Teacher is the primary resource in the development of education.Eucation in China has focused less on the hardware investment than teachers’ development strategically.(1)Since the 18 th National Congress of the Communist Party of China,President Xi Jinping has delivered important speeches and directives on educational reforms and developments,proposing new concepts,ideas and perspectives to explain in essence the development,path,policy and principle of education with Chinese characteristics in the new era on a directional,fundamental and strategic basis.It was in the 20 th CPC National Congress that Xi Jinping firstly viewed strategies of strengthening China through education,science and technology,and talent cultivation as a whole,elevating the three to “a basic and strategic support for building a modern socialist country in an all-round way ”,which means that chains of industry,innovation,talents and education are increasingly integrated.As a result,the socialist theory of education with Chinese characteristics,including views on teachers,is formed.The views on teachers suggested by Xi Jinping put the emphasis on recognizing the “extreme importance” of teachers’ work at a strategic level,a new perspective for us to deepen our understanding of such aspects as the law of educational development,regulations of talent cultivation,teacher’s strategic position,responsibility and mission,role definition,and quality standard,and construction of professional ethics,which work to help develop the systematic system of concept and provide a basic guide to our action to give full play to the role of teachers as “primary resource” in the new era and to make the education people accept satisfactory.Xi Jinping’s views on teachers,answering major practical questions such as “for whom teachers work and in which way”,“how to be a teacher”,“what kind of teacher shall we train and how”,determine the theoretical basis,the coordinate of thinking,and path selection of teachers’ development in the new era.In the research context of“logic of formation” — “structure of contents” — “basic features” — “original contribution”,this paper,on the basis of summarizing and reviewing and actively absorbing previous studies,takes the philosophical methodology of Marxist materialist dialectics as its guideline to explain its ideas by the literature research method,the systems approach and the textual analysis.It studies and analyzes a large number of documents and defines Xi’s views on teachers as composed of five elements,respectively view on teacher’s mission,ethics,quality,evaluation,and development,which is a basis on which we can discuss thinking features and theoretical characters,examine its role and historical position in the era,and systematically conduct studies in an all-round way.Any conceptual system is typical for its own unique logical process of formation,development and establishment,with no exception to Xi Jinping’s views.Xi Jinping’s views on teachers develop as a result of theoretical logic,historical logic,cultural logic,practical logic and realistic logic functioning together.The core of Marxist educational theory is to seek the origin of the theory,that is,the theoretical logic.Traditional views of “teachers imparting knowledge and dispelling doubts”,“putting morality first” and “respecting teachers and valuing education” mirror the cultural logic of cultivating teachers’ quality.It is the historical logic to extract excellent experience of the Chinese Communist Party about teachers’ work.Xi Jinping,whether serving in the local government or presiding over the work of the central government,attaches great importance to teachers and plans for their work,whose logic thus is practical.That is to say,Xi Jinping’s views on teachers are to actively absorb all the existing excellent theoretical achievements,and along the experience trajectory of CPC practice organizing teachers’ work to constantly develop,revise,improve and finally shape a scientific theoretical system in educational practice.Xi Jinping’s views on teachers are strictly logical and well-structured,serving as a part,“Teachers”,of his thoughts of governance.The view on teachers’ mission explains that as the spokesman of the national will,teachers shoulder the mission and responsibility of realizing “two centenary goals” and the Chinese dream of great national rejuvenation.The view on the construction of teachers’ ethics takes the saying that “teachers must be people with high morals” as a reference,pointing out that teachers should live,learn and teach on morality.The view on teachers’ quality defines the “good teacher with four characters” and the “teacher-guide with four roles”,who all shall put virtues first and develop the comprehensive ability.The view on teachers’ education insists on “educators receiving education first” that should complete self-education before educating others,which builds a bridge between teacher training and lifelong learning,and develops a socialist teacher-education system with Chinese characteristics.The view on teacher evaluation advocates giving full play to the role of educational evaluation as a “baton” and guiding teachers to return to their original aspiration and work of teaching and educating people.The view on teachers’ development is committed to improving teachers’ senses of well-being,gain and achievement so that teaching becomes the most enviable and respected profession in society.Xi Jinping’s views on teachers come as a highly condensed theoretical result,shaped in a comprehensive way of strategic thinking,dialectical thinking,innovative thinking and bottom-line thinking and other scientific ways of thinking,which stands firm on the position of people,strongly practice-oriented and systematic,and rests on cultural deposits.Thus,they reveal theoretical affinity to people,as well as practical,systematic and cultural characters.As the latest Marxist educational theory in the 21 st century,Xi Jinping’s views on teachers relate to not only a theoretical deduction,but also practical practice,a dialectical unity of ideal and realistic internal logic,and thus they have practical value and global significance.At the level of theoretical contribution,the theory has opened up a new prospect to Marxist educational thoughts,enriched new connotations of the socialist educational thought with Chinese characteristics,and deepened the new understanding of the law of scientific development of educational undertakings.In this way,Xi’s views serve as a part to make richer Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.At the level of practical value,the theory lays a national foundation of teaching staff for the development of education;socially,it is helpful to accelerate the construction of learning society,and personally,to improve the effectiveness of teachers’ work.In addition,Xi’s views on teachers,of global significance,show a Chinese example to the world education for all,contribute its experience to the world teacher management,and play a role in the international people-to-people and cultural exchanges.
