| Since its founding 100 years ago,the Communist Party of China has always put human rights in the first place and achieved a huge leap in the cause of human rights in China.However,for quite a long time,the Party has been suppressed by Western human rights discourse on international human rights affairs.In fact,the party’s human rights discourse has a solid historical accumulation,but it has not been fully explored and disseminated.Today,with great changes unseen in a century,it is reshaping the modern human rights discourse system and redistributing countries’ right to speak on human rights affairs.With the title of "Right to Subsistence and Right to Development: The Construction and Dissemination of the Human Rights Discourse of the Communist Party of China",this paper aims to study the evolution and characteristics of the important discourses and practices of the Communist Party of China on human rights,and to summarize the experience of the Communist Party of China in constructing and disseminating human rights discourse,analyze the epoch,justice and universality of the CPC’s human rights discourse,and promote the CPC’s human rights discourse to better serve the human rights cause in China and the world in the post-epidemic era.In the early days of the founding of the Communist Party of China,China was in a situation of internal and external troubles.The first human right before the Chinese people was to strive for the right to subsistence.After 28 years of struggle,the Communist Party of China has led the Chinese people to regain control of the nation’s right to exist.The process of the Chinese Communist Party’s struggle for the right to subsistence has laid the foundation for the construction of a human rights discourse with Chinese characteristics.In the "Old China" period,the living conditions of the Chinese people were oppressed by internal and external forces,and they were in a state of poverty and helplessness.From the very beginning of its establishment,the Communist Party of China has paid attention to the living conditions of vulnerable groups,and has combined the improvement of China’s human rights situation with the development of the revolutionary cause to mobilize the enthusiasm of the general public.Due to years of civil war and Japanese invasion,China’s human rights cause is struggling.In order to reduce the harm caused by the war to the people,in the revolutionary base areas under the leadership of the Party,the Party has formulated a series of measures to protect the human rights of the people,and applied its successful experience to the system construction of new China.On the eve of the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China,the gap between China and Western developed countries in the cause of human rights has widened further.In order to promote the development of China’s socialist cause and the progress of China’s human rights cause,Deng Xiaoping put forward the thesis that "the rights to subsistence and development are the primary human rights",holding high the banner of human rights of "the rights to subsistence and development",and won stable development for China surroundings.However,due to the influence of the long-term revolutionary discourse and the new problems brought about by the market economy,the human rights discourse proposed by the Communist Party of China needs to be changed with the times,and properly deal with economic development,reform and stability,and opposition to the sense of privilege,which are related to the cause of socialism Many factors for success or failure.The human rights discourse constructed by the Communist Party of China is closely related to the socialist cause of the Communist Party of China,and is also a part of the political discourse system of the Communist Party of China.It aims to serve the socialist cause of the Communist Party of China and to present the political concept of the Communist Party of China.In the late 1980 s,the international situation changed dramatically.In order to defend China’s socialist cause and continue to promote the improvement of China’s human rights situation,Jiang Zemin put forward the thesis that "the right to subsistence and the right to development are the greatest human rights",and called on Western countries to conduct multiparty dialogues on human rights issues,learn from experience,and strengthen anti-corruption work.With improving the lives of vulnerable groups,the party’s human rights discourse and the party’s political discourse are further integrated,increasing the breadth and depth of the CPC’s human rights discourse.After more than 20 years of reform and opening up,China’s human rights cause has made great progress.Hu Jintao still adheres to the thesis of "putting the people’s right to subsistence and development in the first place",and puts "people-oriented","sustainable development" and "harmonious society".” and other discourses full of human rights concepts have been integrated into the party’s human rights discourse,and “respect and protection of human rights” has been incorporated into the party’s constitution and the Republic’s constitution,which has enhanced the scientific connotation and legalization of the CPC’s human rights discourse.Since the 18 th National Congress of the Communist Party of China,important breakthroughs have been made in China’s human rights cause and the party’s human rights discourse,realizing the unity of "people first" and "one family under the heaven".After more than 60 years of development,China’s comprehensive national strength has been greatly improved,and the people’s pursuit of quality of life has also increased.Xi Jinping put forward the thesis that "the people’s happy life is the greatest human right",integrating the right to subsistence and the right to development into the "right to a happy life",opening up a new realm of human rights discourse by the Communist Party of China.While building a new type of human rights discourse,the Central Committee with Comrade Xi Jinping at the core strengthened the protection of the people’s rights and interests and poverty alleviation through deepening reforms,enhancing the appeal of the party’s human rights discourse.With the enhancement of China’s own strength and the continuous improvement of its international status,Xi Jinping put forward propositions such as the "’Belt and Road’ Initiative" and "A Community with a Shared Future for Mankind" to enhance the "universality" of the CPC’s human rights discourse and serve as the basis for the party’s human rights discourse External dissemination and competition for international discourse power provide strong theoretical support.In the 100-year history of the Communist Party of China,human rights discourses do not account for much.The white paper on human rights issued by the State Council Information Office is the main target of the party’s practice of disseminating human rights discourse.From1991 to 2021,the State Council Information Office released more than 70 human rights white papers.These human rights white papers constitute the main content of the CPC’s human rights discourse: responding to challenges from Western countries,advancing China’s human rights cause,and participating in global human rights governance.In the post-epidemic era,the human rights discourse held by Western countries has been challenged,and the universality of the Chinese Communist Party’s human rights discourse has been rapidly improved.Therefore,it is the right time to continue to promote the systematic construction and dissemination of the human rights discourse of the Chinese Communist Party. |
