Higher vocational education is the main part of higher education in China.It plays a unique and important role in the process of Higher Education Mass.Since the reform and opening-up,the rapid development of Higher Vocational Education in China has trained a large number of technical and skilled personnel for the national economic take-off and social progress,and made great contributions.On the other hand,it is also facing some new challenges in the process of promoting social and economic transformation and industrial up-grading.In the new era of building socialism with Chinese characteristics,it is of great theoretical value and practical significance to explore the majors exiting mechanism of Higher Vocational college,especially for training high-quality professional and technical personnel,and promoting the discipline construction of higher education to build a powerful country of higher education.Guided by the theory of higher education,this study systematically inspects the current situation of the majors development of Higher Vocational education,the motivation of the major exiting,the influencing factors and the basis of decision-making,then constructs the major exiting mechanism of Higher Vocational colleges.The full text is divided into five chapters.Chapter one investigates the development and changes of Higher Vocational Education majors in China as a whole,and systematically combs the changes of management system of Higher Vocational Education majors since 1990 and the exiting majors’ status of Higher Vocational Education from 2011 to 2018 in China.Chapter two deeply analyses three types’ cases of major exiting of four colleges,including GDSY,GZPY,SZZY and GDJT,and discusses the value orientation of different individuals,evaluation methods,decision-making process.Chapter three draws on the relevant theories of sociology,pedagogy and marketing,and puts forward that it is the changes in social vocations,knowledge and technology up-dating,and changes in the supply and demand of higher vocational education services that cause the major exiting of Higher Vocational education.Chapter four uses the autonomy evaluation method and related organizational theory to explore the necessity and feasibility for the major exiting in Higher Vocational colleges.Chapter five puts forward the major exiting mechanism of higher vocational colleges including five parts,which are external compulsory quality assurance mechanism and internal consultative performance improvement mechanism.Based on these empirical research and theoretical analysis,this paper preliminarily draws some new conclusions as follows:Firstly,the data and information of national higher vocational education majors show that the number of exiting majors is huge and gradually increasing,and they widely distributed in different categories and regions.Higher vocational colleges must establish a scientific major exiting mechanism to reduce the negative impact on colleges running.Secondly,the major exiting caused by the change of social occupation and the up-dating of knowledge and technology reflects the macro-trend of the professional development of Higher Vocational Education in a long period of time;the major exiting caused by the change of teaching service demand reflects the overall corresponding relationship between the structure of higher vocational education and the structure of social talent demand at a certain time,and these three factors are the leading reasons for major exiting.Thirdly,the major exiting of higher vocational colleges is constrained not only by structural factors such as social change,knowledge up-dating,government regulation and market competition,but also by personal strategies and other Procedural factors,such as individual interests of managers,teachers,students,and personnel of enterprises.Major exiting mechanism should be designed with macro and micro factors.Fourthly,the core of major exiting mechanism in higher vocational colleges is evaluation and decision-making.The evaluation of comprehensive competitiveness of majors should combine the quality and performance dimensions;the organizational model can help the decision-making of major exiting to analyze the resistance and dynamic contrast of major exiting,and find out the best opportunity and operation process of it.Fifthly,the major exiting mechanism of higher vocational college should be combined with two levels and two dimensions:The government should establish mandatory requirements,relying on standard system and professional organizations,and focusing on ensuring the quality of higher vocational education macroscopically;Colleges should adopt negotiation mode,emphasizing market-oriented,College autonomy,multi-participation,information disclosure,and lifelong learning,to improve the performance of higher vocational colleges.
