With the advent of the data era,data has become one of the core resources of the society.Open Government Data(OGD)contains huge political,economic and social values.In the past two decades,the research on OGD has become an important part of the research on government information resource management.At present,the number of data platforms opened by the Chinese government is increasing day by day,but the effect of data utilization is not ideal.How to promote public trust and adoption behavior and fully realize the value of government open data remains to be further studied.The process of government opening data is dynamic.Based on the digital government trust framework,exploring the influence mechanism and dynamic evolution of public adoption behavior is helpful to understand the public demand and have guiding significance to the OGD initiatives.Focusing on the public adoption behavior and dynamic evolution of OGD in the context of China,this paper explores the following core questions:(1)What are the influences of the Chinese government’s digital governance initiatives on the public trust?(2)Which factors influence the initial and continuous adoption of OGD by the Chinese public?(3)What is the long-term impact of the damage and repair of trust in OGD on public adoption behavior?In view of these problems,by using interview method,questionnaire method,grounded theory analysis method,structural equation model method,evolutionary game analysis method and system dynamics simulation method,the following research works are carried out.Firstly,this paper puts forward the content and characteristics of digital government trust in Chinese context by using the interview method and the grounded theory analysis method,and puts forward the theoretical framework of digital government trust,and concludes that digital government trust includes four major categories:(1)Through the trust based on ability,intention and empathy,the public gradually forms and enhances the trust in government during the process of using digital government;(2)Public concerns about privacy and network security affect the adoption of digital government applications,and trust in network will affect the sustainable trust in digital government;(3)The public’s perceived performance and expectation recognition of digital government jointly influence the trust of digital government.Digital government trust can be divided into digital government trust under initial trust condition and digital government trust under the condition of impaired trust,public adoption of OGD can be divided into initial adoption behavior under the initial trust condition,continuous adoption behavior under initial trust conditions,and evolution of adoption behavior under the condition of impaired trust.Secondly,based on the theoretical framework of digital government trust,this paper analyzes the initial adoption and continuous adoption of OGD under the initial trust condition.Through literature research,based on the digital government trust framework,a theoretical model of public initial adoption behavior of government open data under the condition of initial trust is constructed,then this paper constructs a structural equation model of public continuous adoption behavior of OGD under initial trust condition,and conducts an empirical study by using questionnaire survey method.It is found that perceived usefulness and satisfaction significantly affect the public’s continuous adoption of OGD;expectation confirmation significantly affects satisfaction and perceived usefulness,and thus indirectly affects the public’s continuous adoption of OGD;perceived ease of use significantly affects the satisfaction,trust in government and trust in the Internet significantly affects the expectation confirmation.But perceived usefulness,trust in government and trust in the Internet had no significant effect on public satisfaction.Thirdly,the evolutionary game theory and system dynamics simulation analysis method are used to study the evolution trend of public adoption behavior under the condition of damaged trust.Firstly,the evolutionary game model and payoff matrix are constructed to explore the evolution trend of public adoption strategy and government trust repair strategy.The results show that the key variables for the system to reach the ideal equilibrium point(adoption,repair)are the probability of active repair,the added value of OGD,and the loss of the public.Secondly,the system dynamics simulation analysis is carried out.The simulation results show that the three key variables have significant effects on the simulation results.In addition,the simulation analysis also finds that the initial strategy of the public has an important effect.The innovation points of this study are as follows:first,this paper constructs the theoretical model of digital government trust and the theoretical framework of digital government trust;second,based on the theory framework of digital government trust,from a dynamic and changing perspective,it is verified that there is a close relationship between the public’s trust in digital government and the continuous adoption of OGD;thirdly,this paper introduces the theory of trust damage and repair to study the long-term evolution of the adoption of OGD under the condition of trust damage,and system dynamics is used to simulate the evolutionary game model to analyze the long-term impact of government’s repair strategy on the public’s adoption behavior. |
