A Study On The Construction Of The Mass Organizational Strength Of Community CPC From The Perspective Of Negotiational Democracy

The 19th National Congress of the Communist Party of China propose that "We will strengthen the Party’s political leadership,ideological leadership,mass organizational strength,and social appeal to ensure that our Party remains strong and vigorous." The concept of the Party’s "mass organizational strength" is mentioned for the first time in the Party’s program document,so it is imperative to enhance the construction of mass organizational strength of the Party.The community is an important position for the Party promoting work in all domains and the community Party’s organizational strength is the foundation of promoting the Party’s work and keeping fighting capacity at the basic level.This paper takes the construction of the mass organizational strength of the community Party as the research object,takes negotiational democracy as research perspective,and puts the topic into the three-dimensional relationship between the country,the political Party and the social,emphasis on analysis the value,essentials,mechanism and path of the mass organizational strength of the community Party.Chapter one introduces the general background and significance of this study.On the basis of systematizing the existing research,this paper puts forward the research problems,clarifies the research thoughts,formulates the research route,and clarifies the research methods.It turns out that the country’s requirements and realistic demands urgently need to constantly strengthen the compatibility and trust between the Party and the people,adjust and reform with the times,and effectively integrate the basic level society,strengthening the construction of mass organizational strength of the basic level Party.Chapter two introduces the theory of governance,the theory of adaptability of political parties,the relationship theory between political Party,state and society on the basis of clearly defining the core concepts of organizational strength,mass organizational strength and mass organizational strength of community Party,and also constructs the analysis framework to better explain the action logic of the construction of mass organizational strength of Community Communist Party.In the context of the modernization of the country’s governance system and capacity,strengthening the mass organizational strength of basic level Party is an important way for the Communist Party of China to adapt to change,and negotiational democracy is an effective way to promote the construction of mass organizational strength of community Party.The theory shows that there is a strong coupling between negotiational democracy and the construction of mass organization strength.Both of them insist on believing in the mass,rely on the mass,mobilize the mass,pay attention to the role of the mass’ subjectivity,and safeguard the core interests of the mass.Chapter three systematically discusses the historical process and realistic challenges of the Party’s mass organizational strength construction.Only by summing up the historical experience,recognizing the current situation and finding out the main problems can we improve the Party’s mass organizational strength.During the revolutionary period,the Party went deep into the rural mass,under the situation of great disparity between the enemy and ourselves,the PPC mobilized the peasants extensively by means of theoretical propaganda,land reform and other measures,and finally overthrew the "three mountains".During the period of construction,the Party presented the political characteristics of omnipotence,the Party’s mass organizational strength covered everything,and controled the resources,property,people’s thoughts and activities in an all-round way.During the reform period,the Party strengthened the consciousness of serving the people,carried out the measures of serving the people,took the methods of patient persuasion and typical demonstration to educate and guide the people,and finally won the popular support.At the same time,in the changing circumstances of the Party,the world and the national conditions,the construction of mass organizational strength of the Party also faces a series of challenges.There are still some problems,such as lack of consciousness of serving the people,the serious differentiation of the mass stratum and the constant conflict of cultural values.Chapter four focuses on the methods and experience of the construction of mass organizational strength of Party organizations in Jiang Xinyuan Community in Wuhan.Jiang Xinyuan Community won the honor of "National Civilized Unit" and "national harmonious community model ".In 2016,it was granted "national advanced basic level Party Organization" by the Central Committee of the Communist Party of China.This chapter analyzes how to strengthen the construction of mass organizational strength of the Party organization in Jiang Xinyuan community by the method of negotiational democracy from four dimensions of "Identify needs,Set rules,Establish an organization and Finding the resources".This further confirms the interactive coupling relationship between consultative democracy and the mass organizational strength construction,which providing experience for other places.Chapter five refines the general framework of the construction of mass organizational strength of community Party organization on the basis of the theoretical analysis and case study.The construction of mass organizational strength of community Party organization should follow the principle of "Combining top-level design with basic level practice,Combining people-oriented and empowering the people,Combining organizational requirements with individual needs,Combining external thrust with internal power";attach importance to system design of "Overall planning,Strong guarantee,High-efficiency linkage,Long-term construction";Adopt the development path of "Clarifying the role function,Cultivating the subject consciousness,Strengthening the interaction between the Party and the mass".Chapter six draws the following conclusions on the basis of the previous research:(1)The construction of mass organizational strength has always been a problem that our Party attaches great importance to,and the emphasis is different in different historical periods.(2)Strengthening the construction of mass organizational strength of community Party is beneficial to consolidate the ruling foundation of the Party.(3)The negotiational democracy and the mass organizational strength construction of the Party have theoretical coupling and agreement.(4)Promoting negotiational democracy of community is an effective way to strengthen the construction of mass organizational strength of the community Party.(5)The core of the construction of mass organizational strength of the community Party is to build a self-government community in which everyone is responsible,everyone does his duty and everyone enjoys.In a word,the research on the construction of the Party’s mass organizational strength has profound theoretical significance,urgent realistic demand and significant epochal value.The construction of the Party’s mass organizational strength is also an open and developing topic.The research on the construction of the Party’s mass organizational strength should be combined with the practice of the construction of the state governance system and the construction of democratic politics,which promoting the Party always maintain its vigorous vitality and strong fighting capacity.
