| Since the return of Macao,the Communist Party of China has continuously strengthened its centralized and unified leadership over the practice of “one country,two systems” in Macao,has always been confident in the “one country,two systems”system,adhered to the comprehensive and accurate implementation of the “one country,two systems”,“Macao people governing Macao” and a high degree of autonomy,and firmly grasped the fundamental purpose of “one country,two systems”to safeguard national sovereignty,security,development interests and maintain Macao’s long-term prosperity and stability,acted in strict accordance with the Constitution and Macao Basic Law,combined adhering to the “one country” principle with respecting the differences between the “two systems”,organically combined giving full play to the strong backing role of the Chinese mainland with improving Macao’s own competitiveness,organically combined the maintenance of the central government’s comprehensive governance over the Macao Special Administrative Region with the protection of the Macao Special Administrative Region’s high degree of autonomy,firmly supported the Macao Special Administrative Region government and chief executive in governing according to law,implemented a large number of measures and achieved good results in promoting Macao’s economic development,improving people’s livelihood,promoting democracy and promoting harmony.Today,Macao residents have a growing sense of identity with the Communist Party of China,a sense of belonging to the country and a sense of pride as Chinese people.Proof by facts,Macao’s practice of “one country,two systems” has been successful.At present,the academic research on practice of “one country,two systems” in Macao is mostly focuses on the micro dimension analysis and investigation in a certain problem,while the macro research from the perspective of the history of the Communist Party of China is relatively scant.In addition,in 2019,on the 20 th anniversary of the return of Macao,Xi Jinping put forward the “five highlights” of the successful practice of “one country,two systems” in Macao,which inspired us that it is time to carry on a systematic,comprehensive and in-depth analysis,summary and grasp of the important experience and enlightenment of the Communist Party of China in promoting the practice of “one country,two systems” in Macao.Therefore,whether it is from the significance of academic research or from the practical perspective of serving the Communist Party of China in promoting the prosperity and development of the cause of “one country,two systems”.It is very necessary and far-reaching to comprehensively review and summarize the practices and experiences of the Communist Party of China in promoting the “one country,two systems” in Macao,based on the present and enlightening the future.Given the above considerations,based on the collation and analysis of relevant research results and the basic position of Marxism,this thesis focuses on the research perspective of the history of the Communist Party of China,takes Macao’s practice of“one country,two systems” as the research starting point,comprehensively uses the methods of literature analysis,historical analysis,cross research and comparative analysis to dig out and sort out the literature of the leaders of the Communist Party of China,representative newspapers and periodicals,the official website of the Macao Special Administrative Region and relevant foreign literature in an all-round way,takes the context of historical development as the guide,combines the dual logic of macro grasp and micro analysis,and comprehensively investigates and analyzes the practice of the Communist Party of China in promoting Macao’s “one country,two systems”.On this basis,this thesis comprehensively summarizes its characteristics,achievements and experience,and summarizes the enlightenment for the better development of the cause of “one country,two systems” in the future.Specifically,this thesis is mainly divided into six chapters to study the practice of the Communist Party of China in promoting “one country,two systems” in Macao.The first chapter is the introduction.This part mainly expounds the background of this thesis,and analyzes the significance of this thesis from both theoretical and practical perspectives.In addition,according to the classification of research topics,it analyzes and summarizes the relevant academic achievements of the academic circles at home and abroad on the Communist Party of China’s practice of promoting “one country,two systems” in Macao.On this basis,it expounds the main ideas and frameworks,the main research methods and innovations of this thesis,and answers the questions of why to carry out this research and how to do it.The second chapter is the theoretical foundation of the Communist Party of China to promote the practice of “one country,two systems” in Macao.This part mainly explains what thought the Communist Party of China has taken as the guidance to promote the practice of “one country,two systems” in Macao.Through the analysis of the main ideas and core points of Mao Zedong’s exposition on Macao,Deng Xiaoping’s “one country two systems”,Jiang Zemin’s exposition on “one country,two systems”,Hu Jintao’s exposition on “one country,two systems”,and Xi Jinping’s exposition on “one country,two systems”,it clarifies the theoretical basis for the Communist Party of China to promote the practice of “one country,two systems” in Macao.The third chapter is about the Communist Party of China opening a new chapter in the practice of “one country,two systems” in Macao from 1999 to 2012.During this period,the Communist Party of China regarded “maintaining Macao’s long-term prosperity and stability” as a “new topic” and “major topic” faced by the Party and the State in governing the country under the new situation,gradually incorporated Macao’s development into the overall national development plan,and pointed out the direction of moderate and diversified economic development for Macao in the national development plan.The Communist Party of China introduced a series of policies beneficial to Macao,promoted economic and trade cooperation between Macao and the Chinese mainland to continuously promote Macao’s economic growth.At the same time,the Communist Party of China actively guided the Macao Special Administrative Region government to carry out public administration and legal reform in order to constantly improve the level of government governance;They carried out the publicity of the Constitution and the Macao Basic Law and patriotism education in order to promote Macao residents to achieve national identity;They launched a number of measures to benefit the people in order to constantly improve the living standards of Macao residents.In general,during this period,the Communist Party of China always adhered to the reality of Macao,constantly explored the practical path of “one country,two systems” suitable for Macao,and initially solved some social problems that existed at the beginning of Macao’s return,which laid a good foundation for the practice of “one country,two systems” in Macao.The fourth chapter is the innovation in practice of the Communist Party of China in promoting “one country,two systems” in Macao in the new era.In the new era,the Communist Party of China has placed “maintaining Macao’s long-term prosperity and stability” at the height of realizing the Chinese Dream of the great rejuvenation of the Chinese nation,placed Macao’s development in the overall consideration of the national development strategy,highlighted the coordinated development of the country and Macao,combined “the strengths of the country and the needs of Macao”with “the strengths of Macao and the needs of the country”,and promoted Macao’s integration into the overall national development situation,and it has created a broader space for the moderate and diversified development of Macao’s economy.At the same time,the Communist Party of China has also firmly supported the Macao Special Administrative Region government in strengthening public administration and the legal system in order to continuously improve its governance capacity and level.They vigorously promoted the core value of loving the motherland and loving Macao in order to promote social harmony and stability in Macao.They further guaranteed and improved people’s livelihood in order to create a better life for Macao residents.In general,during this period,the Communist Party of China has always been based on the deep-seated contradictions and problems in Macao’s economic and social development,constantly promoted the construction of Macao to a new level,and further enriched the connotation of Macao’s practice of “one country,two systems”.The fifth chapter is the characteristic and achievement of the Communist Party of China’s practice of promoting “one country,two systems” in Macao.Firstly,This chapter analyzes the characteristics of the Communist Party of China’s practice of promoting “one country,two systems” in Macao,mainly including the combination of promoting Macao’s development with the national development strategy,the combination of implementing the power of the central government and the main responsibilities of the Special Administrative Region,the combination of supervision in the form of work report and guidance in the form of inspection,and the combination of strengthening Chinese mainland support and giving full play to Macao’s advantages.On this basis,it analyzes the achievements made by the Communist Party of China in promoting the practice of “one country,two systems” in Macao from the aspects of economy,politics,people’s livelihood and national identity,and proves that the Communist Party of China has achieved success in promoting the practice of “one country,two systems” in Macao with facts.The sixth chapter is the experience and enlightenment of the Communist Party of China’s practice of promoting “one country,two systems” in Macao.In this chapter,firstly,according to the historical process of the Communist Party of China promoting“one country,two systems” in Macao,it summarizes the basic experience,such as always comprehensively and accurately understanding and implementing the policy of “one country,two systems”,always governing Macao in strict accordance with the Constitution and Macao basic law,always adhering to the “Macao people governing Macao” with patriots as the main body,and always widely enhancing Macao’s inclusive and harmonious social cohesion.On this basis,combining with the possible problems and challenges in the practice of “one country,two systems” in Macao,this thesis puts forward some enlightenment and suggestions,such as resolutely resisting the interference of external forces,carrying forward the core values of loving the motherland and loving Macao,deeply integrating into the overall situation of national development,and building a solid social and political foundation.In a word,the Communist Party of China has made a lot of works and efforts in the process of promoting the practice of “one country,two systems” in Macao,and it has played a positive role in safeguarding national sovereignty,security and development interests,maintaining Macao’s long-term prosperity and stability,or promoting the prosperity and development of the cause of “one country,two systems”.Therefore,this thesis systematically combines and grasps the Communist Party of China’s practice of promoting “one country,two systems” in Macao,deeply summarizes its basic experience,puts forward suggestions and enlightenment.All in all,it is hoped that it will be beneficial for the Communist Party of China to continue to promote the practice of “one country,two systems” in Macao and other regions in the future. |
