The Research Of Association Governance In Informal Education

Under the background of the reform of public education governance system of China,the problem of how to manage the informal school system becomes increasingly prominent.It is the common concern of educational decision-makers and all sectors nationwide and needs to study and discuss deeply.In the reform of informal education system,industry association is an important bridge and link and also important undertaking subject in the process of transition from all-round government to limited liability one.Informal school education association is a critical system design of the state for the reform of informal education system.Also,the success or failure of the governance reform of informal education association is a key factor of the success of the national education system governance reform.This study takes the governance of the informal education industry association as the research object and systematically discusses how the informal education industry association effectively governs the informal education.With case studies as the main method,considerable site investigation,file analysis,and literature research are conducted and applied in this paper.Cases and experiences of the governance of informal education industry associations in China,the United States,Japan and other countries are selected and compared with the survey and interview data of China’s industry associations participating in the governance of informal education.From three aspects of governance structure,governance field and collective action promotion of informal education industry association,this paper studies the governance mechanism,path and strategy of informal education industry association and the following conclusions are reached:(1)Industry association plays a key role in the informal education governance system.It obtains government support through the exchange of information,personnel and resources,and obtains government trust and safeguards the interests of members by adhering to the principle of public welfare.As a platform,industry association plays an important role in eliminating the antagonistic relationship between industry and parents,attracting the participation of enterprises and members,and integrating education inside and outside schools.It also manages the industry through leading,service and other mechanisms,and promotes internal governance through democracy,supervision,incentive and other mechanisms.(2)The governance function and governance paths are studied mainly on seven governance fields of public concerns for informal education.Based on case analysis,this paper studies the governance strategies on education policy influence,industry direction leading,industry standard and evaluation system construction,teaching development reinforcement,education equity and balance of enhancement,social resources integration,and information construction promotion.New way is proposed for the industry association to take the initiative to undertake some government functions and innovate and develop the function of informal education governance.(3)The key of governance is action.Aiming at the problem of promoting collective action by industry association,this paper studied the governance analysis framework to analyze the typical successful cases of industry associations,proposed the mechanism on the five aspects for informal education industry association to promote collective action,found the logic and methods in solving collective action dilemma,and provided a roadmap accordingly.On the basis of summarizing the research conclusions,the final part puts forward some suggestions on the optimization of the governance of informal education industry association and outlines the construction prospect of the governance system of informal education of government guidance,association leading and multi governance.
