| Over the past 40 years of reform and opening up,China’s economy has grown at a high speed,its economic strength has increased significantly and people’s living standards have improved significantly,but this has also given rise to serious problems such as high energy consumption,high emissions and high pollution.As the economy enters the stage of high-quality development,green development has gradually become a force to be reckoned with in enhancing the benefits of economic development and improving the quality of life of the general public.However,the prevalence of local protection and local market segmentation derived from the competition among local governments has eventually caused a series of problems such as industrial isomorphism,redundant construction and environmental pollution in various places,thus hindering the realization of green and sustainable development in the region.So,it is a great challenge for China to achieve green development in this situation.At this stage,promoting the construction of a unified market system is crucial to strengthen the regional division of labor and promote cross-regional cooperation in environmental governance.As one of the fastest industrializing regions in China,the Yangtze River Delta urban agglomeration is not only the core area and strategic support point for China’s economic development,but also plays a model role in promoting "ecological priority and green development" in the region.In recent years,the integrated development of the Yangtze River Delta urban agglomeration has been elevated to a major national development strategy.Therefore,it is important to explore whether the integration of the Yangtze River Delta urban agglomeration market can achieve economic growth and environmental friendliness at the same time,not only for the Yangtze River Delta urban agglomeration to take the road of green development,but also for us to further explore the new road of green development that can be replicated and promoted.1.Main elements of the studyBased on the Yangtze River Delta urban agglomeration,this thesis carefully measures the green development efficiency of cities in the Yangtze River Delta urban agglomeration and analyzes its spatial and temporal evolution characteristics,and constructs a theoretical framework between market integration and green development efficiency,clarifying the inner logical link between "market integration" and "green development efficiency",based on a detailed review of literature closely related to this study.The theoretical framework between market integration and green development efficiency is also constructed,and the inner theoretical link between "market integration" and "green development efficiency" is clarified.In order to further study the mechanism and channel effects of market integration on green development efficiency,this paper analyzes the mechanism of market integration-industrial restructuring-green development efficiency and how market integration affects green development efficiency through industrial restructuring;at the same time,it analyzes the mechanism of market integration-technological innovation-green development efficiency.-technology innovation-green development efficiency,and studied how market integration affects science and technology innovation,and the role mechanism of science and technology innovation affecting green development efficiency.2.Main conclusions of the study(1)The green development efficiency level values of most cities in the Yangtze River Delta urban agglomeration have improved significantly during the examination period from 2004 to 2018,but the green development efficiency of the Yangtze River Delta urban agglomeration presents a non-equilibrium state,and the green development efficiency level varies among cities.In particular,from the distribution dynamics,the overall green development efficiency level of the Yangtze River Delta urban agglomeration has experienced the evolution from decreasing to increasing,and the number of high-level cities has increased year by year,meanwhile,the green development efficiency level of the Yangtze River Delta urban agglomeration has the phenomenon of "club convergence".From the analysis of network spatial association,it can be seen that the network association of green development efficiency in the Yangtze River Delta urban agglomeration is getting closer and closer,and the interconnection of each city in green development is gradually increasing,but the connection of each city in green development is only in a weakly connected distribution.From the analysis of cohesive subgroups,geographic distance does not restrict the implementation of coordinated green development among different cities in the Yangtze River Delta urban agglomeration,but at present,a stable and closely linked spatial structure of green development efficiency network has not been formed in the Yangtze River Delta urban agglomeration.From the core-edge structure analysis,in general,Shanghai and Jiangsu Province are always the absolute core areas of the green development efficiency linkage network in the Yangtze River Delta urban agglomeration,while Zhejiang Province and Anhui Province are gradually developing from the edge areas to the core areas.(2)Market integration helps to promote green development efficiency in the Yangtze River Delta urban agglomeration.Through robustness tests such as re-measuring the explanatory variables,placebo test,excluding some observations,dynamic GMM estimation and instrumental variables method,it is further verified that market integration can promote green development efficiency,and at the same time,there is also a significant heterogeneity characteristic of the effect of market integration on green development efficiency.Further empirical tests using spatial econometric models find that the green development efficiency of the Yangtze River Delta urban agglomeration shows significant spatial correlation,and the agglomeration spatial spillover effect of regions with relatively high levels of green development efficiency also has a strong radiationdriving effect on the surrounding regions.(3)Market integration significantly enhances green development efficiency by promoting industrial structure advancement,industrial structure rationalization and technological innovation,that is,industrial structure advancement,industrial structure rationalization and technological innovation are important transmission mechanisms of market integration affecting green development efficiency.At the same time,the decomposition of the mediating effect measure and the contribution of the mechanism of action of market integration affecting green development efficiency shows that the mediating effect of market integration acting on green development efficiency through industrial structure advanced,industrial structure rationalization and science and technology innovation is more prominent in the mediating effect of industrial structure advanced.3.Policy recommendations of the study(1)To break the market segmentation caused by the administrative division of the Yangtze River Delta urban agglomeration,avoid excessive intervention of administrative means in the market mechanism.The allocation function of the market should be effectively played,so that the market can really dominate the price and flow of commodities and factors,so that they can further realize the free flow of cross-regional areas in the Yangtze River Delta urban agglomeration.(2)The cities in the Yangtze River Delta urban agglomeration should avoid bottomto-bottom competition and strive to improve the inter-regional division of labor and collaboration system.At the same time,further increase the financial support for environmental pollution control in the Yangtze River Delta urban agglomeration,and eliminate relevant backward industries and promote the orderly transfer of industries among cities.(3)Strengthen the supply-side reform in the field of science and technology innovation,further eliminate the impediments to science and technology innovation in the Yangtze River Delta urban agglomeration through reform,improve the relevant science and technology innovation supporting policies and mechanisms,and accelerate the shortcomings of science and technology innovation and strive to optimize the science and technology innovation environment,so as to create a good market environment conducive to science and technology innovation in the Yangtze River Delta urban agglomeration.(4)The provinces(including the municipalities directly under the central government)in the Yangtze River Delta urban agglomeration should adhere to the concept of cooperative development and collaborative governance,and solve the problems encountered in the process of green development with the thinking of integrated development of the Yangtze River Delta urban agglomeration,so as to effectively avoid the situation of "separate administration". |
