China’s economy has shifted from a stage of rapid growth to a stage of high-quality development,and the driving force of economic growth is also changing from factordriven to innovation-driven.In terms of technological innovation output,the number of patent applications in China has remained the world’s first for many years,and the number of valid invention patents is the second in the world,but the quality and value of patents still need to be improved.In 2018,the average maintenance period of domestic valid invention patents was only 6.3 years,which was far lower than the average maintenance period of foreign invention patents in China for 9.7 years.The Yangtze River Delta region has concentrated R&D resources and close inter-regional communication.It is playing a pioneering role in China’s technological innovation strategic plan.Empirical research with cities in the Yangtze River Delta region is not only conducive to grasping the status quo of urban technological innovation in this region,but also helps to clarify the relevant factors that affect the city’s technological innovation capabilities,thereby formulating relevant policies for the innovation and integration of the Yangtze River Delta for reference.This article starts from the perspective of innovation input and output.On the one hand,based on the complexity and multi-faceted nature of the connotation of technological innovation capabilities,the technological innovation capabilities of cities in the Yangtze River Delta from 1985 to 2018 and their internal and external influencing factors are based on innovation output and innovation efficiency.Carry out in-depth research;on the other hand,based on the difference in value and quality between patents,consider the value of patents rather than the number of patents to measure technological innovation output,and propose a value measurement model for patents in different legal states and apply in the region The value of patents is measured.Specifically,firstly,construct a patent value measurement model for different legal states to measure the value of invention patents applied for in the Yangtze River Delta region during 34 years,and obtain the urban technological innovation output measured by the patent value;secondly,from the technological innovation output and In terms of technological innovation efficiency,the city’s technological innovation capabilities are inspected,and an analysis framework of influencing factors is established to analyze the externalities of the city’s innovation network and the impact of the city’s internal innovation environment.Thirdly,based on the purpose of improving the externalities of the regional innovation network,it is important for cities in the Yangtze River Delta.Analyze the evolution history of the innovation network and conduct in-depth research on the dynamic mechanism of network development.Finally,based on the main conclusions of the research,specific policy recommendations are put forward for the optimization of the technological innovation capabilities of cities in the Yangtze River Delta.The main research conclusions of this thesis are as follows:(1)The characteristics of the patent itself and the characteristics of the patentee have a significant impact on the value of the patent in both the patent examination stage and the maintenance stage.The role of some of the patent characteristics is different,reflecting the inconsistency of the patent value evaluation standards in the two stages.By combing through the analysis results of the patent application authorization rate and maintenance time in the Yangtze River Delta region,the results show that the average patent value of patents divided by the different characteristics of invention patents is very different,which means that there are obvious differences in the value of different patents.In further research,the Logit regression of patent authorization events and the Cox model regression results of patent termination events both show that the characteristics of the patent itself and the characteristics of the patentee both have significant impact on the value of patents either in the patent review stage or during the maintenance period after the patent is granted.(2)The technological innovation capability of cities in the Yangtze River Delta is jointly affected by the external factors of the urban innovation network and the internal innovation environment of the city.The level of financial development and the proportion of the tertiary industry have different directions for innovation output and innovation efficiency.The results of the two-way fixed effects regression and the Tobit regression model both show that the externality of the urban innovation network has a positive effect on the improvement of the city’s technological innovation ability.Among them,the network connection strength calculated based on the multi-value network has a more significant impact than the city network location attribute calculated based on the binary network.Among the city’s internal environmental factors,the city’s economic development level,human capital quality,and degree of opening to the outside world all have a significant positive effect on the number of patent applications,technological innovation output and technological innovation efficiency of the city,and the support of local governments has not been significant in promoting urban technological innovation capabilities in most cases,but it has a significant impact on the number of patent applications,perhaps due to the phenomenon of credit discrimination and the crowdingout effect of the tertiary industry,the level of financial development and the proportion of the tertiary industry have shown different directions for technological innovation output and technological innovation efficiency,respectively.(3)The development of urban innovation networks in the Yangtze River Delta is also affected by the attributes of urban nodes,multi-dimensional proximity,and pathdependent effects.Among them,the uneven regional economy,technological development,and technological homogeneity competition hinder the formation of technological innovation cooperation between cities and the optimization of externalities of the innovation network.Research based on the evolution history of urban innovation networks and the multi-value ERGM model shows that the economic strength and R&D scale of cities are the main factors in the formation of core node cities in the network,and the gap in economic strength and R&D scale between cities is unfavorable for technological innovation cooperation between cities,geographical proximity between cities is conducive to the formation and strengthening of innovative partnerships,while institutional proximity shows the opposite effect;with the rapid increase in technological similarity between cities in the Yangtze River Delta,the role of cognitive proximity between cities has also changed from facilitating to hindering innovative cooperation;Due to the self-reinforcing tendency of the innovation cooperation relationship between cities,the development of the Yangtze River Delta’s urban innovation network shows obvious path dependence characteristics.This thesis mainly made the following innovations:(1)Based on the research idea of measuring the output of urban technological innovation by patent value instead of the number of patents,this thesis proposes for the first time a value measurement model for the initial income of patents in various legal states subject to an exponential distribution,which solves the problem of value measurement of patents in all legal states at the city level.(2)This thesis constructs a comprehensive analysis framework for the influencing factors of urban technological innovation capability from the aspects of technological innovation output and technological innovation efficiency,and reveals the different influences in different aspects of urban technological innovation capabilities caused by urban internal innovation environment factors and urban innovation network external factors.(3)Based on the goal of optimizing network externalities,this thesis establishes a multi-valued ERGM model for urban innovation networks,reveals the dynamic mechanism of the evolution of urban innovation networks in the Yangtze River Delta,and discovers regional economic and technological development imbalances and technological homogeneity The negative effects of globalized competition on the development of urban innovation networks. |
