The university laboratory is not only an important base for cultivating students’ practical and innovative abilities but also an important platform for carrying out basic scientific research and achieving transformation.In the past two decades,with the continuous growth of university laboratory industry-university-research capacity,the number of safety accidents and safety incidents and the heavy losses have attracted increasing attention.With the development of national education authorities and government departments at all levels in terms of policy constraints,inspection and supervision,colleges and universities have also promoted laboratory safety management to varying degrees.However,objectively speaking,at the current stage,there are still some problems in laboratory safety grade evaluation and control research;for example,the evaluation index system is not systematic and comprehensive,the evaluation methods are not random and fuzzy enough,and the control countermeasures lack pertinence.As a result,many universities cannot adopt systematic,hierarchical and targeted management and control strategies for laboratory safety management.Based on the above problems,the research took the identification of university laboratory safety risk factors as the starting point,systematically analysed 13 types of risk factors related to "human,material,environment and management",comprehensively combined the university laboratory safety risk element events by using fault tree analysis(FTA),and formed the fault tree structure.A triangular fuzzy number was used to process the risk factor score,and the Decision-making Trial and Evaluation Laboratory(DEMATEL)was used to compare and analyse the influence degree of risk factors.Then,principal component analysis and factor analysis were carried out on the screened evaluation indicators to test the validity,reliability and effectiveness of the indicators.This thesis constructed a university laboratory safety evaluation index system composed of a safety responsibility system,safety management system,safety education system,safety condition guarantee system,key laboratory safety system,and special equipment safety system.This thesis studied the improved model based on the cloud entropy weight method to determine the weight of the safety evaluation index,used the theoretical method of virtual clouds to construct the comprehensive cloud model of university laboratory safety grade evaluation,and calculated the similarity between the comprehensive cloud and the evaluation level standard cloud.The research selected 11 typical universities in China to evaluate the laboratory safety level Cloud Model,which objectively reflected the laboratory safety grade level of different universities.This thesis used system dynamics(SD)to draw the causal loop diagram of 6 subsystems and the total system,constructed the university laboratory safety risk system dynamics model,and carried out the simulation and model verification under different scenarios combined with examples.Finally,according to the research results,this thesis proposes the stereoscopic management and control countermeasure framework and "six dimension" management and control countermeasure of university laboratory safety from the perspective of informatization and carries out the application and effect analysis of countermeasures.The conclusions of this research are as follows:(1)Based on the inspection points of "12 categories,50 clauses and 151 items" in the list of laboratory safety inspection items for colleges and universities issued by the MOE,this thesis has gone through the process of factor identification,screening and index inspection and has established a "6categories,22 clauses and 72 items" safety evaluation index system composed of six subsystems: safety responsibility system,safety system,safety education system,safety condition guarantee,key experiment safety and special equipment safety.Compared with on-site inspection indicators,it can be more pertinently applied to the evaluation and measurement of university laboratory safety levels.(2)The comparative analysis of the laboratory safety grade assessment cloud map and the scale cloud map showed that the laboratory safety grade results of 11 case universities were "relatively safe" in 8,"generally safe" in 2,and "relatively dangerous" in 1,showing significant differences.The results of the study also showed that the improved entropy weight method based on the cloud model can be effectively applied to the evaluation of university laboratory safety grade,further enriching the safety evaluation methods,including the subjective scoring method,to objectively reflect the actual safety status of the testing university.(3)The system dynamics model of university laboratory safety risk was constructed by using the system dynamics method.Through the model simulation of 11 case universities,it was found that with the increase in the total investment in laboratory safety management,the level of laboratory safety management and control is gradually improved and finally tends to be stable,indicating that the process conforms to the feedback mechanism.Further model verification showed that under a certain amount of laboratory safety investment,the actual effect rate of each subsystem of laboratory safety on the total system risk value is different,and there is a certain order.The conclusion can also provide a reference for colleges and universities to improve laboratory safety management and control.The innovations of this research are as follows:(1)On the basis of comprehensively sorting out and identifying the risk source factors of "human,material,environment and management" in university laboratory safety,the fault tree analysis method is used to construct the university laboratory safety risk fault tree model,the triangular fuzzy number,decision laboratory analysis method and principal component analysis method are used to process,screen and test the risk indicators,and the "6 categories,22 clauses and 72 items" university laboratory safety evaluation index system was proposed.(2)The improved entropy weight method based on the cloud model was used to determine the weight of each safety evaluation index,and the comprehensive cloud model of university laboratory safety grade evaluation was constructed by using the theoretical method of virtual clouds.Eleven typical universities in China covering different levels of schooling and subject types were selected for case evaluation,and the evaluation results objectively reflected the level of laboratory safety in various universities.(3)On the basis of systematic analysis of university laboratory safety risk elements and transmission mechanisms,a system dynamics model of university laboratory safety risk was constructed.Taking 11 typical universities as examples,the model simulation was carried out.According to the research results,the stereoscopic management and control strategy framework and "six dimension" management and control strategy for university laboratory safety were proposed based on the information perspective,and the application and effect of the strategy were analysed.
