| This thesis conducts systematic research on the monitoring and evaluation system of the balanced development of compulsory education based on system theory by applying comprehensive methods.The core argument is that the essence of the monitoring and evaluation system optimization process is the improvement and innovation of the existing monitoring and evaluation system.It aims at improving monitoring and evaluation system efficiency for the balanced development of compulsory education.This thesis focuses on the above issue for two purposes.Firstly,it explores the complexity of the balanced development of compulsory education,coupled with the corresponding monitoring and evaluation patterns and their internal relationship with the system,which comprehend the full scale of monitoring and evaluation system selection,institutional change,and its practice for advancing the balanced development of compulsory education.Secondly,it designs the optimization framework of the monitoring and evaluation system for the balanced development of compulsory education,including optimizing objectives,measures,and paths.This thesis also clarifies mechanisms to facilitate the optimized monitoring and evaluation system in an emerging institution transition context.The optimized monitoring and evaluation system provides theoretical support and system guarantee for the balanced development of compulsory education.Given the high-quality development of compulsory education considerations,it is necessary to carefully examine the monitoring and evaluation system of the balanced development of compulsory education.Firstly,this thesis analyzes compulsory education monitoring and evaluation approaches and system framework.It shows that the monitoring and evaluation system develops under the mutuality of general education systems.It also mirrors instrumental rationality instead of value rationality in monitoring and evaluating compulsory education development and the rational dilemma faced by the monitoring and evaluation system implementation.This problem-oriented thesis carefully examines the monitoring and evaluation system implementation of the balanced development of compulsory education in case areas based on semi-structured in-depth interviews and questionnaires.The results show that the monitoring and evaluation indicator system of the balanced development of compulsory education focuses on instrumental rationality and ignores the value rationality.Another problem is the unbalanced monitoring and evaluation system structure,as it leads to an improper relationship between evaluators and monitoring but monitoring and evaluation system failure.Following cases investigation,it explores monitoring and evaluation system implementation problems of the balanced development of compulsory education in more detail in chapter two.Besides,chapter three discusses modern educational evaluation theory,governance theory and system theory,and education monitoring and evaluation patterns and system construction in developed countries and international organizations.It provides effective theoretical direction and reference basis for optimizing the monitoring and evaluation system of the balanced development of compulsory education.The monitoring and evaluation system is an important policy tool to promote the balanced development of compulsory education.Therefore,the mechanism of the monitoring and evaluation system has to correspond with the dynamic compulsory education development,which could function instrumental rationality and value rationality of monitoring and evaluation system.In this case,the last two chapters put forward strategies for optimizing the monitoring and evaluation system of the balanced development of compulsory education,including redesigning monitoring and evaluation indicators and reconstructing efficient monitoring and evaluation system.Specifically,to ensure high-quality development of compulsory education,this thesis redesigns a comprehensive monitoring and evaluation indicators system composed of educational equity,resource allocation,educational quality,system construction,and innovative development.It emphasizes the value rationality of monitoring and evaluation indicators for the balanced development of compulsory education.Secondly,this thesis argues to insist on multiple values and effective system structure of education monitoring and evaluation,better to provide a supportive environment for school monitoring and evaluation development and active participation of third-party evaluation institutions.It also needs to establish dynamic monitoring modes and an evaluation network of key stakeholders for the balanced development of compulsory education.The optimized monitoring and evaluation system could guarantee high-quality education development.It is a response to the education evaluation system reform and conducive to improving the education governance system and governance ability.This thesis provides a solid framework for future research on monitoring and evaluation system implementation of the balanced development of compulsory education and its’ initiatives in a different context.There are two limitations.Firstly,the limited scope of cases precludes large-scale conclusions for applying to various contexts.Besides,it needs to examine the efficiency and credibility of the optimized monitoring and evaluation system in practice.It also needs to question the relationship between monitoring and evaluation modes of the balanced development of compulsory education and the reform of the education evaluation system in theory.Hence,the researcher will apply the above-optimized monitoring and evaluation system for the balanced development of compulsory education to modify previous conclusions and improve the monitoring and evaluation system theoretical framework. |
