| In the information age,data is becoming the most important factor of production.The release of data value and the development of data productivity will have a great impact on government governance and human social development.The government is the main owner of public data,and the government data is the most valuable data resource.As a modern government governance tool,the utility of Open Government Data(OGD)is gradually appearing in the government governance practice,and its applicability is improving in changing the traditional administrative mode,providing public goods,and promoting the development of economic and social innovation.Although countries around the world have made some progress in OGD,even in countries with high levels of government data openness,there are still problems of uneven development,poor actual openness and poor data application,and obstacles to the achievement of data governance goals.Since the 1980s and 1990s,scholars have introduced the concept of ecology in the field of information resource management,formed the theory of information ecology,created a new perspective and method of e-government research,applied ecosystem theory to study public management issues,especially e-government issues and OGD issues,became a new trend.Readiness is the logical starting point for realizing the goal and the value of OGD.With the development of OGD,the main contents of the researches have changed.The evaluation of OGD has different value and significance in different development periods.Times and social development bring new direction to national governance.In the current era of global governance reform,we should re-explore the new connotation of OGD readiness from the perspective of ecosystem.To establish the development goal,and to evaluate the basic conditions in a comprehensive,systematic and accurate way,we can find out the shortcoming of OGD and the factors that make the problem more prominent,explore the generation path and the development mode that form the result of OGD and high readiness,and take targeted measures to improve OGD readiness and effectively promote the realization of the goal.This paper aims to explore the development goal of OGD ecosystem by combining theoretical foundation and practical development,and explore the ways to establish OGD ecosystem through qualitative,quantitative and qualitative comparative analysis.Based on ecosystem perspective,the paper tries to establish OGD readiness evaluation tool,and explores the path of OGD high readiness generation through configuration analysis.Specifically,the main issues studied in this paper including:First,what are the targeted patterns of OGD ecosystems?Second,how to assess and measure OGD readiness?Third,how to improve OGD readiness?Based on the existing theories and practices,the main research process of this thesis is as follows:(1)Analyze the constitutive factors of the OGD ecosystem,discuss the main factors of the participation,the open environment of OGD ecosystem,and the relationship between them,and construct the theoretical framework of the OGD ecosystem.(2)Based on the analysis of the formation and the balanced target of the OGD ecosystem,the model of OGD ecosystem is proposed from three dimensions:system structure,system function and system stability.(3)Compare OGD evaluation index system at home and abroad,build OGD readiness evaluation index system on the basis of OGD ecosystem target model,test the importance of the indicators,allocate the weight of the indicators,and finally determine the OGD readiness model.(4)Based on the OGD model,the fuzzy measurement of OGD readiness in 31 provinces is carried out to test the practical application effect of the OGD readiness model,and the OGD readiness in each province is compared by dimension and sub region.(5)Based on the fuzzy measurement results of OGD readiness in 17 cities,this paper analyzes the case of Guangdong Province,which is ranked first,and analyzes the configuration of OGD readiness in 17 cities based on qualitative comparative analysis.The study found:(1)The composition of the OGD ecosystem follows the"two-element" theory.The OGD ecosystem is composed of two main factors,including government data provider,government data user and government data consumer,and the open government data environment,including data,technology,system and platform.(2)The OGD ecosystem has always been developed with a high level of equilibrium patterns and has always fluctuated between equilibrium and imbalance.The development level of each factor in the high-level equilibrium form is high,and under the premise that the government data is open to a large number of participants,the ecological factors are constantly changing and developing,the relationship network is complex and the ecological chain is huge,it can still form a reasonable system structure,good system function and high system stability.(3)Government is the most important factor in the OGD ecosystem,and the leading person in the open system of government data.In the construction of the index system,it is found that experts agree that the government data supply ability is very important,and in the process of configuration analysis,it is found that the government data supply ability is the only secondary index that can explain other primary indicators.(4)The overall situation of local OGD readiness in China is uneven,with large differences not only in the level of each indicator dimension,but also among and between regions.Only Beijing,Shanghai,Zhejiang,Guangzhou and other places show a more balanced and comprehensive foundation of preparedness,and the vast majority of local governments at the provincial level do not match the basic preparation of an open ecosystem with the level,effectiveness and environment of openness.(5)In practice,there are only three kinds of comprehensive development paths with strong subjectivity,environmental suitability and good balance and stability.In theory,there are three kinds of paths:subject-environment,subject-balance and environment-balance.Based on the above research process and results,the innovation of this thesis is mainly as follows:(1)Based on the OGD readiness,it widens the application field of e-government readiness,promotes the extension of information ecosystem theory,and deepens and enriches the content of e-government and ecosystem theory system.(2)Based on the theory of natural ecosystem and the theory of information ecosystem,the framework of the theory of OGD ecosystem is formed,the two-element theory of OGD ecosystem is put forward,and the model of the target form of OGD ecosystem is constructed,which enriches the achievements in the field of e-government and ecosystem.(3)For the first time,the study on OGD is focused on the level of readiness under the ecosystem view,the evaluation index system and measurement model of OGD are tried to be constructed,the OGD research tools are innovated,and new ideas are provided for the study of e-government assessment tools.(4)Through empirical research,it is found that the government subject has the most important significance to OGD readiness,and is the most important influencing factor in the OGD process.(5)For the first time,a qualitative comparative analysis(QCA)method was used to study the configuration of OGD readiness conditions and the path of high readiness generation.Based on the OGD readiness model,the necessity of primary and secondary indicator conditions for high readiness outcomes was explored. |
