"The 21 st century is a century that pays more attention to quality,and the transfer of quantity to quality marks the end of one era and the beginning of another ".Quality is the core of the development of modern vocational education.Vocational education evaluation is the vane and measure of vocational education quality.As an important basis for government and functional departments to manage and make decisions,it plays an irreplaceable role in the process of vocational education reform and development.However,vocational education evaluation is closely concerned,but also constantly questioned by all parties in society,vocational education evaluation needs reform and transformation.The reform of vocational education evaluation is essentially a cultural change,and cultural consciousness,as a universal cultural view and a theory guiding practice,provides a systematic and transcendental method for the study of vocational education evaluation.At the same time,cultural consciousness is also the trend of cultural change in vocational education evaluation.According to the idea of "why-what-how ",this study revolves around " why should we study the cultural consciousness of vocational education evaluation?" "What is the conceptual and analytical framework for the cultural consciousness of vocational education evaluation?" "How does the cultural consciousness of vocational education evaluation evolve and exist?" "How does the cultural consciousness of vocational education evaluation be generated?" From the perspective of philosophy,culture and other interdisciplinary perspectives,this paper discusses the cultural consciousness of vocational education evaluation by means of theoretical research and investigation,tries to find the theoretical basis for the cultural consciousness of vocational education evaluation,and constructs an analytical framework for the cultural consciousness of vocational education evaluation,and observe the historical evolution and reality of the cultural consciousness of vocational education evaluation,and discuss the way for the reform and development of vocational education evaluation.From the perspective of philosophical value theory,this study discusses the internal mechanism of evaluation culture from the aspects of evaluation and value,value and culture,evaluation and culture,draws lessons from Mr.Fei Xiaotong’s theory of "cultural consciousness ",clarifies that consciousness is the proper direction of evaluating cultural development,and puts forward four characteristics of evaluating cultural consciousness,that is,rationality is the essential characteristic,history is the observation dimension,value orientation is the core foundation,and practicality is the important content.History,as the observation dimension of cultural consciousness of vocational education evaluation,is the time scale of understanding the cultural consciousness of vocational education evaluation,while rationality,value orientation and practicality are the observation elements,which are the specific units to analyze the cultural consciousness of vocational evaluation.Based on this,this study put the analysis unit of vocational education evaluation culture consciousness in the historical dimension of vocational education development,and set up the analysis framework of vocational education evaluation culture consciousness from three levels of logic: the temporal logic of the first level of vocational education evaluation culture consciousness,that is,according to the law of historical development,vocational education evaluation culture consciousness is divided into three tenses: past,present and future.The second level is the state logic of the cultural consciousness of vocational education evaluation,that is,to observe the characteristics and patterns of the cultural consciousness of vocational education evaluation in different tenses from the three analytical units of rationality,value orientation and practicality.The third level is to combine temporal logic with state logic to form the logical main line of this study,that is,through the combing of the historical evolution of vocational education evaluation,form the "knowing" of the cultural consciousness of vocational education evaluation;based on the status scan of achievements and problems,carry out the "thinking" of the cultural consciousness of vocational education evaluation;based on the idea of transcending the crisis and the prospect,achieve the "realizing" of the cultural consciousness of vocational education evaluation;from three aspects of generating condition,production mechanism and practice path,discusses the "acting" of the cultural consciousness of vocational education evaluation."knowing,thinking,realizing and acting" are not only the generation of cultural consciousness,but also the main logic of this study.According to the analysis framework of the cultural consciousness of vocational education evaluation,the research contents of each part are as follows:The historical evolution of cultural consciousness in vocational education evaluation is combed.The historical pattern of cultural consciousness in vocational education evaluation is mainly about the historical statement of cultural form and cultural consciousness under the organizational form of vocational education in different historical periods.The evolution of cultural consciousness of vocational education evaluation takes its organizational form as its basic coordinate,which can be divided into three stages: ancient apprenticeship evaluation,modern industrial education evaluation and modern vocational education evaluation.The three stages correspond to three different cultural forms.The development of the three stages is from simple to complex,from free to conscious: the ancient apprenticeship stage,the apprenticeship evaluation system is relatively simple,which is mainly about the evaluation of apprenticeship morality and skills,its characteristics are experience and spontaneity;In the stage of industrial education,the extension of industrial education evaluation began to widen,the evaluation began to be used as a means of education management by functional departments,and the evaluation of school vocational education began to sprout.At the stage of modern vocational education,school vocational education has become the absolute main force of vocational education.With the increasing number of vocational colleges and universities,the requirements for the quality of vocational education have been gradually improved.The evaluation system of modern vocational education has been preliminarily established,which is characterized by transcendence and science.With the question of whether the modern vocational education evaluation culture is conscious or not,this paper investigates the realistic pattern of the culture consciousness of vocational education evaluation.The results show that,firstly,the cultural consciousness of vocational education evaluation exists and is reflected in the cognition,concept and behavior of the relevant subjects at the micro level;the modern vocational education evaluation system with Chinese characteristics has been basically established at the macro level.Secondly,there are still many problems in the process of vocational education evaluation,and the level of the cultural consciousness of vocational education evaluation needs to be improved.The dilemma of the cultural consciousness of vocational education evaluation is manifested in the "top-down" unidirectional management culture,the prevalence of "utilitarian culture ",the " inversion of results and processes",the imbalance between " tools " and " value ",the "game" between data supremacy and experience orientation,the absence of the subject of "multiculturalism ",the " weak culture " of the third party evaluation organization,and the distortion of "student evaluate teaching" and the distortion of the relationship between teachers and students.In fact,crisis of Evaluation of culture in vocational education is the reason of the problems in the practice of vocational education evaluation,that is,the national will is too prominent,administrative intervention is obvious,the independence and professionalism of evaluation is not enough.Vocational education evaluation has been given too many external expectations.and the attention to reality and material is beyond the pursuit of ideal and spirituality,it has changed from the alienation of means to the end to the political power oriented towards external purpose and utilitarianism.There is still a gap between the operation process and the evaluation of vocational education with the purpose of transcending character,pursuing universal truth and long-term value ideals.Based on this,this study separately describes the expected picture of cultural consciousness in the evaluation of vocational education from the three dimensions of rational consciousness,value consciousness and practical consciousness.Specifically,at the level of rationality,rational consciousness points to the coexistence of complete rationality and limited rationality,public rationality and ecological rationality,instrumental rationality and value rationality;at the level of value consciousness,vocational education evaluation should focus on subjectivity,orientation and inter-subjectivity,and answer the question of whose value,what kind of value and how to realize it;at the level of practical consciousness,it requires to innovate institutional culture,conceptual culture and behavioral culture,to achieve diversity,multi-win and multi-party symbiosis.The cultural consciousness of vocational education evaluation is a universally sought and pursued ideal evaluation cultural form.Its ideal picture is not only the driving force and inducement of modern vocational education evaluation reform,but also the era goal of modern vocational education evaluation development.In the new era,the general trend of social reform and the development of vocational education has indeed created good conditions for the evaluation of vocational education to move towards cultural consciousness.Taking this as an opportunity,in order to truly promote vocational education evaluation towards cultural consciousness,it is also necessary to design a multi-party linkage mechanism of trans-boundary and deep reform,a value negotiation mechanism of dialogue and consensus,and a motivational enhancement mechanism of guidance and incentives.
