Since reform and opening up,China has made remarkable achievements in economic development,becoming the second largest economy in the world,and its per capita gross national income has reached the level of upper-middle-income countries.The report to the 19th National Congress of the Communist Party of China(CPC)stated that China is at a crucial stage of transforming the growth model,optimizing the economic structure,and transforming the driving force for growth.We need to promote qualitative,efficiency,and dynamic changes in economic development,and raise total factor productivity.However,China is still faced with such problems as tight utilization of resource input factors,low utilization efficiency and deterioration of ecological environment.While pursuing higher total factor productivity,China should also pay attention to ecological environment protection to promote green and sustainable development of social economy.Therefore,paying attention to the improvement of green total factor productivity is an important means to promote the leap of China’s economy towards high-quality development.As an important component of production factors,land plays an important role in the development of national economy.However,different from the allocation of capital and labor,under the background of China’s special land system,land elements are strongly interfered by local governments.In the process of local economic development,what is the level of GTFP?How to improve green total factor productivity by means of land transfer?Are the effects of different land transfer methods on GTFP the same?In view of these questions,this paper constructs an analytical framework of the influence of the "total-fractional" structure of land transfer on GTFP,and reveals the influence mechanism between the two.This paper studies from the following aspects:(1)analysis of land transfer mode and characteristics of China’s green total factor productivity.Make use of the relevant data of land agreement transfer and "bidding,auction and hanging" transfer to analyze its change characteristics;Construct the input-output index system with ecological environment factors as the undesired output,use the mixed directional distance function and the improved Global ML index for measurement,and perform the exponential decomposition;By using ArcGIS software to draw spatial distribution map and analyze its spatial and temporal characteristics.(2)Construct the theoretical analysis framework of the influence of the land transfer mode with the "total-sub-structure" on green total factor productivity.First of all,the overall analysis of land transfer mode on the impact of green total factor productivity.Secondly,the intermediary variable(industrial agglomeration and technological innovation)is used to analyze the intermediary transmission mechanism of the influence of land transfer mode on GTFP corresponding to different transferred land types,and the process of the influence of land transfer mode on GTFP is studied in depth.(3)Empirical analysis of the overall impact of land transfer on green total factor productivity.Firstly,systematic GMM and differential GMM models are constructed to empirically analyze the overall impact of land transfer on GTFP from 2003 to 2015.Secondly,considering that land transfer mode is subject to local government behavior,the interaction term of land transfer mode is added on the basis of the original model to explore the correlation between different land transfer modes and green total factor productivity.(4)Empirically analyze the transmission mechanism of land transfer mode to industrial GTFP.Firstly,the dynamic spatial panel model of industrial green total factor productivity is constructed.The transfer of industrial land can be divided into agreement transfer and "bidding,auction and linking" transfer,and the transmission mechanism of the influence of the transfer of industrial land on the total factor productivity of industrial green based on the two intermediary variables of manufacturing agglomeration and technological innovation is analyzed respectively.(5)Empirically analyze the transmission mechanism of land transfer mode to GTFP of commercial and residential areas.Firstly,according to the traditional measurement method of GTFP,the GTFP of business and residence is estimated.Then,the dynamic space panel model is built to analyze the impact of"bidding,auction and hanging" transfer on the green productivity of commercial and residential land transfer.Finally,the paper analyzes the transmission mechanism of land transfer based on the two mediating variables of producer services agglomeration and technological innovation on the impact of GTFP on residential and commercial housing.The results of empirical analysis are as follows:(1)the influence of agreement transfer on GTFP was u-shaped and non-linear,and "solicitation,auction and hanging" transfer had a significant promoting effect on the improvement of GTFP.Different land transfer modes had interactive effects,and in the process of interaction with "solicitation,auction and hanging"transfer,the restraining effect of land agreement transfer on GTFP improvement wiuld be weakened.(2)Industrial GTFP had spatial lag.The agreed transfer of industrial land was not conducive to the improvement of industrial GTFP.Both manufacturing agglomeration and technological innovation would intensify the influence of land transfer agreement on industrial GTFP and realize its intermediary effect.On the contrary,the transfer of industrial land through "solicitation,auction and hanging" had no significant impact on the improvement of industrial GTFP.The mediating effect based on manufacturing agglomeration and technological innovation was not valid.(3)There was spatial lag in GTFP for commercial and residential use.The transfer of "bidding,auction and hanging" had a promoting effect on the improvement of GTFP of commercial and residential buildings.The aggregation of producer services and the accumulation of technical innovation talents promoted the positive effect of "bidding,auction and registration" transfer on the improvement of GTFP of business and housing through its intermediary effect,so as to realize its intermediary effect.(4)The impact of land agreement transfer on GTFP and industrial GTFP was basically the same;the transfer of "bidding,auction and hanging" had a significant promoting effect on GTFP and the improvement of commercial and residential GTFP,but had no significant effect on industrial GTFP.The land transfer mode had an interactive effect on the GTFP.According to the above research conclusions,this paper puts forward corresponding policy suggestions from the aspects of promoting industrial agglomeration,reforming the competition behavior of low-price land transfer,improving the quality of investment attraction and strengthening government management.
