| In the process of political development,the comprehensive strength of a country and the relationship between countries are obviously affected by national capacity.Moreover,the quality of national governance is also related to the exertion of national capacity.The level and effect of social governance in China are inseparable from the role of the state in the process of governance.There is no doubt that the exertion of national capacity in society is of great significance to promote the modernization of national governance system and governing abilities.The process of urban social governance in China increasingly shows the characteristics of clear structural limits and continuous transformation and enhancement of governance capacity.China’s urban social governance has gone through the management and control era,the management era,and the collaborative governance era.In different periods,China faces different environments.Its roles and identities are constantly changing.In the period of management and control,the state plays an autonomous and active role.During the period of management,the state has gradually developed into a structural and passive role.In the current era of collaborative governance,the state plays a structural and active role.The different roles show different national capabilities.As the the first role,the state is often good at using mandatory power in the face of society,which is transformed into the ability to control the society.When facing the society,countries with structural and passive roles tend to use basic power,which is transformed into the ability to serve the society.As an agent,the state actively adapts to social development and adopts measures to limit power to achieve synergy.This power is transformed into the nudge ability to boost the development of social forces and realize the liberation of itself at the same time.The autonomous and active dynamic,the structural and passive dynamic and the structural and active dynamic constitute the different roles of the state in the face of society.The state’s ability to control,serve and nudge society is the basic ability composition of the state in social governance.Through the interactive use of these three capabilities,the state has obtained a channel to link society.In the process of promoting the modernization of governance,the changes of these three national capacities deserve attention.The difference in the effect of governance in different regions largely reflects the difference of national capacity.And the national capacity in social governance is based on the orientation of its role which is always in the structure and is influenced by the structure.These structures at least include the subject structure from the ruling party and society,the institutional structure containing power relations and normative texts,and the influence of political value structure.However,the impact of structure is not the whole basis for the performance of national capacity,the role of the state will also show its subjective activity.Therefore,the impact,on the one hand,is from the limits of structure,on the other hand,originates from the subjective initiative in the structure.This interactive relationship has become two important measures to reflect the national capacity of social governance.When the state shows the autonomous and active role,it is less affected by the structure performing weak nation limits,and the national initiative significantly enhanced.Therefore,the national capacity possesses weak structural binding force and strong subjective initiative,tends to build the relationship with society through directly bureaucratic control and relatively simple linear constraints.In the role of structural and passive dynamics,the state gradually realizing the changes brought by structural constraints,but the national initiative is weak at this time,which is manifested as passive acceptance of social changes.Therefore,the national capacity has strong structural constraints and weak subjective initiative,and tends to meet social needs to link the state and society,National capacity is expressed as trying to meet social needs by exporting resources and services to society.In the role of structural and active dynamics,the state is more and more clearly affected by the limits stronger than the structural and passive dynamics.However,the state is no longer confined to the passive output to the society,but shows obvious initiative.At this time,the national capacity shows strong structural binding force and subjective initiative,tends to employ flexible collaborative power,through communication,integration,coordination,guidance and mobilization,promoting participation,fulfilling governance responsibilities,and continuously exporting resources and services to the society.This collaborative behavior of reducing internal friction also shows the continuous maturity of national capacity in public governance.In today’s context of governance,the development and application of nudge capacity should be pay more attention,so as to provide capacity guarantee for the coordinated governance of the state and society.In addition to the introduction and conclusion,the dissertation also includes six chapters.The introduction is divided into four sections.Firstly,it puts forward the research problems and research value,and develops the space of national capacity theory through combing and climbing the existing literature.On this basis,it is found that the role of national initiative under the structural limit as an independent variable,so as to clarify the research framework of this study and put forward theoretical assumptions.Social science research explains not only the causal relationship between concept categories,but also the meaning of the concept itself.The first chapter,"National Capacity:A Topic Full of Vitality",starts with the concept,and defines the connotation of "national capacity and related concepts","urban community governance system" and "urban community governance effectiveness".Taking this as the starting point,the research perspective focuses on the relationship between the state and society and the ability of the state.It is found that the state includes not only autonomy and limits,but also initiative in the process of governance.Therefore,the analysis of the initiative of the state is added to the analysis framework,and this is deeply expounded.The second chapter "The Development and Reflection of Urban community Governance Capacity",reviews the development process of national capacity in social governance,and finds that the state has the following two laws in this process:first,the national limit is increasingly strengthened,and second,the role of the state in governance is becoming more and more important and national capacity is increasing on the whole.This diachronic analysis helps to find the tension generated by the interaction between limit and initiative in the process of national governance,and provides support for the subsequent research.The third chapter,"The Limits and Initiative of National Capacity in Social Governance",starts with the analysis of different academic orientations of the research on national capacity,analyzes the source of the limits of national capacity in urban community governance,the performance of national capacity in the process of governance,and the specific governance process in the interaction between limits and initiative.through the combination analysis of different roles,the dissertation represents the different types of national capacity in social governance.The fourth Chapter,the fifth Chapter and the sixth Chapter respectively analyze different types of national capacity,and conduct empirical research through relevant cases of urban community governance to explore the impact of the management and control capacity,the service capacity and the nudge capacity on urban community governance,and analyze the governance effects of different types of national capacity.The conclusion reiterates that the state presents different forms in social governance,which are formed in the interaction between the limit and initiative of the state.Based on the in-depth exploration of the role and ability of the state,this research looks forward to what role the state,as an important subject of governance,should play,to what the development direction and the practical path to achieve the goal in the process of governance should be.In addition,the conclusion also summarizes the shortcomings of this dissertation,indicates the broad prospects and research space on national capacity in the field of social governance. |
