Research On The Practical Path Of Common Prosperity In My Countr

Deng Xiaoping’s talk in the South pointed out common prosperity "will one day be central topic".At the present stage,my country ’s economy and society have achieved great development results,but the insufficient and imbalanced development problem is prominent,and wealth disparity has not been effectively controlled.The Fifth Plenary Session of the 19th CPC National Congress proposed to "solidly promote common prosperity to achieve more obvious substantive progress",which means that the goal of common prosperity should be placed in a more important position in socialist construction.Therefore,the issue of how to practice common prosperity is a major issue for the party and the country,so it should be studied in depth.General Secretary Xi Jinping pointed out that "To achieve the goal of common prosperity,we must first make the ’cake’ bigger and better through the joint efforts of the people across the country,and then distribute the ’ cake’ through reasonable institutional arrangements." In short,the way to common prosperity is to make the cake bigger and better.At present,the achievements of my country’s economic and social development have laid a good foundation for promoting common prosperity.But at the same time,General Secretary Xi Jinping pointed out that "The problem of unbalanced and insufficient development in my country is still prominent,and the gap between urban and rural regional development and income distribution is large." This paper focuses on this issue,focusing on adjusting the distribution gap and promoting equity.This thesis falls into three parts,the introduction,the text and the conclusion,the main body consists of seven chapters.This thesis focuses on the research on the practical path of common prosperity.The first chapter explores the theoretical basis of common prosperity,and the second to seventh chapters explore the practical path of common prosperity from different perspectives.The first chapter excavates the theoretical basis and reference from socialist theory,Chinese cultural tradition and experiences and lessons from western countries exploring the welfare state.In terms of socialist theory,the relevant ideas are sorted out and refined according to the context of the development history of socialism;the relevant ideas of Chinese traditional culture are mainly from the ideal of "Great Harmony",the people-oriented thought of valuing the people,and the value orientation of the family,the country and the world,etc.The lessons of exploring the construction of the welfare state in the West is also the reference object for the practice of common prosperity.Although it is essentially different from common prosperity,it can provide experience and lessons for common prosperity in adjusting the gap between the rich and the poor.This part focuses on three aspects:welfare construction should be adapted to economic and social development,the leading role of the state in regulating the gap between the rich and the poor,and advocating the concept of solidarity and cooperation.The second chapter discusses how the CPC play its leading role of in the practice of common prosperity.The Party is the leader of all undertakings of our country,and should also play a leading role in the practice of common prosperity.Leading the practice of common prosperity comes from CPC’s development history,its original intention and mission,and the practical challenges faced in reality.The CPC leadership for common prosperity should be embodied in the aspects of direction guidance,acting as a driving force and providing organizational mobilization.At present,For sake of better leadership,it is necessary for CPC to continuously strengthen its selfconstruction,improve the system and mechanism of the party’s leadership of common prosperity,strengthen the lead to the top-level design for common prosperity,and lead the people-benefiting governance through party construction.The third chapter builds the cognitive consensus of common prosperity.The realize of common prosperity is a progress of co-construction and sharing,so the smooth promoting of common prosperity is inseparable from the extensive recognition and participation of the society.Building a cognitive consensus on common prosperity is an important way to promote its practice.Now,the society has formed some basic consensus on common prosperity.However,there are some differences and misunderstandings about it.In response to this,it is necessary to accurately strengthen the theoretical research on common prosperity,create a social sharing culture,build a discourse system of common prosperity,and strengthen the guidance of mainstream culture.The fourth chapter studies how to perfects the distribution system.The socialist distribution system is the basic institutional means to achieve common prosperity,because it is an institutional arrangement that conforms to my country’s socialist nature and development reality,and can promote the efficiency and fairness.To improve and rationalize socialist distribution system can help common prosperity come true.The main problems in the initial distribution are the low proportion of labor remuneration,imperfect market mechanism,and further adjustment of the relationship between government and market.To solidly promote common prosperity,we must pay attention to correctly handling the relationship between the government and the market,making all entities participate in market competition on an equal footing,completing the labor market,and attaching importance to farmers’ interests.Redistribution should break the institutional barriers between urban and rural areas,and reform the tax and social security systems to increase their role in regulating the gap between the rich and the poor.The third allocations should focus on establishing an incentive mechanism,improving and smoothing relevant channels,strengthening guidance to the society,and encouraging the extensive participation of social members.The fifth chapter perfects the institutional mechanism of regional cooperation.This part proposes countermeasures to promote balanced regional development from the perspective of regional cooperation.Regional cooperation meets the requirements of common prosperity to realize co-construction and sharing,and it is the basic way to common prosperity.Existing studies have pointed out that the central vertical transfer payment can help improve the situations of soft and hard infrastructure in the central and western regions,but it has limited effect on narrowing regional gaps and may cause adverse incentive effects.Regional cooperation is also important supplements to vertical coordination,and it can significantly inhibit the trend of regional expansion.The discussion here is from the perspective of improving the institutional mechanisms for regional integrated development,counterpart support,and cadre exchanges.The sixth chapter proposes countermeasures to shrink the different between urban and rural areas from the point of view of rural revitalization.Urbanization seems to mean the decline of rural areas,but in fact,rural revitalization and urbanization in modernization process can promote each other.Rural revitalization is a breakthrough of the view of promoting urban-rural integration from a city-centered perspective.Rural revitalization emphasizes the internal driving force of rural development,and also helps to tap new economic growth points.It is an important strategic support for my country to build a domestic cycle.Judging from the realistic situation of village of my country,we need to start from two aspects:external support and internal impetus.External support needs to strengthen the inclination of policies to village,and internal activation of rural society needs to play the role of internal organizations of rural society.Here I mainly focus on the new rural cooperatives.The seventh chapter presents how the principal role of people come into play in the practice of common prosperity.This part mainly discusses the specific reflection of the main effect of the people and how to play the role.The main role of the people is mainly manifested in:the key role of creating social wealth,the key role of sharing development achievements and the evaluator of common prosperity practice.Regarding the issue of how to principal the role of people,we mainly discusses the establishment and improvement of specific mechanisms of respecting the people’s main body status,the public interest expression and response,and evaluation.The conclusion raises the problems that need further research and discussion on the practice path of common prosperity.
