In recent years,the number of elderly people in China has increased rapidly,and the demand for elderly care services has continued to increase.The increasingly difficult situation of population ageing is a significant social problem that China will face for a long time.The allocation of elderly care service resources is the foundation for the elderly to access care services.In recent years,the government has introduced a series of relevant policies to enhance the well-being and happiness of the elderly,laying a policy foundation for the research on the allocation of elderly care service resources.Currently,research on the allocation of elderly care service resources is focused on aspects such as current situation analysis,influencing factors,equity and performance,spatial distribution,and government functions.There is a lack of systematic analysis of the process and evolving trends of elderly care service resource allocation.Due to the influence of government and relevant policies on China’s elderly care system,the allocation of elderly care service resources often undergoes significant changes in a short period,and there is a lack of accurate analysis and mathematical expressions for these changes.Therefore,based on the recent development of elderly care service resource allocation and combining theoretical foundations with mathematical models,this dissertation analyzes and predicts the balance between supply and demand of elderly care service resources in China,explores the evolving trends of resource allocation,and uses sensitivity analysis methods to reveal the impact of changes in system parameters on the balance of supply and demand for elderly care services.Based on this,the optimization policy is proposed to provide a decision-making foundation for elderly care service resource allocation.The main research content of this dissertation includes the following aspects:Firstly,an analysis was conducted on the system structure and the evolving trends of supply and demand balance in elderly care service resource allocation.The elderly care service resource allocation system is a dynamic and complex system involving multiple variables with interactions among them.Currently,elderly care service resource allocation in China is primarily government-guided,and policies greatly influence the allocation status.Therefore,it is necessary to analyze the allocation of elderly care service resources dynamically in conjunction with actual policy changes.This dissertation measures the level of elderly care service resource allocation by evaluating the balance of supply and demand,which divides the system hierarchy based on resource allocation theory and the practical situation of elderly care service resource allocation.Constructing a dynamic model of the elderly care service resource system using the state space method and validating its accuracy.Simulating and analyzing the status of elderly service resource allocation and predicting the future development trend reveals the dynamic changes of the elderly care service resource allocation system under the current policies.Secondly,it elucidates the impact patterns of system parameter changes on the elderly care service resource allocation system.Secondly,it reveals the influence of the law of system parameter changes on the allocation system of endowment service resources.Since,in a dynamic system,it is difficult to visually judge the final influence of the changes of each parameter variable on the output variable,it is necessary to dynamically simulate the changes of variables in the model.Based on the sensitivity theory and through dynamic model simulation,this dissertation reveals the law of the influence of changes in parameters of the resource allocation system for elderly care services resources on the supply and demand,realizes the quantification of the influence degree of various factors in the resource allocation system for elderly care services on the system,and grasp the major and minor influence parameters of the system and their time-varying rules.Thirdly,it examines the impact of various optimization policies for elderly care service resources on the supply and demand balance.Based on the results of the sensitivity analysis of system parameters.These policies are designed considering the practical needs of elderly care service development.They are simulated to compare the changes in the supply and demand balance of elderly care service resources under different policy scenarios.This dissertation employs simulation analysis to explore optimization policies and parameter improvement ranges that can rapidly enhance the supply and demand status of elderly care services.The research findings indicate that increasing the market participation of elderly care services and the number of community elderly care service centres can significantly improve the supply and demand balance of elderly care service resources,and the effect of multiple policy combinations is better than that of a single policy.In addition,when implementing relevant policies that affect both the demand for the elderly and the supply of elderly care,it is necessary to put forward relevant policies to improve the supply capacity of elderly care simultaneously.Finally,with the earlier research findings,policy recommendations for optimizing elderly care service resource allocation are proposed.Based on the results of the simulation analysis,strategies for optimizing elderly care service resource allocation are suggested from three aspects: policy implementation environment,supply optimization,and demand identification.These recommendations encompass improving the policy framework,regulating the allocation environment,achieving balanced and coordinated resource allocation,optimizing the supply system,accurately identifying needs,and stimulating consumption vitality,among other policy suggestions for optimizing elderly care service resource allocation.
