| The internationalization of Traditional Chinese Medicine(TCM).as a strategy for the development of TCM.serves not only as a crucial driving force for the globalization of TCM but also as an indispensable component within the global health governance system.This paper aims to objectively present the historical and current state of the synergy between China’s comprehensive foreign diplomacy and the process of TCM internationalization,revealing the challenges and issues faced at present,and thereby proposing suggestions for sustainable development to promote the dissemination and development of TCM globally.Initially,this paper employs an array of methods including bibliometric analysis,case study,comparative research,and interviews to construct a multidimensional analytical framework:it articulates the intrinsic connection between the internationalization of TCM and comprehensive foreign diplomacy,their development trajectory,current status,and integration trends.Chapter One reviews the profound impact of TCM’s internationalization on China’s politics,economy,and international relations across different historical periods.Since the establishment of the People’s Republic of China,significant achievements have been made in the internationalization of TCM.Chapter Two primarily discusses the synergistic development between the internationalization of TCM and the nation’s comprehensive foreign diplomacy and its emerging new trends:the position of TCM in global health governance is steadily rising,facing both opportunities and challenges.The growing emphasis on traditional medicine worldwide and its development and application have become a global issue.In chapters One and Two,based on historical data and yearbooks,the paper systematically and comprehensively organizes the process,characteristics,and current state of TCM’s internationalization,China’s comprehensive foreign policy,and the interaction between comprehensive foreign diplomacy and TCM internationalization,utilizing bibliometric analysis.Subsequently,in Chapters Three,Four,and Five,this dissertation selects multilateral diplomacy,bilateral diplomacy,and public diplomacy as prototypical cases for a multidimensional analysis of their diplomatic strategies,participating entities,processes of practice,and existing challenges.This approach aims to uncover the practical characteristics and tangible dilemmas within the coordinated development of our country’s comprehensive diplomacy and the internationalization of Traditional Chinese Medicine(TCM).Further,based on the classification standards of actors in international relations,Chapter Six analyses phenomena revealed in the aforementioned three cases from four dimensions:supra-national entities,national entities,sub-national entities,and societal entities.This analysis portrays the multi-level interactive relationships of TCM internationalization within the broader scope of comprehensive diplomacy,thereby unveiling the challenges and underlying reasons encountered in the collaborative development process.At the supra-national entity level.the incompatibility between international medical standards and the unique characteristics of TCM poses significant challenges for international accreditation.At the national entity level,differences in medical system standards become barriers for TCM’s entry into the international market.At the sub-national entity level,a lack of internal focus on the development of TCM internationalization leads to insufficient coordination in strategy implementation.At the societal entity level,cultural differences between the East and West,along with the asymmetry of information between domestic and international spheres,result in cognitive biases within the international community towards TCM.A multidimensional analysis of the TCM internationalization process not only provides a clear perspective for understanding its complexity but also lays a critical foundation for identifying breakthroughs and formulating effective strategies.In conclusion,Chapter Seven of the thesis delineates a plethora of recommendations and countermeasures across four distinct strata:supranational,national,sub-national,and societal actors.At the supranational level,the focus is on advocating for the establishment of international standards applicable to Traditional Chinese Medicine(TCM),aimed at enhancing the diversification of the standards system while simultaneously reversing the trend towards Western-centric biases.Furthermore,it emphasizes strengthening the international protection of TCM intellectual property rights,thereby fostering adaptative improvements within the international intellectual property system to accommodate the unique characteristics of TCM.At the national level,efforts are directed towards fostering unified standards for international market access,that is,through international collaboration,to jointly develop and recognize control and evaluation standards,thereby narrowing discrepancies in safety and efficacy certification standards.Concurrently,it suggests utilizing diplomatic channels to mitigate the negative impacts of geopolitical dynamics on the dissemination of TCM,scientifically substantiating the efficacy of TCM,and preventing the politicization of scientific disputes.On the sub-national level,the thesis calls for enhancing the execution efficiency of TCM internationalization strategies,specifically through clear strategic planning,adjusting TCM development priorities to align with international market demands,and strengthening market research.It advocates for bolstered cross-cultural management and resource allocation capabilities,an increase in the cultivation and introduction of talents specialized in the internationalization of TCM,and the provision of ample financial support.At the societal level,it recommends enhancing international education on TCM knowledge,improving language communication skills to foster cross-cultural identification,bridging cultural divides to achieve unified international cognition.Additionally,it promotes the adoption of environmentally friendly techniques in harvesting and cultivation,establishing and adhering to international sustainability standards and certification systems,thereby enhancing the sustainable supply capacity of TCM materials.The proposal and implementation of these strategies will facilitate deeper integration and exchange between TCM and the international community,breakthrough barriers in the internationalization process of TCM,and enhance the global cultural recognition and practical application of TCM. |
