| The key to the success of China’s affairs lies in the Communist Party of China.Govening the party well is prerequisite to governing the country,and we must govern the party with strict discipline.The success of the Communist Party of China is no accident.Over the past one hundred years since the establishment,the Communist Party of China has conscientiously assumed the historic mission of achieving national independence,national prosperity and people’s happiness.Strict organization and discipline are the Party’s fine tradition and political advantage,but also the important symbol that distinguishes the CPC from the western political parties as a Marxist party.Throughout the past century,the Communist Party of China has united and led the Chinese people,with iron faith and will,to overcome great difficulties and dangers,to conquer crises and challenges,to achieve the glorious historical process of victory.Standing at the historic juncture of the Two Centenary Goals and looking through the magnificent historic chapter the CPC has constructed,discipline has been a lifeline throughout Party building and played an important role in helping the CPC to accomplish its historical and political missions at different stages.In particular,after the 18th National Congress of the CPC,the CPC Central Committee with Comrade Xi Jinping as its core has strengthened Party leadership with great historical consciousness,and has taken Party’s discipline building as a fundamental way to comprehensively govern the Party.Discipline building’s improvement not only helps the CPC to strengthen and consolidate its self-improvement,but also helps to enhance its leadership,cohersion,appeal and combat effectiveness.Moreover,it helps the CPC to gather strong momentum and lay a solid foundation for the great rejuvenation of the Chinese nation.This paper mainly uses literature method,history method,empirical study method and interdisciplinary research method,and mainly follows the logical sequence of "concept analysis—theory origin—practice analysis—analysis of deficiencies—path optimization".The contents of this paper includes analyzing the basic concepts related with discipline,party discipline and the party’s discipline construction.This paper conscientiously combs the theoretical origin of CPC discipline construction;analyzes and summarizes the historical practice,main experience and short comings of the CPC’s strict discipline construction before the 18th CPC National Congress.This paper also summarizes the important thought of General Secretary Xi Jinping on discipline construction in the new Era,the important measures taken by the CPC to strengthen discipline construction,the main features presented and the remarkable results achieved.On this basis,the paper objectively analyzes the shortcomings of the CPC in strengthening the discipline construction in the new era,and puts forward the realization path of further strengthening the discipline construction of the CPC in the new era.The introduction part of this paper expounds the reason of choosing the"discipline construction of the CPC" as the research topic,the theoretical and practical significance of the theme.Moreover,this part summarizes the current research situation of the topic both in domestic and oversea areas.On that basis,this part clarifies the research thoughts and methods,determines the innovation points and objectively analyzes the shortcomings of the research,which paves the way for the follow-up discussion.The first chapter focused on the basic concept related to the Communist Party of China’s discipline construction,explains the core values of discipline,the party discipline,the discipline construction of the CPC.Furthermore,this chapter discusses the relationship between discipline and freedom,the relationship between party discipline with national laws and regulations,the relationship between the party’s discipline construction and the elements of the overall Party construction.In this way,the chapter also reveals the goal orientation of the Party’s discipline construction,which lays a good foundation for the study of the whole paper.The second chapter focused on the theoretical origin of the discipline construction of the Communist Party of China.By combing classical Marxist writers’positive thinkings and explorations of the construction of the discipline,systmatic elaborating different top leaders’(including MaoZedong,Deng Xiaoping,Jiang Zeming and Hu Jintao)way of constructing the discipline of the CPC before the 18th CPC National Congress,the chapter combs a clear historic evolution clue of the ideological thoughts of the discipline construction of the Communist Party of China.The third chapter focuses on the historical practice of the CPC’s discipline construction before the 18th National Congress of the CPC,and makes an overall review and careful sorting of the main process of the CPC’s strengthening discipline construction in the period of new democratic revolution,socialist revolution construction,reform and opening up and socialist modernization.This paper focuses on the analysis of the main experience in the historical practice of the CPC’s discipline construction before the 18th CPC National Congress,and sorts out the shortcomings of the CPC’s discipline construction before the 18th CPC National Congress in the aspects of establishing,maintaining,enforcing and observing discipline.The fourth chapter focuses on the new thoughts and practices of the CPC’s discipline construction in the new era,and focuses on General Secretary Xi Jinping’s important thoughts on strengthening discipline construction,as well as the important measures,main features and remarkable achievements the CPC has taken to strengthen discipline construction in the new era.The fifth chapter focuses on the shortcomings of the CPC’s discipline construction in the new era,takes finding problems as the starting point and foothold,and takes the common problems reflected in actual cases as well as supervision and discipline enforcement data as important support.The paper analyzes the shortcomings existing in the party’s discipline system,the deficiencies in the working mechanism and level of the Party’s discipline inspection,and the risks of party member and cadres violating the rules and regulations.The sixth chapter focuses on the path of CPC’s strengthening discipline construction in the new era,aiming at analyzing the "how to do" problem of the discipline construction.By learning lessons from historical experiences and following the principle of seeking truths from facts,the chapter puts forwards three suggestions.Firstly,from strategic level,enhancing discipline construction in a political,timely and targeted way is needed,which includes always adhering to the clear political position,always adhering to the scientific thinking methods as the correct guidance,always insisting on the value of People-centered.Secondly,from the middle level of implementation,building a synchronous pattern including six core elments of"education,institution,management,supervision,discipline enforcement and accountability" is necessary.Thirdly,from the micro institutional mechanism and cadre team construction level,we should continue to reform and innovate the Party’s discipline inspection system,improve the ability and quality of discipline inspection cadres,focus on strengthening Party members and cadres to abide the disciplines consciously. |
