"We will deepen the reform of military colleges and universities,build a strong new military personnel training system,and innovate military human resource management." Xi Jinping’s Military Talents Cultivation Philosophy in the New Era is foresighted and focused on guiding the agenda.It comprehensively transforms and upgrades talent cultivation work through system design,hitting the crucial points including the difficulties of talent cultivation work and the questions of winning the war.It establishes a new goal,a new vision,and a new pattern for forging the new type of military talents,while providing an action plan and fundamental guidelines for achieving the modernization of military personnel.Conducting in-depth research on the Military Talents Cultivation Philosophy in the New Era can provide useful references for the development of our military talent theory,provide methodological references for the in-depth implementation of the strategy of strengthening the military with talents in the New Era,and provide theoretical support for innovative military talent cultivation methods;It helps to solve the contradictions and problems faced by military talent construction,improve the practical effectiveness of using laws to guide military talent construction,and promote the better and faster development of military talent force development.Currently,there is a considerable amount of research on the topic of military talent cultivation in China,and there are many related research reports.However,the research on the Military Talents Cultivation Philosophy in the New Era is not yet systematic and comprehensive enough.This thesis will conduct research and exploration on this topic to address the above mentioned problem.The thesis is divided into six chapters.Chapter One is an introduction to the background and research significance of the topic.In this chapter,the author summarizes the current research status of military talent cultivation at home and abroad,and proposes the basic ideas and main methods of the research.Chapter Two summarizes the background and theoretical origins of the research on China’s military talent cultivation in the New Era.Firstly,the author analyzes the concepts such as building a strong military in the New Era and the definition of military talents.Then,the author discusses the research background from three perspectives: Great Power Competition for military modernization,the call for building a world-class military,and the necessity of comprehensively promoting national defense and military modernization.Finally,the author elaborates on the theoretical origins of China’s military talent cultivation in the New Era.Chapter Three focuses on highlighting the status of China’s military talent cultivation in the New Era.The author firstly proposes that military talent cultivation is the corner stone for achieving a strong and prosperous military.Secondly,the author believes that military talent cultivation is the key to the practical implementation of military education policies.Thirdly,the author points out that the cultivation of military talents is the core issue in promoting military preparedness.Chapter Four systematically summarizes the content and requirements for the cultivation of military talents in China in the New Era.Firstly,the tasks and goals of cultivating military talents in China in the New Era include three fundamental issues: for whom to cultivate talent,what to cultivate,and how to cultivate them.Secondly,the main requirements for the cultivation of military talents in the New Era in China are: having the soul,the ability,the blood,and the virtue.Thirdly,the cultivation of military talents’ qualities in China in the new era mainly includes the cultivation of political quality,cultural quality,and psychological quality.Fourthly,the cultivation of military talents’ capabilities in the New Era in China mainly includes the cultivation of the capability of responsibility,the capability of learning,the capability of professionalism,and the capability of practice.Chapter Five provides an in-depth analysis of the current status of military talent cultivation in China in the New Era.The main achievements include five aspects: the establishment of advantages in the number and scale of military talents,significant improvement in educational level,significant enhancement of professional quality,rational resource allocation,and gradual improvement of growth ecology.The five existing problems and causes include: insufficient orientation of military talent cultivation to keep up with the times,insufficient innovation in ideas and features,insufficient optimization of focus,insufficient liaison and coordination mechanism,and incomplete patterns and system.Chapter Six innovatively proposes the optimization path for the cultivation of military talents in China in the New Era.Firstly,demarcate a new direction for military talent cultivation,namely: adhering to the fundamental task of cultivating virtue,focusing on the core direction of educating talents for war-fighting,complying with the requirements of deepening reform,following the internal laws of system construction,and grasping the basic grasp of solving bottleneck problems.Secondly,establish a new concept for the cultivation of military talents,namely: connotation-oriented,innovative,characteristics-oriented,and efficiency-oriented.Thirdly,it is necessary to clearly propose new goals for the cultivation of military talents,including the cultivation of the joint combat command talents,the new combat force talents,the high-level scientific and technological innovation talents,and the highly capable strategic management talents.Fourthly,improve the new mechanism for cultivating military talents,including strategic planning mechanism,competitive incentive mechanism,management evaluation mechanism,and service assurance mechanism.Fifth,build a new model for military talent cultivation,including cultivation with engineering method,collaborative cultivation,open cultivation,and chain type cultivation.
