation mechanism.In particular,the spatial and temporal differences in the level of agricultural quality development are obvious,and the level of agricultural quality development in the eastern regions is higher than that in the central and western regions;land transfer can effectively promote the process of agricultural quality development,and the positive promotion effect of land transfer on agricultural quality development is more obvious in the central and western regions,non-food-producing regions and samples with lower agricultural quality development quartiles.The positive effect of land transfer on agricultural quality development is more pronounced in the central and western regions,food-producing regions and samples with higher agricultural quality development quartiles;land transfer can indirectly contribute to agricultural quality development by promoting the increase in the total amount and efficiency of agricultural scale management.Secondly,at the macro level,land transfer policies help to promote high-quality agricultural development,while at the micro level,the Well-facilitated Capital Farmland Construction help to curb agricultural carbon emissions,and agricultural scale management assumes an articulation mechanism.On the one hand,the implementation of land transfer policies can promote high-quality agricultural development,and this promotion effect is stronger in food-producing regions than in non-food-producing regions,and the implementation of policies indirectly promotes high-quality agricultural development by improving the efficiency of agricultural scale management;on the other hand,the implementation of policies on the construction of high-standard farmland has an agricultural carbon emission reduction effect,and this policy effect is heterogeneous across different geographical locations and functional food production zones.On the other hand,the implementation of the policy on the construction of high-standard farmland has an agricultural carbon emission emissions by improving the efficiency of agricultural scale management.Thirdly,there is a spatial spillover effect on the contribution of land transfer to high-quality agricultural development.In particular,there is a positive spatial dependence on the level of high-quality agricultural development;due to the spatial clustering effect,diffusion effect and reciprocal feedbacks,land transfer not only promotes high-quality agricultural development in the region,but also promotes highquality agricultural development in "neighbouring areas",i.e.there is a spatial spillover effect;in addition,land transfer in the central and western regions has a positive impact on high-quality agricultural development.The spatial spillover effect of land transfer on high-quality agricultural development in the central and western regions is more obvious than that in the eastern regions.Fourthly,the development of digital inclusive finance can effectively strengthen the role of land transfer in promoting high-quality agricultural development.In particular,there is a double digital inclusion threshold for land transfer to contribute to high-quality agricultural development,i.e.,the enhancement of land transfer to highquality agricultural development shows a marginal increase as the level of digital inclusion financial development increases;the promotion of land transfer to high-quality agricultural development is most obvious when depth of use is used as the threshold variable,followed by breadth of coverage as the threshold variable and In addition,the development level of digital financial inclusion during the study period showed a positive development trend of overall improvement and narrowing regional disparities.Based on the above conclusions,the main policy recommendations put forward in this paper to promote the process of high-quality agricultural development are: firstly,the internal dynamic level: expand the scale of land transfer,enhance the exchange of experience and cooperation in land transfer and agricultural development between regions,promote coordinated and balanced development between regions,insist on implementing and flexibly adjusting land transfer policies,strengthen the Wellfacilitated Capital Farmland Construction,achieve the goal of reducing agricultural carbon emissions,and help agriculture;Secondly,the path of action level: advocating for aggregate expansion and efficiency improvements in agricultural scale management,strengthening the path of action dependence;thirdly,the external dynamics level:emphasising the development of digital inclusive finance,activating the external dynamics driving mechanism.The significance of this paper is that,from the perspective of high-quality development strategy,it puts forward the connotation of high-quality agricultural development in the era,sorts out the logical relationship between land transfer,agricultural scale operation,digital inclusive finance and high-quality agricultural development,constructs the evaluation system,driving mechanism and path of action of high-quality agricultural development,explores the systematic influence of land transfer on high-quality agricultural development,and concludes that the relationship between land The study draws conclusions on the relationship between land transfer and highquality agricultural development,puts forward policy recommendations for high-quality agricultural development,and lays a theoretical and empirical foundation for subsequent research.
