subjective wishes.Far exceeding that of early stage of industrialization since the modern times,these latest risks and uncertainties have forced people to make theoretical research with ethical reflection as the important content in the field of philosophy,and gradually formed the governance practice with regulation as major means.Up to now,with the science and technology development further moving towards an interdisciplinary comprehensive mode,moral disputes related to the development and use of technology are becoming increasingly frequent,and problems arising from scientific and technological activities and their achievements challenge morality and law from time to time.Under this circumstance,Comrade Xi Jinping has pointed out that artificial intelligence is an important driving force for a new round scientific and technological revolution and industrial transformation,and it is of strategic importance to speed up the development of a new generation of artificial intelligence so that China can seize the opportunity of a new round of scientific and technological revolution and industrial transformation.However,the theoretical analysis based on "technology justice" is particularly important in the face of these new trends in science and technology,in particular the new risks and uncertainties.To a large extent,the theoretical analysis does not aim at obtaining specific norms of responsibility in a specific area of practice,but focuses on the most fundamental challenges which are issues concerning value orientation and practice orientation in the relationship among human,technology and nature.Obviously,they are not only related to theory of the alienation of people in Marxism,but also closely related to the reality of contemporary science and technology alienation.In this regard,the concept of "science and technology alienation" in the research on philosophy in broad sense should focus on the ethical aspect of technology and its governance.More precisely,philosophical reflection on technology should not entirely focus on that technology should not be harmful to human beings,or whether human beings are able to control technology in a moral and just way,but on how to make "technology justice" a dominant factor in the development of contemporary science and technology.It is based on this conclusion that many meanings of concepts “technology” and “technology justice” and controversy over them have become prominent.In the context of Marxism,the capital domination of technology is the historical origin of technology injustice.By criticizing technology alienation,Marx revealed the unjust original sin of private system;by relying on the development of science and technology and the practice of reforming private ownership,Marx presented the highest value realm of technology justice in the realistic dimension,which is to realize the free and comprehensive development of everyone in the highest stage of Communist society.From a diachronic perspective,legal regulations have been applied to regulate development of technology since ancient time,forming technical agreement and value orientation to promote the development of the industry.Behind the rapid development of science and technology in modern society,people’s living status is gradually dominated by science and technology and dissimilated,which also calls for governance on the development of science and technology.There are two basic propositions in terms of contemporary science and technology alienation issue,namely “ethical transformation” and “positioning of governance”,and "technology justice" is an indispensable analysis path to understand "science and technology alienation" in contemporary technology era,and also a fundamental practice orientation or positioning for governance of science and technology alienation.At the same time,from problem manifestation to essential point,from governance concept to implementation path,it once again indicates that: legal regulation cannot simply deal with technology,but always focus on technology under specific environment,and make specific regulations on just ethical requirements on the basis of the purpose to be achieved by technology and means adopted to achieve the purpose.As for theoretical field of technology justice,nuclear technology,life science and technology,and network technology have become the typical fields for the governance of contemporary science and technology alienation.Due to the dialectical effect of the development of contemporary science and technology,we must examine the causes of alienation from the perspective of "risk","safety" or "responsibility",in particular study the governance of science and technology alienation from the perspective of "technology justice".In the process of promoting the development of science and technology with the strategy of "invigorating the country through science and education",China has also actively explored the governance of science and technology alienation.China not only pays attention to the social welfare brought by the development of science and technology,but also focuses on the role of science and technology in the relationship among human,nature and society by constantly going beyond specific thinking about the consequences of the development and application of single technology.For this,we should set up scientific concept of "people centered philosophy",and focus on the key work of governance as the action path towards the needs of scientific and technological development;By taking improving the conditions for governance as a comprehensive guarantee,we promote the realization of technology justice through the governance of science and technology alienation.As the development and progress of contemporary science and technology has indeed drastically changed the living conditions of human beings,the forms and degrees of human dependence on nature and their own civilization are also constantly changing.In such a world shaped by technology where "humanized nature" is constantly eroding "free nature",the free and comprehensive development of human beings still plays a significant role in the progress of science and technology.As for the theoretical research and concrete practice of the governance of "science and technology alienation",we must constantly carry out profound ethical reflection and appropriate regulation in the development of technology.
