| Social construction activities run through each historical period of the Chinese revolution,construction and reform.Strengthening and innovating social governance is an important part of China’s contemporary social construction.With the change of the main social contradiction in China,the rural grassroots society in poverty-stricken areas has increasingly become the focus of the social contradiction and construction.Continuous innovation in the rural grassroots social governance in poverty-stricken areas will help promote the modernization of China’s governance system and capacity and ensure the realization of the “two centenary goals”.Poverty alleviation is not only an important strategy to promote the development of productive forces in poverty-stricken areas,but also a practical process to strengthen and innovate the social governance there.In the process of poverty alleviation,while poverty-stricken areas are achieving leapfrog development,new governance problems keep cropping up in the rural grassroots society.For example,the structural contradictions in the rural grassroots society are becoming increasingly prominent;the ability of mobilization of the grassroots party organizations is generally insufficient;the“administration” trend of the administrative village committees is difficult to reverse in a short period;the comprehensive quality of village cadres needs to be improved;the level of public services is uneven.Innovating the rural grassroots social governance in poverty-stricken areas has become a realistic need to accomplish the task of poverty alleviation,and will also become an important experience at the end of the task.Innovating the social governance bodies and building a diversified social governance pattern is an effective way to promote the development of the rural grassroots society in poverty-stricken areas.Different measures should be taken for different social governance bodies: For the external support personnel sent to the administrative village,we should stimulate their work initiative and avoid their abuse of power;for local village cadres,we should not only strengthen the education and training,but also prevent the solidification of interest groups;for the new social governance bodies,we should not only timely incorporate them into the institutionalized system,but also guide them to play a normative role;for the rural social elites,we should not only strengthen the attraction for and unity among them,but also eliminate the negative influence of informal organizations.To innovate the social governance system,we should sink the basic unit of social governance and practice self-governance of villagers in natural villages.We should build a two-tier governance system for the rural grassroots society that is led by the party grassroots organizations and combines the villagers’ self-governance in administrative villages and that in natural villages on the premise of maintaining the overall stability of the existing administrative village governance system in rural areas.Through the construction of a more accurate and effective natural village governance system,we can improve the endogenous development structure of the rural grassroots society,achieve a more detailed “grid” management,and provide high-quality public products for farmers.To innovate the social governance mechanism,we should improve the level of the rural grassroots social governance in poverty-stricken areas.The effectiveness of innovative social governance in poverty-stricken areas is first reflected in the results of the poverty governance practice.Poverty alleviation through education is the fundamental way to solve the intergenerational transmission of poverty,and poverty alleviation through cultural development is an important guarantee for consolidating the achievements of poverty alleviation.The policy of poverty alleviation and spiritual motivation is an important system to promote the construction of a long-term mechanism for poverty alleviation.Establishing and improving a new type of mediation mechanism for social conflicts is a guarantee measure to promote the harmonious development of the rural grassroots society.Preferential industry poverty alleviation policies are a necessary arrangement to promote the economic and social development of poverty-stricken areas.To innovate the social governance methods,we should improve the construction level of rural grass-roots party organizations in poverty-stricken areas and realize the re-organization and re-mobilization of the rural grassroots society.Besides,we should enhance the organizational power of grassroots party organizations,establish and improve a system of “grassroots party organizations leading the rural grassroots social governance”,innovate the working system “1 + X” for the grassroots party building,and innovate the working mode of “promoting the party building and the poverty alleviation at the same time” to promote the coordinated development of the party building and the rural grassroots governance.In addition,we should clarify the connotation and extension of the grassroots party building,improve the responsibility implementation system for the grassroots party building,strengthen the assessment and evaluation of grassroots party organizations,and strengthen the sense of honor as a party member.The rural grassroots social governance system includes two subsystems: social affairs and social relations.Under the macro background of poverty alleviation,the content of services that the government,society and individuals can provide in the rural grassroots social affairs in poverty-stricken areas is being continuously optimized;as for social relations,the social differences,social frictions and social contradictions are being constantly adjusted.In continuous explorations in the poverty-stricken areas,the rural grassroots society will continue to carry out new governance practices;the rural grassroots social governance system will continue to form a new governance structure;the social governance will become an important link between the comprehensive poverty alleviation and the rural revitalization.Based on the above empirical research,this paper basically constitutes a relatively complete theoretical research system. |
