The report of the 20th National Congress of the Communist Party of China stands at the commanding heights of national rejuvenation and century-old changes,and based on the new situation and new requirements of the world,national conditions,party conditions,and educational conditions in the new era,and puts forward important conclusions such as "accelerating the construction of a high-quality education system","developing quality education",and "improving the system of ideological and political work".Since the 18 th National Congress of the Party,the Party Central Committee with Comrade Xi Jinping at its core has convened important meetings such as the National Conference on Ideological and Political Work in colleges and universities,the National Education Conference,and the symposium of teachers of ideological and political theory courses in schools,and made a series of important instructions around the innovation and development of ideological and political education,which repeatedly emphasized the need to adhere to the "unity of explicit education and implicit education",and introduced supporting policies to promote the implementation.For a long time,recessive ideological and political education in colleges and universities,as an important supplement to explicit ideological and political education,has not been able to achieve functional complementarity with explicit education and give full play to its unique advantages of penetration and recessive.At present,colleges and universities have actively explored the integration of explicit and implicit ideological and political education,but implicit ideological and political education is still a weak link,especially in the theoretical research and practical exploration there is still room for improvement.Therefore,this paper focuses on the realistic proposition of "the effectiveness of implicit ideological and political education in colleges and universities",focuses on the epistemological issues of what implicit ideological and political education in colleges and universities is,and the methodological issues of how to evaluate and improve its effectiveness,and follows the basic research thinking of "theoretical analysis-empirical investigation-path strategy".Taking the preconceived basic concepts and theoretical basis as the logical starting point,and taking its effectiveness evaluation investigation and research as the data support,the paper attempts to systematically explain the strategic path to improve its effectiveness.To grasp the essence of implicit ideological and political education in colleges and universities and its effectiveness is the logical premise of carrying out this research.Implicit ideological and political education in colleges and universities is a form of education that is different from explicit ideological and political education in the scope of colleges and universities.It has the characteristics of implicit and explicit strategy,extensive and diverse educational resources,permeable and infectious educational content,flexible and indirect educational mode,and long-term and developmental educational effects.As a form of educational existence,its connotation has four connotations,namely,the policy orientation to promote the reform and innovation of ideological and political education in colleges and universities in the new era,the effective carrier to practice the concept of educating all students in a full process,the comprehensive education concept to effectively implement the fundamental task of cultivating morality and educating people,and the form presentation and practical existence type of ideological and political education in colleges and universities.On this basis,through analyzing the etymological meaning of effectiveness,it can be summarized as the pursuit of educational goals,the concrete embodiment of the comprehensive quality level of educational objects,the comprehensive consideration based on efficiency,effectiveness and benefit,and the resultant effect of explicit and implicit combination and collaborative education,which has the characteristics of latent and holistic,diachronic and repetitive,comprehensive and relative,sustainable and developmental.As a theoretical proposition,the effectiveness of implicit ideological and political education in colleges and universities should not only clarify its connotation and essence,but also deeply analyze the relevant theoretical basis,master the key problems and clarify the internal logic.Among them,Marxist dialectics,Marxist epistemology,excellent traditional Chinese culture,the discourse of the main leaders of the Communist Party of China,and the ideological and theoretical achievements in related disciplines have important theoretical guidance and reference value for this proposition.Based on the key elements in educational practice,the key issues affecting the realization of its effectiveness are the orientation of educational ideas and the precision of goal positioning,the integrity of educational structure and the coordination of the operation of elements,the consciousness of educators and the comprehensiveness of quality,the consciousness of educational objects and the level of comprehensive literacy,the pertinence of educational content and the flexibility of educational methods.Based on the law of development of all links in education practice,the internal logic of the realization of its effectiveness is clarified,that is,the fundamental follow is "thought leading,value leading",the strategy is supported by "explicit and implicit combination,collaborative innovation",and the key force is "accurately feel the pulse,moisturize the people".As a practical problem,the effectiveness of implicit ideological and political education in colleges and universities should be based on theoretical analysis and systematic and scientific evaluation methods,with the main goal of "testing the actual effect of educational practice,guiding and promoting theoretical innovation,strengthening and improving the scientific development of discipline construction".With the basic principles of "innovating the evaluation concept,transforming the evaluation thinking,optimizing the evaluation method,expanding the evaluation scope and improving the evaluation results",and the evaluation index of "the ability and accomplishment of educators,the learning effect of education objects and the development of education practice",the practical existence of the evaluation is objectively evaluated.Based on this,this paper focuses on the contents of humanities,social science and science courses in curriculum teaching,as well as the contents of ideological guidance,knowledge and skills,voluntary service,extra-curricular activities of arts and sports,campus culture and daily student work in daily ideological and political education,and defines the index content and establishment basis of its effectiveness evaluation and investigation tools.The reliability and validity of all the investigation tools were tested to ensure the scientific and validity of the research.Based on educational practice,in order to grasp the current situation of the effectiveness of implicit ideological and political education in colleges and universities,it is necessary to carry out comprehensive research and judgment from the aspects of reality pattern and problem performance with the help of comparative experiment and educational intervention.On the basis of the overall grasp of its practical effect and reality pattern,affirming its remarkable results,facing the realistic problems and difficulties,deeply reflecting on the main reasons affecting the realization of its effectiveness are the low enthusiasm of educational objects,the scattered integration of educational content,the indifferent willingness of teachers to educate people,and the lack of overall planning of relevant systems.In the face of various practical problems and requirements of The Times in the practice of implicit ideological and political education in colleges and universities,it is necessary to start from four aspects:accurate teaching,subject stimulation,content optimization,and system guarantee,and adhere to the center of students’ "all-round development,interest needs,achievement changes".With teachers’ "political accomplishment,education consciousness,education will,moral education accomplishment" as the key,with "clear content direction,perfect content structure,highlight content characteristics" as the fundamental,and with "cooperative system of education subjects,evaluation and feedback system of education effectiveness,pilot system of education leading and incentive system" as the guarantee,we will effectively promote the realization and improvement of the effectiveness of implicit ideological and political education in colleges and universities.
