Urban Vitality(UV)-Led Comprehensive Land Development

In the past few decades,China’s rapid urbanization has brought remarkable achievements.But it has also caused a series of urban problems,resulting in the dissolution and loss of urban vitality(UV).Xi said,"Cities are living organisms.We should respect cities and treat them well." Vitality is the power source for the existence and continuance of a city.Under the background of territorial space in the new era,urban space is an important field to promote high-quality development in China,and UV is the driving force for coordinated and sustainable development of cities.Therefore,it is of vital significance to explore the UV-Led comprehensive land development.This study firstly reconstructs the connotation of comprehensive land development oriented to UV and establishes a theoretical analysis framework throughout the whole paper.Then,based on multi-source big data,comprehensive land development characteristics were measured and UV pattern was systematically described,and the interactive relationship between comprehensive land development and UV in production-living-ecological space field was clarified.Secondly,the paper explores the influence of comprehensive land development characteristics on UV and identifies and compares the factors under different spatial scale effects.Then,through in-depth analysis,the comprehensive land development model guided by "One core and Two dimensions,Production-Living-Ecological and Diversification" is put forward.Finally,a multi-level planning response of "ConceptConnotation-Technology" is proposed to realize the effective implementation of the UVLed comprehensive land development.The main conclusions of the study are as follows:(1)The connotation of UV-Led comprehensive land development,is through the physical,functional and cognitive features of shape and adjustment,on the stroke of urban space and promote the relationship between coordination and stable,stimulate formed by the urban residents’ daily activities as the foundation,on the ecological background of production and life form effective interaction UV.Urban production-living-ecological space is a macro field that connects and maps UV and comprehensive land development.The physical,functional and perceptual characteristics of comprehensive land development are the micro core of UV stimulated by comprehensive land development.(2)Hangzhou is selected as the specific research area in this study.Construction land development intensity,building development intensity and land transfer are used to measure the physical characteristics of comprehensive land development.Transport network accessibility,land mixed use measure and functional location entropy are used to measure functional characteristics.Housing price levels,public space services,air quality and boundary vacuum zones were used to measure perceived characteristics.At the same time,the urban basic vitality represented by thermal graph and commuting vitality represented by TAXI OD data are described.The characteristics of comprehensive land development in ecological space are often limited and generally show the characteristics of low intensity UV.In the production space,the manufacturing industry gathers around various development zones and parks,and the service industry gathers around the core area.The characteristics of comprehensive land development are usually high mixing degree of development intensity and land function,and good accessibility of transportation network.These agglomeration areas usually correspond to the characteristics of high intensity UV.The comprehensive land development pattern of "core + axis + cluster" in living space is basically consistent with the high value area of urban UV.(3)The identification of influencing factors of comprehensive land development characteristics on UV shows that the global significant influencing factors of weekday and weekend models at street and block scale are different,but they all contain three levels of physical,functional and perceptual.According to the local regression coefficient,the spatial difference of UV influenced by different land development characteristics can be clarified.By comparing the influencing factors of street scale and block scale,it is found that street scale focuses on adjusting the characteristics of comprehensive land development by administrative means to improve the overall economic,social and ecological benefits to promote UV.The block scale focuses on adjusting the characteristics of comprehensive land development to create urban basic living circle and stimulate various activities from urban cells.(4)TOD mode forms dynamic catalyst nodes in production-ecological space around comprehensive land development of transportation facilities.SOD mode coordinates the ecological space to realize the ecological Service value and industrial Development,improves the industrial environment to enhance the agglomeration and efficiency of production space,improves the public Service to improve the living quality and promote the inclusiveness and livable,so as to concentrate and enhance the vitality of the productionliving space through comprehensive land Development.Featured town mode promotes the transformation and upgrading of urban industries represented by advanced manufacturing,innovative industry and service industry as the main carrier through market dominance,while future community mode instill new vitality into the main carrier such as the renewal of old city,the transformation of village in the city and the integration of industry and city through community dominance.The above models are all centered on the adjustment and optimization of physical,functional and perceptual characteristics of urban land comprehensive development.The trend is to focus on the past increment to increase and preserve,pay attention to the differentiated development characteristics of urban core area,outer suburbs and inner suburbs,and coordinate the order relationship of production-livingecological space to improve the vitality of the city.Different modes of comprehensive land development have their own adaptability and risks.As an important logical connection and condensation node between theory and case of comprehensive land development to improve UV,it is necessary to guide and correct comprehensive land development through reasonable planning response.(5)The response of planning concept from the perspective of production-livingecological space coordination is the transformation of planning concept of bottom-line thinking,innovation-driven transformation and people-oriented development in the face of practical problems,and the response of multi-subject territorial space planning in the new period with planning system and detailed planning.The concrete implementation path includes moderate mixing and compatibility of urban land function,innovation of classified land supply mode and effective improvement of urban housing structure system.Update under the perspective of urban planning connotation response is to coordinate the relationship between development and protection in urban renewal,to create a dominant urban renewal planning for the urban community inject new vitality,specific implementation path contains tiny modification and activation of space resources,grow and space effective series and interaction from "tool rationality" to "value rationality".Planning response of the new technology application perspective is a new technology boom take full advantage of paradigm transformation opportunities,grasp planning new technology application research in key areas,specific implementation path contains national spatial planning of land comprehensive development under the landing guidance and the city of dynamic monitoring of land comprehensive development path.
