Nowadays,the energy demand of our country continues to grow,and our country advocates the development of clean energy prower generation.Restricted by multiple factors such as resource endowment,economic and technological development level,the coal-based power supply structure in our country has been difficult to promote.And the strategic energy position of coal and electricity will remain unchanged for a long time in the future.However,due to factors such as coal power price mechanism and coal power resource mismatch,the long-standing game between coal industry and electricity industry has severely restricted the coordinated development of two industries.To this end,the state has introduced a series of coal-electricity joint management policies to alleviate the conflicits between coal industry and electricity industry.Therefore,in order to implement the coal-electricity joint operation policy,improve the implementation of coal-electricity joint operation policy,stabilize energy security,and reduce energy risks,it has great theoretical and practical significance to analyse the coordination principle between two industries,judge the effectiveness of coal-electricity joint operation policy,and propose corresponding improvement suggestions.This paper takes the coordinated development of coal-electricity joint operation as the research object,defines the relevant definition and research framework of the coordinated development of coal-electricity joint operation,constructs a synergy mechanism of coal-electricity joint operation,analyzes the co-evolutionary stage and mode of coal-electricity joint operation,evaluates the co-development level of coalelectricity joint operation system,verifies the effectiveness of the coal-electricity joint operation policy,then designs a synergy mechanism of coal-electricity joint operation.It can provide reference for the alleviation of the contradiction between coal industry and electricity industry,and the implementation of the coal-electricity joint operation policy.The main contents and conclusions of this paper are:First,it analyzes the research background of this paper from the relationship between coal and electricity industry,and the conflict between coal and electricity industry.Put forward five research questions on this basis.Secondly,it defines the related concepts of the coal-electricity industry chain and coal-electricity joint operation,sorts out related theories of industry chain theory,synergy theory and policy evaluation theory from the research questions,summarizes related literatures such as coal-electricity industry synergy,coal-electricity joint operation and coal electricity industry policy evaluation.Finally,on the basis of theoretical research and literature review,it clarifies the scope of the research on the coal-electricity industry chain and coal-electricity joint operation,etc.The research on the coal-electricity joint operation synergy mechanism has laid a theoretical foundation.Secondly,construction of synergy mechanism of coal-electricity joint operation.According to the related concepts of coal-electricity joint operation defined above,the grounded theory is used to identifiy the synergy elements of coal-electricity joint operation from the perspective of the industrial chain.It has constructed a coal-electricity joint operation model that includes 4 links,such as association relationship,synergy approach,development elements,and synergy support,and 15 main categories,such as contract,vertical integration,strategic alliance,resource connection,market connection,management connection,industrial scale,economic benefit,social contribution,growth potential,production efficiency,policy,technology,transportation,and finance.It also established a synergy operation framework of coal-electricity joint operation from the perspective of the industrial chain,and analyzed each key element to enrich the theory of coal and electricity industry chain and industrial chain synergy.Thirdly,co-evolution analysis of coal-electricity joint operation.Based on the symbiosis theory,this part explored the co-evolution model of coal-electricity joint operation,and divided the co-evolution process of the coal industry and the electricity industry of coal-electricity joint operation into three progressive stages.Then,based on the Logistic model that describes the symbiosis of different populations in biology,the co-evolution model of coal and electricity joint operation was constructed,the evolution process of the two industries in coal and electricity joint operation during the 30 years from 1989 to 2018 was solved.The results show that between 1989 and 2002,the two industries were in the initial stage of coal-electricity joint operaion synergy.The symbiosis model changed from a parasitic symbiosis model to a partial benefit symbiosis model.And since 2003,it has been in the growth period,the symbiosis model has transformed from a partial benefit symbiosis model to an asymmetric and mutually beneficial symbiosis model,which is more suitable for vertical integration.Finally,using2018 as the base period to simulate the maturity period of coal-electricity joint operation synergy,it is found that the two industries will realize a mutually beneficial symbiosis model in about 20 years,and it is more suitable to connect coal and electricity through a strategic alliance.Forth,synergy development level calculation of coal-electricity joint operation.After analyzing the domestic and foreign industry synergy development measurement methods,this part combined the current stage and mode of the co-evolution of coalelectricity joint operation in our country,and comprehensively considerd the attributes of the coal and electricity industries,the evaluation index system and model of the synergy development level of coal-electricity joint operation were constructed.Firstly,the capacity coupling method has been selected to measure the development value of each province’s coal and electronic systems and the synergy development level of the coalelectricity joint compound system,and judge the spatial difference of the synergy development of the system.And using the hierarchical clustering analysis,31 provinces were divided into 3 groups.The provinces are divided into 3 groups.Then the gray system model GM(1,N)is also selected to measure the development value of the coal and electricity systems and the synergy development level of the coal-electricity joint compound system of our country from 2003 to 2018,and judge the synergy development trend of the system.Fifth,evaluation of the effect of coal-electricity joint operation policies.Firstly,analyzed the related policies of coal and electricity joint operation issued at the national and local levels,and summarized the implementation results of some coal-electricity joint operation policies since 2016.Secondly,a panel single-difference model was constructed to calculate the average synergy development level of coal-electricity joint operation composite system.The results show that the policy has promoted an average increase of0.0366.Finally,a double differential model was constructed,with the main production and consumption provinces of coal and electricity as the experimental group,and other provinces as the control group,to calculate the heterogeneous influence of coalelectricity joint operation policies on the synergy development level of coal and electricity joint operation system.The results show that,compared with other provinces,the policy has effectively promoted the level of coordinated development of the experimental group area,thus verifying the effectiveness of the policy and laying the foundation for the subsequent policy recommendations.Sixth,synergy institution design of coal-electricity joint operation.Using the theory of industrial chain,starting from the three perspectives of management synergy,resource synergy and market synergy,a coal-electricity joint operation synergy mechanism suitable for coal-electricity industry chain has been constructed.In terms of resource synergy mechanism,a regional resource synergy mechanism including coal,electricity,water and solid waste resources has been designed.In terms of market synergy,it proposed partner selection,benefit distribution and market assistance mechanisms.In terms of management synergy,it has designed a talent management and cultural integration mechanism.The main innovations of this paper are as follows:(1)Based on the industrial chain theory,the synergy elements of coal-electricity joint operation were identified,the coal-electricity joint operation model which includes 4 links,such as association relationship,synergy approach,development elements,and synergy support was constructed.(2)Combined with the synergy approach links constructed in the coal-electricity joint operation mechanism,the co-evolution model of coal and electricity joint operation was established.The co-evolution mode and stage of the coal industry and the electricity industry in the coal-electricity joint operation compound system in our country from 1989 to 2018was analyzed.Combining the development element links in the constructed coalelectricity joint operation synergy mechanism,it established a model for measuring the synergy development level of the coal-electricity joint operation system based on capacity coupling and gray correlation,then calculated the coordinated development value of the subsystems and the synergy development level of the compound system from 2003 to2018.(3)Combining with the synergy support links in the coal-electricity joint operation synergy mechanism,the panel data single-difference and double-difference models were established,and the average and heterogeneous effects of the coal-electricity joint operaion policies on the synergy development level of the coal-electricity joint operaion system were evaluated.Combining the linkage links in the coal-electricity joint operation coordination mechanism,the framework of the coal-electricity joint operation synergy institution was designed,and the management synergy,market synergy and resource synergy of the coal-electricity joint operation were constructed,and relevant suggestions were put forward.
