In 2019,The State Council issued the Implementation Plan for National Vocational Education Reform,which clearly put forward the deployment of "strengthening the construction of vocational and technical normal colleges".Teachers are the primary resources of schools.It is of great theoretical and practical significance to explore the development dilemma of vocational and technical normal education and determine the development strategy of vocational and technical normal education to promote the high quality development of vocational education and enhance its adaptability,attractiveness and influence.This thesis takes the analysis of the development history and current situation of vocational and technical teacher education as the logical starting point,and combs the development process of vocational and technical teacher education,including germination,exploration,recovery and development;Taking 12 independent vocational and technical normal universities across the country as the case study,the development status of vocational and technical normal education is investigated,including the basic situation of colleges and universities,school-running orientation,teacher training,enrollment and employment.Then,combined with the relevant materials provided by the universities,NVivo 12 software is used to analyze the text about problem perception in vocational and technical normal universities.The results show that there are 31 problems in the development of vocational and technical teacher education.Among them,the internal involves school,teachers,students,education and teaching four levels,20 problems;The outside involves 11 issues at the government and social levels.By indexing the development dilemma and using Delphi method,a questionnaire on the Importance of Factors Influencing the development of vocational and technical teacher education is formulated.Twelve experts from 12 vocational and technical normal universities were invited to judge the importance of the influencing factors listed in the questionnaire.Twelve experts from Beijing Normal University,Tianjin University and Hebei Normal University and Tianjin Vocational and Technical Normal University,Hebei Normal University of Science and Technology and Jilin Engineering Normal University were invited to form a decision-making group to judge the degree of mutual influence among factors.DEMATEL was used to determine the Influence Degree,Influenced Degree,Reason Degree and Centrality Degree of each influencing factor,and to clarify the internal logical relationship between each factor.The results show that there are 24 factors affecting the development of vocational and technical teacher education.Among them,13 were cause factors and 11 were result factors.Based on the cognition of the factors affecting the development of vocational and technical teacher education,the dynamic mechanism of promoting the development of vocational and technical teacher education is constructed,including: improve the system of policies and regulations,enhancing the execution;Improve the quality of personnel training,enhancing competitiveness;Enhancing the level of talent training,enhancing the influence;Strengthen the characteristics of colleges and universities,enhancing the attractiveness;Improve the level of universities,enhancing service.
