With the advent of the age of digital intelligence,the development of government service system has advanced from the stage of e-government to the stage of smart government.At present,the government service requires not only digitalization,but also intelligence.The goal is to achieve efficient,agile and convenient services.In this process,the development and utilization efficiency of government information resources has become an important factor affecting the intelligence level of government services.The reserves of government information are considerable,accounting for about 80% of the total information in society,but there is no "use".Most information is isolated and scattered,with low collaboration efficiency.Many types of information have not been effectively collaborated,and the huge value of massive information has not been brought into play,which is difficult to support the convenient government services and accurate decision-making.Making government affairs information resources realize efficient collaboration and give better play to their value has become an urgent problem to be solved on the road of "intelligence" of government affairs services.In this context,the research on information collaboration has attracted the attention of many scholars.Information collaboration is not equal to information sharing in the general sense but based on the common purpose to establish effective links between information,and create value.At present,scholars mostly adopt subjective research methods to describe the application of collaborative technology in government services,such as interview research and case analysis.Many studies discussed the content framework of information collaboration,or analyze the influence and restriction of people’s subjective consciousness on the implementation of information collaboration schemes.However,government services is a complex system composed of multiple elements.Although subjective research can deeply understand one aspect of government services,it is difficult to describe and analyze the issues of government services information collaboration involving multi-dimensional subjects of stakeholders,items and information from a macro and systematic level.Therefore,a quantifiable index system is needed to realize state analysis from a broader perspective.It is of great significance to measure the state of information collaboration based on objective data and understand the status quo,evolution characteristics and existing problems of information collaboration from the macro level for its development planning and construction distribution.In order to systematically map the information collaboration of local government services,this paper describes the complex system of government service information collaboration based on the supernetwork model,proposed a quantifiable index system,used objective data to measure the information synergy effect in the current stage of smart government services,and proposes optimization strategies according to the realistic problems.This paper mainly carries out research work in the following six aspects,corresponding to the core chapters of this paper from Chapter 3 to Chapter 8,with specific contents as follows:In Chapter 3,the study extracted the basic elements of smart government information collaboration,and sort out the mechanism model of "stakeholder-item-information" supernetwork.Based on the ternary world theory,this paper extracts the constituent elements of information collaboration in government service,refines the three constituent elements of "stakeholders","items" and "information",and expounds the connotation of each element.This paper analyzes the internal and external motivations of information collaboration and the correlation between various information collaboration elements,sorts out the information collaboration mechanism of smart government services,and obtains the "stakeholder-item-information" smart government information collaboration mechanism model,which gives a concrete description of the complex and abstract information collaboration problem.In Chapter 4,build a supernetwork model of information collaboration of smart government.Sub-networks corresponding to the three elements of "stakeholders","items" and "information" are constructed respectively.The subnetworks take the subjects in the real world mapped by various elements as nodes and the relationships among the internal subjects of each subsystem as links to build the network models of each subsystem.Then,according to the correlation mechanism among the three elements of "stakeholders","items" and "information",sub-network coupling is carried out based on the coupling principle.The information collaborative supernetwork model of smart government is constructed.In Chapter 5,based on the mapping between mathematical significance and practical significance of various measurement indicators in the supernetwork theory,the measurement index system of smart government information collaboration supernetwork model is designed.The measurement is carried out from three levels:single layer sub-network,interlayer network and overall network.The attributes of single layer sub-network nodes are the same.The measurement indexes of the nodes with the same attributes in complex network analysis system are selected.The attributes of inter-layer network nodes are different,and the supernetwork correlation analysis index is selected.The overall measurement is a measure of the state at the macro level of the system.Based on the entropy theory,according to the roles of "stakeholders","items" and "information" in the network,three indicators of information structure entropy,information path entropy and information scene entropy are constructed to measure the characteristics of the macroscopic state of the network.According to the mathematical statistical meaning of various indicators,the information collaboration network situation reflected by them is mapped,so as to quantify the performance of elements,the correlation between elements and the macro network state in government information collaboration.In Chapter 6,the feasibility of the supernetwork model to measure the synergy effect of smart government information is tested.Shenzhen is the most representative city in the construction of smart government services in China,which is selected as the case.Based on its government service process data,the application practice research is carried out on the supernetwork measurement model of information collaboration,the application procedures and use methods of measurement indicators are analyzed in the practical application process,and the analysis is conducted according to the index measurement results.It can identify the core nodes at each layer,discover the core correlation relationship,analyze the driving effect and correlation effect among different elements,and evaluate the overall state of Shenzhen government information synergy.In Chapter 7,by comparing the current situation of information collaboration in cities with different levels of smart government services construction,to understand the overall state of government services information collaboration in China.According to the analysis results of relevant research reports.Shenzhen is taken as the head representative city.Wuhan is at the middle level of the current development of government services in China,and Changchun is at the lower level.These cities are selected to measure the indicators respectively and compare the performance of information collaboration in government service of cities in different stage.It is found that there are certain common characteristics of information collaboration in different cities,but there are often great differences in various index measures.The information collaboration status reflected by the measurement indicators is often closely related to the intelligent level of government services in the city,and the current urban construction characteristics and development focus can be found based on the analysis of some indicators.In addition,it is also found that with the intelligent construction of government services,the information collaboration degree and the three types of sub-item collaboration degree show entropy increase,which means that information collaborative construction is a process in which the connections within and among the three elements of stakeholders,items and information are constantly enriched and more complex.It is also the quantitative embodiment of "replacing the masses with data errands".In Chapter 8,the characteristics and various problems presented in the information collaborative analysis of smart government are sorted out,and the corresponding optimization strategies are put forward.According to the measurement and comparative analysis results of information collaboration in each city,this study sorts out the collaboration status of the three elements of "stakeholders," "items" and "information" in the process of information collaboration,and summarizes the characteristics and problems of each element.According to the current situation of each element,targeted optimization strategies are proposed.Pay attention to the demand orientation of the subjects at the "stakeholders" layer,promote the information collaboration step by step and layered based on the core nodes,and constantly enrich the information collaboration path.For the subject of "item",the strategy of optimizing process,streamlining redundancy,getting rid of "one-time" information dependence,creating high-quality information resources based on event requirements,and information integration based on service scenarios is needed.For the subject of "information",it is necessary to deeply mine the information content and construct fine-grained government metadata,strengthen the construction of information association rules,and further promote the opening of information rights and the optimization of information channels.
