Research On The Framework And Construction Methods Of Safety And Security(SS) Information System Of Smart SS City

Safety City is an eternal subject in urban construction and development.In the information age,the application of the new generation of information technology and intelligent technology has greatly promoted the globally construction of smart city and the informatization development of safety city.Smart safety and security(SS)city inevitably is a goal in the development of safety city.However,the informatization development of Chinese city is still at the preliminary stage.Although a large number of urban safety information systems have been constructed,these scattered systems are unable to solve the SS problems of modern city which are being more and more complex and giant.And there are also many other problems in the construction of safety information system,such as repeated construction business,uneven resources and uncoordinated safety tasks.To solve these problems,a scientific and reasonable way is to construct SS information system for the smart SS city.The SS information system of smart SS city is not only an important part of smart SS city,but also can support the construction of smart SS city.In this paper,we firstly expounded the definition and connotation of smart SS city,and putted forward an idea that SS information is the basic element in the construction of smart SS city.By using the basic theories and methods of safety science,information science and system science,this paper studied the basic theoretical issues of constructing SS information system of smart SS city,such as the system’s basic contents,study visions,core elements,basic methods and system value.On this basis,a dimensional model of SS information system was constructed,and its architecture and content were expounded in depth according to the SS information resources system,the SS information engineering system and the SS information operation system.In summary,a complete set of system frameworks and construction methods has been formed,which includes the basic content,internal structure and internal mechanism of the SS information system,and the practical application has been demonstrated in the form of examples.The main research contents and innovative results of this paper are as follows:(1)This paper defined the new concept and connotation of smart SS city,expounded the core value of SS information system,and pointed out that the construction of SS information system can not only coordinate and promote SS information resources sharing,but also can use SS information to drive smart SS practice in smart SS city.To be more specifically,smart SS city is a city which can integrate and dominate basic SS resources with the help of comprehensive safety perception,SS resources sharing,cooperation on SS business,and integration of manmachine intelligence.On this basis,smart SS city is also a city which can maintain a sustainable SS state with the help of SS information-based and SS intelligence-led safety management and smart SS practice.(2)This paper constructed framework of SS information system of smart SS city.According to the performance and value of SS information in urban safety system,this paper proposed that SS practice is essentially a kind of SS information activities based on SS information,and the flow of SS information resources promotes the safety information relationship among the SS practitioners in city.Based on this and from the perspective of system,this paper proposed that SS information system of smart SS city includes all of SS information resources,all of safety information relations and all of SS information activities in smart SS city system,thus by integrating SS information resources,SS information engineering,and SS information operation,the dimension model of the whole SS information system of smart SS city was constructed.(3)This paper constructed the framework of SS information resource system of smart SS city.By combining the main contents with characteristics of SS information resources,and based on the functions of SS information resources,from the perspective of the whole life cycle of resource application,the paper proposed that the SS information resource system has three basic functions: SS information resources collection,SS information resources processing and SS information resources application.On this basis,the support system of SS information resources,the analysis system of SS information resources and the management system of SS information resources were constructed.On this basis,the framework of SS information resource system of smart SS city was constructed,and the specific content of SS information resource is expounded.Thus,the construction method of SS information resource system is formed from the aspects of internal links,internal mechanism and internal structure.(4)This paper constructed the framework of SS information engineering system of smart safety city.Based on the theory of metasynthetic wisdom,the SS version,and system theory,this paper analyzed the connotation,construction methods,and construction points of the smart SS information engineering system,and putted forward a conclusion that safety people of the city,artificial safety entity of the city,and SS information of the city,are the three elements of meta-synthetic wisdom in the smart SS information engineering system.On this basis and combined with the relevant theories of man-made system,the structure of SS information engineering system was analyzed,and the framework of smart SS information engineering system was constructed.Based on the mutual relationship and interaction among the three elements of meta-synthetic wisdom,this paper analyzed the formation mechanism of smart SS information engineering system of the smart SS city,and got four different types of smart SS information engineering systems of the city,and further analyzed the main contents of these systems,so as to form the construction method of this system from aspects of basic elements,internal relations and internal structure.(5)This paper constructed the SS information operation system of smart SS city.First of all,considering the information technology background of smart SS city,this paper analyzed the essence and implementation methods of smart SS practice,and proposed that the smart SS practice is essentially a kind of activity of safety information activity which is based on safety information and led by safety intelligence.And the safety smartness is acquired by integrating human safety smartness and artificial safety smartness in the way of manmachine intelligence cooperation.Secondly,smart SS management is the core of smart SS practice in smart SS city,and the process framework of smart SS management system of smart SS city was constructed,so as to form the construction method of the system in terms of the core content,practice process and internal links.(6)This paper constructed the overall framework of SS information system of SS city.Firstly,this paper analyzed the structure of SS information system of SS city,and proposed that the overall system has the internal structure composed of the SS physical level,the SS information level and the SS activity level.Secondly,combined with the three SS information sub-systems,the overall framework of SS information system was constructed,and the specific relationships among the three sub-systems were analyzed,as well as the formation mechanism of the overall SS information system.Finally,on the basis of the above studies,combined with the information background and based on the frameworks of the three SS sub-systyems of SS city,this paper constructed the framework of the SS intelligence ecosystem of SS city,so as to give full play to the basic role of SS information and the leading role of SS intelligence.Finally,two examples were used to analyze the feasibility of using the construction methods to construct SS information system and SS intelligence ecosystem in emergency management of city.
