Under the social background of China’s proposal to build a country with a strong culture,and build culture and related industries into pillar industries,the cultural relics and works of art auction industry is not only an important part of Chinese culture and related industries,but also an important industrial form of the auction industry.How to systematically understand the "auction economics of cultural relics and works of art" from the perspective of industrial organization theory is not only an important and specific problem,but also the focus of both theoretical and industrial circles.It is of great significance to promote the healthy and prosperous development of China’s auction economy of cultural relics and works of art and related industries.This paper expounds the research background and significance of China’s cultural relics and works of art auction industry,defines and explains the related concepts of cultural industry and cultural relics and works of art auction industry,puts forward research questions,arranges the chapters,analysis framework and research methods of this paper,and further comb and summarize the theoretical basis,theoretical frontiers,domestic and foreign research status and industrial development status,which lays a foundation for further using the industrial organization theory to study China’s cultural relics and works of art auction industry.Based on the systematic study of the related concepts,theories and industrial development of the cultural relics and art auction industry,this paper uses the SCP paradigm,which is the analysis framework of "Structure – Behavior-Performance",to analyze comprehensively the Chinese cultural relics and art auction industry.This research data uses the data from 546 cultural relics and art auction enterprises in the "statistical annual report of China’s cultural relics and art auction market from 2010 to2018" jointly issued by the Circulation Industry Development Department of the Ministry of Commerce,the museum and social cultural relics Department of the State Administration of cultural relics,the China Auction Industry Association and other units.This study makes an in-depth study of China’s cultural relics and artworks auction industry from the aspects of market structure,enterprise conduct and industry performance as well as the relationship among the three.The study shows that the market structure of China’s cultural relics and works of art auction industry is characterized by monopoly competition,there are obvious differences in regions,auctions,prices and companies,and market barriers are superimposed,and a high degree of concentration has not yet been achieved.The analysis of enterprise conduct shows that the leading companies in the Chinese cultural relics and art auction industry monopolize the pricing of high-priced artworks,and there are serious "fake auctions" and "non-payment" phenomena in the market;Game analysis shows that the counterfeiting of cultural relics and works of art is related to the remuneration and information screening cost that auction companies can obtain.It is very important to punish the income from the auction of counterfeit works of art afterwards,increase the expected punishment cost of counterfeiting and reduce the information screening cost of cultural relics.It is found by analyzing market performance that China’s cultural relics and art auction industry has problems,such as insufficient profitability,scale structure efficiency,and resource allocation efficiency,inconsistent,unbalanced market development,insignificant contribution to the industrial chain,insufficient social satisfaction and so on.This paper further analyzes the relationship between the S-C-P of China’s cultural relics and works of art auction industry.The research shows a law in this industry,that market structure affects market behavior,and market behavior affects market performance.However,when analyzing whether there is interactive impact market structure and conduct on the performance of auction enterprises,it is found that the interactive effect is not significant.Based on the above research results,this paper believes that China’s cultural relics and art auction industry has achieved good development,but there are also some problems in the industry,such as insufficient policy regulation and management market governance,insufficient optimization of market structure,insufficient standardization of market conduct,market performance to be improved and so on.The main reason for the problem is that the market governance system of China’s cultural relics and art auction industry is not perfect,supervision is not in place,auction companies have a weak sense of self-discipline,lack of integrity construction,insufficient motivation for innovation and development,and poor overall market performance.This paper puts forward constructive ideas and suggestions for the above problems.The author believes that by implementing brand innovation drive and improving the quality of high-priced artworks and the transaction redemption rate,the transaction volume of low-priced artworks could be increased continuously and undesirable competition among enterprises could be restrained,which can continuously improve the market performance level.The main innovations of this paper are as follow.Firstly,apply the SCP paradigm of the industrial organization theory to the special market research of the Chinese cultural relics and art auction industry,which will make up for the existing literature to a certain extent.Secondly,expand the depth and breadth of the research on the SCP paradigm of industrial organization theory.Lastly,this research has practical value.Based on theoretical and empirical analysis,the countermeasures and suggestions finally settled in reality have certain guiding significance for the subsequent development and improvement of the cultural relics and art auction industry in China.
