A Study On Xi Jinping’s Strategy Of Ensuring The Political Loyalty Of The Armed Forces In The New Era

Ensuring the political loyalty of the armed forces contains a series of ideological construction work carried out by the proletarian party in the armed forces to ensure that they are under its absolute leadership and belong to the people.It is a fine tradition and fundamental principle formed by the Communist Party of China（CPC）in the historical practice of building and governing the armed forces.Since the 18^thNational Congress of the CPC,Xi Jinping has issued a sequence of important discourses on ensuring the political loyalty of the armed forces,which formed Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era,with the aim to effectively respond to the new situations and challenges appearing in the development of our national defense and armed forces,and to guide the armed forces to advance in the correct political direction.This strategy is an important part of Xi Jinping’s thinking on strengthening the military.It’s also a major strategic movement to manage the long-term,overall and fundamental situation.The in-depth study and discussion on the theoretical basis,main contents and promotion tactics of Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era provides an important theoretical value for and is practically significant to advancing the research on the history of CPC ensuring the political loyalty of the armed forces and solving the problems of the military political work in the new era.The present study,starting with the theoretical and realistic basis of Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era,analyzes the historical evolution of the strategy of the CPC,studies the systematic structure of Xi Jinping’s strategy,and presents the problems appearing in the implementation of the strategy and relevant solutions.It consists of the following five parts:The theoretical and realistic basis of Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era is explored in the first part.Based on the interpretation and definition of such core concepts as“politics and the armed forces”,“political work and ensuring the political loyalty of the armed forces”,and“the strategy of ensuring the political loyalty of the armed forces”,the present study reviews systematically the theoretical expositions of Marxist classic writers and the CPC leaders on ensuring the political loyalty of the armed forces which formed a theoretical system in a continuous line,laying a theoretical foundation for Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era.At the same time,the new era presents new requirements,constituting the realistic basis that must be faced with and considered when the strategy is formulated and implemented.In the second part,the historical process of CPC ensuring the political loyalty of the armed forces is comprehensively reviewed.The CPC ensuring the political loyalty of the armed forces in the new era inherited and developed that of CPC in various historical periods.During the period of the New-democratic Revolution,the CPC ensured the political loyalty of the armed forces mainly in the environment of rural guerrilla warfare,established the fundamental principle and system that the armed forces should be under the leadership of CPC,and transformed the armed forces with farmers as the mainstay into a new type of proletarian armed forces belonging to people.During the period of the Socialist Revolution and Construction,the CPC ensured the political loyalty of the armed forces in the process of promoting the peace,consolidating the absolute leadership of the CPC over the armed forces and maintaining the essential nature of the people’s armed forces.During the period of the Reform and Opening up and the new era of the Construction of the Socialist Modernization,the CPC ensured the political loyalty of the armed forces in the conditions of globalization and market economy,and maintained the essential attribute that the people’s armed forces should be for people when faced with the interference of“westernization”,“polarization”and marketization.A systematic analysis of the history of the CPC ensuring the political loyalty of the armed forces can clearly show the profound historical foundation of Xi Jinping’s strategy in the new era.In the third part,the basic composition of Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era is systematically explained.Since the 18^thNational Congress of the CPC,Xi Jinping has put forward the theories of military construction in multiple dimensions,including the fundamental goals,main tasks,and critical links of ensuring the political loyalty of the armed forces in the new era,which constituted a strategy in this field.The strategy clarifies such systemic issues as the goals to be achieved in ensuring the political loyalty of the armed forces in the new era,the main tasks to be accomplished to achieve these goals,the key points of these tasks,the guarantees that society should provide,which have formed the basic blueprint for it.The fourth part focuses on the analysis of the practical achievements of and problems faced by Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era.Since the 18^thNational Congress of the CPC,the Party’s Central Committee with Comrade Xi Jinping at the core has attached great importance to the ideological and political buildup of the armed forces,strengthened the Party’s absolute leadership over the armed forces,purified their political ecology,re-established their style and image,and improved their combat effectiveness,which have promoted unprecedented historic achievements for ensuring the political loyalty of the armed forces.However,many practical problems still exist in the further implementation of Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era.For example,it is difficult to guide the thinking of officers and soldiers under the impact of diversified social ideological trends;the role of service and guarantee of political work is not given full play in the comprehensive promotion of military training and combat preparedness;many factors affect the stability of the military ideology in the deepening of national defense and military reform;some officers and soldiers have weakened their consciousness of purpose and spirit of hard working under the influence of negative effects of the market economy.These problems affect and limit the buildup and development of the people’s armed forces in the new era,and must be faced with and solved in the implementation of Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era.In the fifth part,the present study focuses on the principles to be adhered to and the measures to be taken to further implement Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era.The in-depth implementation of the strategy should be based on the fundamental principle of adhering to the Party’s absolute leadership over the armed forces,which is the starting point and goal of ensuring the political loyalty of the armed forces.On this basis,it is necessary to choose the implementation path of ensuring the political loyalty of the armed forces,focusing on strengthening the Party building and ideological work of the armed forces,and improving the legalization level of national defense and military buildup.Only by holding onto the"bull’s nose"or grasping the main contradictions and key links can we truly implement Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era and make practical achievements.All in all,Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era is a scientific and complete theoretical system with innovative development.It is the top-level design for the political buildup of the armed forces.The implementation of Xi Jinping’s strategy of ensuring the political loyalty of the armed forces in the new era requires that we must fully absorb and learn from the historical experience of the CPC in this field,thoroughly consider the new requirements and challenges faced by the political work of the armed forces in the new era,and answer the fundamental question that for whom the armed forces carry guns to fight.Only by doing these can we ensure the Party’s absolute leadership over the armed forces and the effective fulfillment of missions by the people’s armed forces,thus promoting the continuous development of strengthening and rejuvenating the armed forces.
