With the rapid advancement of economic globalization, regionalization has gradually become a dominant trend, and regions have become important production spaces for countries to actively participate in global competition and integrate into the global value chain system. In this context, countries have promoted the implementation of space governance, improved space governance systems and mechanisms, and improved space governance capabilities, assessing regional policy effects gradually become a hot topic.Previous studies on the economic spatial effects of regional policies are mostly concise quantitative empirical studies on the effects of regional policies, and corresponding policy measures have been proposed based on this.Few scholars have started with dynamic spatial equilibrium models to explore the theoretical aspects of regional policies to promote the internal evolution of economic space. The regular mechanism makes the regional policy implementation paths and policy recommendations proposed by this type of research lack the support of the economic theory, and it is difficult to summarize them into common experiences that can be promoted, which greatly reduces the credibility and practical value of research. Therefore,a theoretical and empirical analysis of how much regional policies play an incentive role in the evolution of the economic space of technological innovation, how the incentive effect is,whether the policy effects are spatially heterogeneous, etc.,is useful for the government to formulate policies scientifically and predict the effects of policy implementation.Especially an important reference value. This study takes regional innovation policies, regional transportation infrastructure policies, regional opening policies, and regional environmental regulations as the research objects.By constructing an expanded dynamic space development model, the four regional policies are incorporated into the dynamic space general equilibrium Analytical framework, using Monte Carlo simulation numerical analysis and constructing different regional policy counterfactual environments, simulating and analyzing the influence mechanism of regional policy on the core variable technological innovation of economic space evolution, and proposing theoretical hypotheses of empirical research on this basis. In the empirical part, the establishment of high-tech industrial development zones, the opening of high-speed railways, the establishment of free trade zones, and the emission trading system were selected as specific research objects for regional innovation policies, regional transportation infrastructure policies, regional opening policies, and regional environmental regulations, using the city hierarchy Panel data, respectively construct panel DID and four spatial double difference estimation models, obtain a benchmark analysis model through model optimization, estimate the overall effect and decomposition effect of regional policy effects, and then conduct the spatial heterogeneity of regional policy effects on the regional policy processing group Through the investigation, the treatment effects of all treatment groups are obtained through the partial decomposition of spatial effects, and then the individual heterogeneity and spatial heterogeneity characteristics of the regional policy treatment effects represented by policies such as high-tech industrial development zones are investigated in depth. Then through the two-stage instrumental variable method, scientifically select instrumental variables that meet the conditions of instrumental variable relevance, exclusivity, and irrelevance to deal with the endogenous bias of treatment group selection. Finally, the placebo test was performed on the robustness of the treatment effect by using methods such as random sampling and grouping, and shifting event time windows. The study found that the regional innovation policy represented by the policy of high-tech industrial development zone, the regional transportation infrastructure policy represented by the high-speed rail opening policy, and the regional environmental regulation represented by the emission rights trading system all present significant territorial promotion effects, and The above policy effects all show significant spatial spillover effects. The regional opening policy represented by the free trade zone policy has a significant positive promotion effect on the technological innovation of the territorial cities and has a negative spatial siphon effect on the surrounding areas. The treatment groups of the above four policies all present obvious spatial heterogeneity characteristics, and the results of the policy effect estimation are robust. This research is helpful for regional policy makers to understand the characteristics and laws of regional economic spatial evolution.Through this study,it is found that regional policy effects show completely different processing characteristics at the overall effect, the decomposition level of the overall effect, and the individual local level. This means that regional policy makers can effectively choose the appropriate according to the audience characteristics when facing different policy-making environments. The policy tools can then effectively make policy choices that suit the region’s development laws.
