Academic power is an important factor related to the deepening of management system reform and the realization of high-quality connotative development in higher vocational colleges.It plays an important role in promoting the modernization of higher vocational education governance system and governance ability,establishing the type attribute of higher vocational education,and implementing the high-level higher vocational colleges and specialty construction plan with Chinese characteristics.As an important type of higher education institutions,higher vocational colleges should,through the academic power system determined by academic logic,carry out scientific,refined and specialized management and decision-making on the activities of cultivating high-quality technical talents,technological innovation and serving the upgrading of products of small and medium-sized enterprises,which are carried out around the professional practical technical knowledge.At the same time,the state’s strategic deployment of accelerating the construction and improvement of modern vocational education system requires vocational education to deepen the integration of production and education,school enterprise cooperation,and form a multi subject linkage governance mechanism of the government,industry enterprises,and vocational colleges,so as to transform to a type of education with enterprise social participation and distinctive professional characteristics.Academic power can promote the integration of talent training and industrial enterprise needs,and realize academic co governance.Whether in the theoretical analysis of the governance structure of higher vocational colleges,or in the exploration and practice of the vocational education governance pattern of coordinated governance by multiple subjects,academic power should be concerned and valued.It is true that the legitimate academic power,that is,to find the fundamental evidence of existence from the ontological perspective,to meet the value needs of others and to obtain social recognition of academic power,can properly and effectively play the functions of highlighting the characteristics of higher vocational colleges,maintaining academic order and standardizing academic behavior.At present,there are many organizations in higher vocational colleges in China that exercise academic power,but the unique function and effect of academic power are not very well.In this case,with a series of methods application,including philosophical speculation supplemented by empirical judgment research paradigm,comprehensive use of literature research,investigation,text analysis and occurrence methods,we carried out a research on strengthening the legitimacy of academic power in higher vocational colleges.Specifically,firstly,the basis and characteristics of their ontology was clarified,and then the framework of legitimacy based on "rational scale" and "experience scale" analysis was constructed.Furthermore,value judgment of the framework was carried out.Secondly,the legitimacy crisis of academic power in higher vocational colleges at the current stage was clarified,and the path to avoid or resolve the legitimacy crisis was explored meanwhile.In all,the work aims(1)to defend the legitimacy of academic power in higher vocational colleges.(2)to perfect the formation and operation mechanism of academic power,and then promote the "security position" of internal power in higher vocational colleges.(3)to realize the modernization of governance system and governance ability.Through the combing at the historical level and the analysis and demonstration at the theoretical level,it can be seen that the academic power of higher vocational colleges is a unified existence of history and logic.The noumenon of academic power in higher vocational colleges is derived from its academic attribute around practical technical knowledge,so it has a foundation of existence since its birth.At the same time,academic power is given by the academic community according to the purpose of development.In different stages of the development of higher vocational colleges,academic power also presents different forms and functions due to the specific needs of academic development.With the development of connotation construction in higher vocational colleges and the guidance of national vocational education implementation plan,the academic power of Academic Committee has become an important form of academic power system in higher vocational colleges.Compared with ordinary colleges and universities at undergraduate level,the academic power of higher vocational colleges is not only based on the academic logic and the attributes of colleges and universities,but also has the particularity shaped by the specific social environment,organizational characteristics and technical knowledge logic.It shows the commonness of publicity and autonomy,as well as the characteristics of openness and distinctive specialty.According to the main viewpoints of the legitimacy theory and the form and characteristics of academic power in higher vocational colleges,it can be seen that the legitimacy foundation of academic power mainly includes institutional basis,effectiveness basis and ideological basis.The support of a single basis is limited,so it needs to be supplemented by different legitimacy bases.At the same time,the acquisition of legitimacy is not once and for all,but a dynamic,developmental and complex process,which needs to constantly examine the basis of legitimacy.According to the legitimacy judgment framework and empirical investigation results formed by the legitimacy basis,this paper analyzes the status of academic power in higher vocational colleges at the present stage,and it finds that it is faced with procedural crisis,effectiveness crisis and cognitive crisis.The legitimacy crisis of academic power in higher vocational colleges is a universal and objective problem.In order to resolve or prevent the harm caused by the crisis of academic power legitimacy,we should confirm the absence or absence of the legitimacy basis of academic power in higher vocational colleges,and timely and targeted replacement and supplement.The current crisis of academic power legitimacy can be regarded as a "turning point of change ".By taking the following measures,such as adjusting the relationship between supply and demand of the system,ensuring the procedural justice of academic power,improving the operational efficiency of academic power,accumulating effective resources,constructing modern academic culture tradition,consolidating the cognitive foundation,this paper targets to repair and consolidate the legitimacy foundation,and to enhance the legality of academic power.
