Human development and social equity are the value goals that human society has always pursued, from which the issues of the development dimension and the distribution dimension are derived.Common prosperity,as a fundamental requirement of socialism with Chinese characteristics, aims to ensure high-quality development and the opportunity for everyone to share the fruits of prosperity. The idea of common prosperity naturally includes the discussion of the distribution system, analyzing the issue of common prosperity in China from the perspective of distributive justice is to take distributive justice as the philosophical foundation of the theory of the road to common prosperity in China, and recognizing it as a crucial value in China’s pursuit of high-quality development.By promoting socialist distributive justice,China’s path towards common prosperity can stay true to its original people-centered intention, which has enabled the development of socialism with Chinese characteristics through the mutual realization of the goals of the common prosperity road and distributive justice. This paper attempts to take distributive justice as the core perspective, through analyzing the process of institutional evolution of distribution and the governance of problems, pointing out the inner connection between distributive justice and common prosperity in socialism with Chinese characteristics on the goal of achieving common prosperity, and then arguing the Necessity and practical path of achieving common prosperity on the basis of distributive justice. The idea of common prosperity in China emphasizes the prosperity of all individuals rather than a select few, with a focus on both material and spiritual wellbeing rather than just material wealth. While there may be gaps in prosperity,it is not intended to be a completely uniform or egalitarian system, but rather reflects the core value orientation of distributive justice.China’s economic system, which is centered around public ownership with multiple ownership structures, shapes the current distribution system that primarily distributes according to labor, while also accommodating multiple distribution methods. The idea of common prosperity runs through the historical process of socialism with Chinese characteristics. This distribution pattern is based on Marx’s materialistic view of history and Marx’s theory of scientific socialism. On the one hand, the scientific socialist doctrine of Marx and Engels is the theoretical source of the idea of common prosperity in socialism with Chinese characteristics, and on the other hand, the Chinese practice is the contemporary application of Marx’s theory.Marxism’s exploration of common prosperity is based on public ownership, adhering to a people-centered development approach, and ultimately realizing the goal of communism.Marxist theory of common prosperity is mainly based on the public ownership system, adhering to the people-centered development approach and ultimately realizing the goal of communism. The idea of common prosperity runs through the historical process of socialism with Chinese characteristics.China has been striving for common prosperity throughout its history, from the new democratic revolution to the socialist revolution and planned economic development, and to the era of reform, opening up,and socialist modernization. This journey towards common prosperity is a natural evolution of historical events and aligns with the needs of the modern world.Justice has always been a fundamental topic in the history of human civilization.the concept of “distributive justice” has become a goal pursued by most countries in the world, but the connotation of justice often varies in different political systems and political practices. The mainstream Western paradigms of distributive justice mainly include the freedom-centered paradigm that pursues the supremacy of efficiency and the equality-centered paradigm that pursues both freedom and equality, but both paradigms implicitly presuppose individualism, and discussing equality and freedom at an abstract level is not applicable to Chinese reality and cannot truly solve the problem of equity in Chinese society. For this reason,we will reconstruct the system of distributive justice under the goal of common prosperity, which is both a concrete theory arising from the construction of socialism with Chinese characteristics and a reflection of the importance of constructing a Chinese discourse system of socialist distributive justice.Socialist distributive justice still insists on taking justice as the value objective, and through the establishment of progressive and diversified three distribution methods,it will ultimately achieve the purpose of guaranteeing the survival and life of social members, respecting their value as human beings and their comprehensive and free development, while common prosperity is its ultimate goal.To this end,we need to explore in depth the value orientation, theoretical connotation and practical effects of the three distribution methods under this goal.First of all,the three distribution methods adhere to the value concept of common prosperity, which is a realistic need for the construction of socialism with Chinese characteristics. In the 20 th National Congress of the Communist Party of China General Secretary Xi Jinping stressed the importance of enhancing the distribution system by establishing an institutional framework that coordinates the primary distribution, secondary distribution, and tertiary distribution, creating a fair income distribution pattern, supporting underprivileged communities, and prioritizing people’s well-being and quality of life as a development objective.Distributive justice and common prosperity are significant concepts in China’s economic and political landscape.Common prosperity,in particular,is widely regarded as a crucial national goal in the new era.It encompasses not only economic and political concerns but also ethical considerations.Secondly, the three distribution methods take common wealth as the theoretical connotation,Distributive justice is a moral principle that governs the distribution of resources and activities in pursuit of common prosperity. It encompasses the moral standards that guide social production and distribution towards a common goal, the ethical norms that evolve with changes in the system to keep up with productive forces, and the moral conduct of all actors involved in the distribution process.Common prosperity means to build a just order of distribution, such an order of distribution justice can not only improve the enthusiasm of all aspects of social economy, politics and culture and promote high-quality development, but also build a socially harmonious and stable civilizational framework with morality, which ensures the development goal that everything is people-oriented and the fruits of development benefit all people, which common prosperity aims to achieve.Only by establishing a distribution dimension rich in fairness and justice in development,by breaking through the narrow perspective of a single wealth and income, and by using a broader perspective of the whole humanity, the whole society, and the whole world, can we see the true meaning of common prosperity in China.Common prosperity aims to establish a just distribution system that not only enhances the vitality of the social economy, politics, and culture, but also promotes high-quality development and builds a morally sound and socially harmonious civilizational framework. This framework ensures that development is people-oriented and benefits everyone, which is the ultimate goal of common prosperity. To achieve this,it is essential to create a fair and just distribution system that goes beyond narrow views of wealth and income and adopts a broader perspective that considers the well-being of humanity, society, and the world.Only then can we truly understand the significance of common prosperity in China. Finally, the three distribution methods contribute to the realization of common wealth by reshaping value consensus in practice.Since the start of the reform and opening up,China has made significant progress in the theory and practice of distributive justice. As a result, distributive justice and common prosperity have become a shared value among those who embrace socialism with Chinese characteristics in the new era. This value consensus has undergone three stages of development. The triple transcendence of the value consensus of distributive justice and common prosperity in socialism with Chinese characteristics in the new era involves three significant stages.Firstly, the change in ownership structure and distribution system has had a decisive impact on the pattern of income distribution during China’s economic and social development. As the ownership structure transformed,China’s distribution system also underwent adjustments to promote more equitable distribution.Secondly, the concept of distributive justice has evolved over time to adapt to China’s different stages of productivity development, reflecting the country’s dynamic development of social consciousness. The realization of common prosperity embodies the distributive justice of the new era.Thirdly, distributive justice and common prosperity have been deeply integrated, with the proposal of common prosperity bringing about considerable changes to the country’s development and society and improving the lives of its people.Common prosperity has become a public good with value, promoting equality and justice as a desirable way of life.As a social consensus, common prosperity should be embraced for the orderly and benign development of society, especially when different people may have varying views on what constitutes socialist distributive justice and a good life.Of course, the most important thing is that we need to examine the specific structure and institutional design of the three distribution methods in the context of building a new era of socialism with Chinese characteristics, and in what ways each distribution has promoted common prosperity. The distribution of social wealth in China is a dynamic process that involves primary distribution, secondary distribution, and tertiary distribution.Primary distribution, which is dominated by the market, involves the distribution of social wealth among the owners of production factors.Secondary distribution,on the other hand,is the second distribution of wealth by the government through taxation and other social policies based on the primary distribution.Lastly, the tertiary distribution involves the distribution of private initiative through public welfare donations and other forms. From the perspective of distributive justice, all three distributions must be just in order to achieve common prosperity. The institutional arrangement of the primary, secondary, and tertiary distributions reflects the evolution of distributive justice as a moral concept.Institutional changes adjust the division of interest patterns and influence the moral behavior of social members.Common prosperity ensures that social members receive their due, promotes a positive ratio of payoffs to benefits, encourages and supports labor, and pursues social justice, harmony, and stability.Distributive justice is crucial for all members of society,as it reflects the embodiment of human values and the realization of dignity. It determines the living conditions and the rights of choice of members of the society. If distribution loses its justice,it is difficult for distribution activities to be recognized by all members of society, and it is inevitable that common prosperity will not be realized. The study of common prosperity in the context of distributive justice should not only remain theoretical but also be grounded in reality. The Zhejiang Common Prosperity Demonstration Zone and Fujian Quanzhou Jinjiang are excellent local examples that have achieved remarkable success on the path to common prosperity in China.Although China is vast and each region has its unique development characteristics, successful local experiences can be summarized into a few commonalities that the entire country can learn from.Firstly, they have revitalized the market economy by leveraging the potential of private enterprises in the initial distribution, laying a strong material foundation for local modernization and development.Secondly, when the government plays the role of redistribution,it emphasizes top-level scientific design, local conditions, and integrated development, while making full use of local culture and spirit to cultivate the right consensus for social development.Thirdly, they actively encourage people to participate in various charitable activities to strive for disposable wealth of the private sector, which plays a significant role in the third distribution.”Overall, discussing the concept of common prosperity through the lens of distributive justice and advocating for distributive justice in China’ pursuit of common prosperity are closely interconnected.China’s path to common prosperity serves as a blueprint for achieving distributive justice, which envisions a society that is prosperous, harmonious, stable, and where individuals can live and work in peace and happiness. To achieve this,it is essential to focus on high-quality economic development and creat an olive-shaped society with a balanced income structure, ultimately realizing the goal of all-round development for all citizens. In conclusion, when examining common prosperity from the perspective of distributive justice,it is crucial to consider the current wealth gap issues facing society, the steps being taken by the government to address these problems, and ways in which we can further improve people’s well-being in the future.Additionally,it is important to recognize that capital tends to prioritize profit-seeking,and structural imbalances in interests are difficult to change in the short term.Further, moral motivation still needs to be strengthened. These challenges need to be addressed in our ongoing efforts to achieve distributive justice and common prosperity in China. |
