| The sustainable supply of construction land provides strong support for economic development.With the rapid development of the economy and the continuous progression of urbanization,the continuous supply of production factors such as construction land will help promote the transformation and upgrading of the industrial structure,encourage the population to gradually concentrate on cities and towns,and strengthen agglomeration and spillover effects of the regional economy.The supply of construction land not only promotes the extension of urban development boundaries but also makes land finance an important part of local fiscal revenue.However,the large-scale supply of construction land leads to a relatively low utilization efficiency of construction land in a certain period,the construction land in some economically developed regions is close to reaching a ceiling,and space for future development is limited.To promote the high-quality development of the economy,optimize the spatial structure of land and improve the utilization efficiency of land and other production factors,China has proposed implementing total control of construction land and promoting construction land reduction strategies in recent years.To optimize the layout of construction land and continuously improve construction land utilization efficiency,we should must traditional supply modes,reduce the volume of inefficient construction land under the “determining increase with decrease” principle,and guide reduction indicator flows to centralized construction regions.It is of great significance to further improve the construction land reduction policy by exploring the mechanism and effect of construction land reduction on the economy,society and ecological environment.The existing research focused on the performance evaluation of construction land reduction mainly analyzes the impact of construction land reduction on economic and social development theoretically.However,due to limited data on land reduction and difficulties with obtaining data on newly added construction land,few studies have measured the impact of construction land.This paper studies the effects of construction land reduction on local fiscal revenue,rural development,industrial structure,environmental pollution and corresponding mechanisms,which helps strengthen understanding of the operation processes and comprehensive performance of construction land reduction.Therefore,existing problems with the process of construction land reduction are identified,providing experience and reference for better promoting construction land reduction in the future.This paper constructs an objective function to maximize land rent and discusses the factors that affect the choice of decrements and newly added locations in the process of construction land reduction.At the same time,Cite Space,Arc GIS and other software are used to analyze the state of construction land reduction to obtain a systematic and in-depth understanding of the researched issues.Then,we use econometric models such as difference-in-difference,fixed effect and threshold regression models to calculate the marginal effect of construction land reduction on the economic,social and ecological environment as well as regional heterogeneity and conduction effects.We in turn formulate a construction land reduction strategy for alienation and further demonstrate the feasibility of cross-regional flows of construction land reduction indicators.In view of the problems found through the analysis,corresponding suggestions are put forward in terms of improvements in reduction policy,reduction indicator trading and the refeeding of revenue,and industrial structure optimization.This paper makes the following innovative contributions.First,the land factor is represented by the construction land reduction indicator,and it is assumed that the reduction indicator can flow across regions and industries.Based on the Ramsey model,the factoe of land is included in the analysis framework,and a two-sector expansion model is established to investigate the impact of the interindustry flow of land,that is,the change in land use structures between industries.Second,from the theories and empirical analysis,this paper comprehensively and systematically analyzes the marginal effects of construction land reduction on local fiscal revenue,industrial structure,environmental pollution,rural development,discusses how construction land reduction affects economic and social development.Third,this paper proposes establishing a cross-regional trading mechanism and interregional revenue feedback mechanism through an indicator trading platform to promote the cross-regional transfer of indicators and to allow the indicator outflow region to establish a long-term hematopoietic mechanism through the purchase of property in index inflow regions.Through the above analysis of the impact of construction land reduction,this paper mainly draws the following conclusions.First,construction land reduction can effectively control the total amount of construction land.Construction land reduction is mainly designed for industrial land and homesteads,and industrial land is the main type.The acceptance area of industrial land reduction accounts for more than 80% of the total decrement area.Construction land reduction has achieved remarkable results,and the decrement scale of lowefficiency construction land continues to expand.The marginal returns and costs of land in suburban areas are significantly higher than those in outer suburbs.The difference in marginal returns of land between regions creates conditions for the crossregional flow of reduction indicators.Construction land reduction promotes the optimization of land spatial layout and improves the utilization efficiency of factors.Second,construction land reduction provides key support that can promote the growth of local fiscal revenue and the optimization of industrial structure.On the one hand,construction land reduction plays a significant role in promoting the growth of local fiscal revenue.Construction land reduction in the outer suburbs can significantly increase local fiscal revenue,but the impact of construction land reduction in suburban regions is not significant.Construction land reduction in a comprehensive environmental improvement region can promote the growth of local fiscal revenue faster.Some of the purposes of implementing construction land reduction are to promote high-quality economic development,improve regional land use efficiency,enhance potential future tax growth,and then ensure the sustainability of local fiscal revenue growth.On the other hand,construction land reduction can significantly enhance the rationalization and upgrading of industrial structure,and the positive effect is increasing.Compared to that in suburban areas,construction land reduction in the outer suburbs has a more positive impact on the rationalization and upgrading of industrial structure.When the scale of construction land is reduced to a certain level,rural financial development plays a significant positive role in rationalizing and upgrading the industrial structure.Third,construction land reduction can promote village merging and the transfer of agricultural labor.On the one hand,the promotion effect of construction land reduction on village merging presents an obvious lag.Construction land reduction can significantly promote the rationalization and upgrading of industrial structure,reduce the relative size of the rural population,and then promote village merging.In regions where levels of economic development,urbanization and financial expenditure are relatively high,construction land reduction is more effective in promoting village merging.Construction land reduction can promote village merging and improve the quality of life of rural residents.On the other hand,when the decrement scale reaches a certain level,construction land reduction can significantly promote the flow of agricultural labor.With the expansion of the decrement scale of construction land,construction land reduction in regions with stronger industrial development foundations,higher urbanization rates and more developed economies can significantly promote the flow of agricultural labor;that is,construction land reduction in regions with comparative advantages better promotes the flow of agricultural labor.Fourth,construction land reduction will reduce construction land use efficiency and pollutant emission intensity in the short term,but in the long run,it can produce a significant Potter effect.Construction land reduction will significantly reduce the intensity of pollutant emissions in the short run,which may lead to a mismatch of key and idle factors,inhibiting the utilization efficiency of construction land,creating no Porter effect.In the long run,construction land reduction can significantly improve the utilization efficiency of construction land and produce the Porter effect.At this time,the cross-regional flow of reduction indicators is feasible and can significantly improve the potential economic dividend of a whole region.The process can bring long-term economic benefits to local governments by appropriately expanding the scale of construction land reduction.Fifth,in view of the problems found in the study,the following suggestions are put forward.We must promote construction land reduction continuously and optimize the layout of construction land,improve relevant systems and mechanisms to enhance the sustainability of reduction,optimize the industrial structure,promote the highquality development of the industry,and take various measures to promote rural revitalization.Combined with review of the practice of construction land reduction,this paper provides a relatively comprehensive and systematic evaluation of the performance of construction land reduction in terms of economic,social and ecological effects,thus enriching the relevant theory and literature on construction land reduction and laying the foundation for follow-up research.This study can help further improve policies of construction land reduction,enhance the performance of reduction and the work efficiency of government departments,and serve as a reference for other regions seeking to implement the policy of construction land reduction. |
