| The relationship between industry-agriculture and urban-rural areas is one of the most vital relationships Since the modern industrial Revolution,which implies the relationship between industry and agriculture,and urban and rural areas.The Industry and agriculture are historical generalizations.Industry generally refers to non-agricultural sectors and cities,while agriculture covers agriculture,rural areas and farmers.Since the founding of the People’s Republic of China,it is not only an economic relationship but also a social relationship.The transformation of the relationship synchronously drives the change of the economic and social structure,as well as the transformation of the living form from rural to urban,and then from urban to rural.The new industry-agriculture and urban-rural relationship is the necessary way to build socialist modernization,Its ever-coordinated and prosperous evolution process influences modernization.Through the analysis of policies from 2002 to 2021,it can be seen that the strategic transformation from "Industry Promotes Agriculture" to "Inter-promotion of Industry and Agriculture" is a major feature of the new industry-agriculture and urban-rural relationship,which has realistic inevitability.The connotation of "Inter-promotion of Industry and Agriculture" should be deeper and broader,which including the realization of the free flow of urban and rural production factors,the coordinated development of industry and agriculture,and the equal treatment of farmers and citizens.The relationship has gradually changed from the "one-way absorption" of rural resources to the "two-way convection" between urban and rural areas.It can be said that this is the crystallization of the Communist Party of China’s long-term ideological wisdom,which is the inheritance and summary of past experience.It contains four aspects,which are both goal-oriented and path method."Inter-promotion of Industry and Agriculture" is a comprehensive reflection of a series of factor combination and system combination which coordinate and promote each other.As the disadvantaged party,the rural areas should be carried out on the premise that the industry supplements the agriculture and the city leads the countryside."Inter-promotion of Industry and Agriculture" s practice has regional differences in China,which is manifested the relationship between industries,such as the integration of urban and rural industries and the integrated development of rural industries.The key is to realize the free flow of urban and rural production factors.Which facing a series of difficulties,such as the mechanism of mutual promotion between industry and agriculture needs to be improved,the inadequate urban-rural linkage,the existence of "broken points" in the industrial and agricultural industry linkages,the free flow of factors of production in urban and rural areas is restricted,etc.therefore,the new relationship of industry and agriculture needs new thinking.The realization of "Inter-promotion of Industry and Agriculture" has both obvious regional characteristics and generality for promotion in various places.This paper will focus on the typical cases in China(Fujian "multi-format compound" integration of three industries,zhejiang "three integration" development mode,Suzhou’s coordinated development of urban and rural industries,Shandong’s "new six industries" industry-city integration),through the in-depth analysis of its remarkable characteristics,from which experience enlightenment.In this process,we should adhere to the people firs and construct the mechanism of mutual promotion between industry and agriculture.We will promote the dual-wheel drive of new urbanization and rural revitalization to optimize the overall functions of urban and rural areas.We will improve systems and mechanisms for coordinated development of industry and agriculture,promote the transformation and upgrading of the industry.With the "dual circulation" development pattern as an important starting point,promote the free flow of urban and rural production factors,which provide the reference for building the new industry-agriculture and urban-rural relationship. |
