The Sixth Plenary Session of the Seventeenth Party passed the decision of Chinese Communist Party Central Committee on several major issues concerning deepening the reform of the cultural system and been closely integrated with China’s social development,but also mean that the theory and practice of promoting the modernization of national governance system and governance capacity have entered a new historical height.As an important part of national governance,social moral governance not only contains the basic values of the party and the government,but also is the necessary way to standardize social order,resolve the conflicts of social interests,safeguard the interests of economic subjects,regain social trust,enhance the cohesion of mainstream values,reduce the risk of national governance,and promote the modernization of national governance system and governance capacity The meaning of the word.This paper draws on the existing research results,starting from the understanding and analysis of the concepts of morality and Moral Governance,respectively discusses the Chinese and western traditional thoughts of morality,the nature of morality,the relationship between morality and ethics,belief and law,the connotation and elements of Moral Governance,and the dialectical relationship between Moral Governance and moral construction To analyze and grasp.By combing the relevant moral ideas of Marx’s classical writers,the historical practice of China’s Communists’moral construction and the important theoretical exposition of General Secretary Xi Jinping’s important moral management in the new era,this paper will enrich the theoretical treasure house of China’s profound moral management thought,and construct the theoretical foundation of Contemporary Chinese social moral outstanding issues governance research,and further explore the deep-seated reasons for the outstanding problems of social morality.And then put forward ideas and measures to further strengthen social moral governance.Great progress has been made in the construction of social morality in China.The mainstream moral situation is upward and good.However,there are still many problems in the construction of social morality.At the cognitive level,some social members’ moral concepts are vague or even missing,leading to the loss of moral values,the weakening of moral functions,the trampling of moral bottom line,and the spread of moral indifference.On the behavior level,a few people are indifferent to social morality,and violate public rules and other uncivilized bad habits;lack of professional ethics,forgetting profits and seeking profits,benefiting others and benefiting oneself at the expense of the public and private interests have become a persistent disease;among family virtues,some people don’t respect the old enough and love the young,and their neighbors are becoming more and more unfamiliar;money worship,hedonism and extreme individualism are more prominent in personal morality However,some people are weak willed,their moral knowledge and practice are divorced,and the phenomenon that they do not pay attention to credit has been treated for a long time.At the level of education and practice cultivation,moral education and practice cultivation not only have problems in objectives,methods and contents,but also face the challenges of masses and the market will also lead to a series of social moral problems.The moral governance of contemporary Chinese society has huge institutional advantages,and the fundamental way to realize moral governance is to adhere to the leadership of the Party and continue to deepen the reform.It is necessary to coordinate with the construction of Chinese traditional economy and socialist market
