| Transportation infrastructure project is an important strategic direction of national economic and social development.With the increasing demand for economic development all over the world,the demand for international high-speed railway(HSR)projects is increasing.Countries around the world that have mastered the core technology of HSR have continued to expand their market share by taking advantage of the strong demand for HSR projects,which has intensified competition in the international HSR market.In recent years,the “One Belt and One Road” initiative and HSR “Going abroad” policies have given strong support to Chinese HSR enterprises,and the development of China’s HSR technology’s whole industrial chain model has taken a leading position in the world.However,as a large-scale transportation infrastructure project,the international HSR project has economic,social,and complex characteristics that make the overall organization of the project extremely difficult.The problems and difficulties encountered by Chinese enterprises in the process of undertaking international HSR projects have not only promoted the thinking and reform of the organization and governance models of overseas complex projects,but also pointed out the development direction for the internationalization of Chinese enterprises in the whole industry chain of HSR.Therefore,considering the Chinese project management situation and the international social environment background,exploring the formation of the organization model of international HSR projects,and condensing the governance connotation of the organization model have become urgent problems to be solved.Project alliance is an organizational model of international complex engineering project management.Its structure,relationship,function and system constitute the complexity of the organization.In the process of project implementation,the internal and external complexity elements of the organization continue to interact and evolve dynamically,which further increases the difficulty of organizational governance of the project alliance.When the organizational model familiar to Chinese enterprises is embedded in the complex international environment,the situation of the organization is affected by partners with different internal cultures and value backgrounds,as well as the changes in the external institutional environment of the organization,combined with dynamic development process of the organization and evolution characteristics,lead to continuous changes in the organizational governance mechanism of the project alliance to adapt to the dynamic changes in the governance content of international complex engineering project organization.Therefore,combined with the organizational development process,it is worth in-depth study to construct an international complex engineering project alliance organization model with Chinese enterprise management context and clarify the governance characteristics of the project alliance organization.Based on the above background,facing the process of organizational development,this paper conducts research from two aspects of the construction and governance of the international HSR project alliance,this paper studies the project alliance organization structure design and cooperation network relationship,the project alliance cooperation mode selection,the project alliance governance analysis,and the project alliance institutional evolution.The main research contents and conclusions are as follows:(1)Combined with the background of international HSR project cooperation,project management,and organizational theoretical basis,the organizational structure and characteristics of the international HSR project alliance are identified.Using social network analysis method,based on the cooperation data of Chinese engineering enterprises participating in international complex engineering projects from 2000 to 2020,this paper analyses the characteristics of the cooperation network relationship between different types of enterprises.The research found that the international HSR project alliance is a mixed organization with vertical and horizontal alliances coexisting and with typical network structure characteristics.It is constructed through partner selection and organizational structure adjustment.Project alliances tend to choose enterprises that occupy the core position of the cooperation network to connect,build a cooperation network relationship with continuous interaction and exchange of core resources,information and knowledge,and develop an integrated organization model of project alliances with the characteristics of the whole HSR industry chain;(2)Combining the cooperation background of international HSR projects and adopting game theory methods,the project alliance cooperation game model under the cooperation mode of revenue sharing,investment sharing and cooperative sharing is constructed,and the optimal choice of project alliance cooperation mode under different scenarios is compared and analysed.The research found that the institutional environment of the host country where the international HSR project is located and the implementation capabilities of the project alliance participating enterprises are the core influencing factors in the choice of the project alliance’s cooperation mode.Investment sharing and cooperative sharing have reasonable cooperation modes in different scenarios;(3)Based on the case data of the Jakarta-Bandung HSR project in Indonesia,the case study method was used to analyse the dynamic governance process of the international HSR project alliance,and a dynamic capability framework model of the international HSR project alliance governance was constructed.The research found that in the process of organizational development,the governance content and the stakeholder network relationships of the international HSR project alliance continue to change dynamically,and the dynamic capabilities of the project alliance are based on the changes in governance content at different stages of the organization,matching different governance skills;(4)Based on the case data of Indonesia Jakarta-Bandung HSR project,the grounded theory research methods was used to analyse the formation mechanism and mechanism of the institutional evolution of the international HSR project alliance,and a theoretical model of the institutional evolution process of the international HSR project alliance is constructed.The research found that in the process of organizational development,internal institutional logic conflict and the external institutional environment pressure of the international HSR project alliance are the driving mechanism of the institutional evolution.Through the response strategy of the institutional evolution,the project alliance organization has emerged new institution to act on all levels of the project alliance governance,and continue affect the external institutional environment of the project alliance and the internal institutional logic.This paper enriches the existing theoretical scope of the organization and governance of international complex engineering projects,and deeply analyses the formation path and mechanism of the project alliance organizational model for the organizational development process,and provides a new perspective for the study of the organization model of international complex engineering projects.At the same time,based on the analysis of typical cases of international HSR projects and the data of Chinese engineering enterprises participating in international complex engineering projects,it has certain management enlightenment for Chinese enterprises to participate in the international HSR market competition. |
