This paper is carried out on the basis of the fact that the sustainable development of mankind has been seriously threatened by the environmental and ecological problems,and that resource-exhausted cities suffer the problems including the over-exploitation and utilization of resources,serious environmental pollution,increased ecological damage,imbalance between ecological supply and demand,and the transformation of urban development.This paper provides a systematical and innovative study of the theoretical and practical issues of ecological compensation system for resource-exhausted cities from the perspective of ecological supply and demand.In the study,Jiaozuo,one of the first resource-exhausted cities in China,is taken as an example for discussion.The study integrates the knowledge of several disciplines such as economics,management,ecology and remote sensing science,and adopts the methods of combining theoretical research and empirical analysis,qualitative description and quantitative analysis.The study results provide theoretical basis and technical support for Jiaozuo city’s urban transformation,sustainable economic and social development and ecological civilization construction,and offer beneficial reference for other resource-exhausted cities.The major contents of the study are as follows:Firstly,the paper sorts out and systematically reviews the relevant research data of ecological demand,supply and compensation issues in resource-exhausted cities at home and abroad.In addition,the paper straightens out the theoretical system of ecological supply-demand and compensation in resource-exhausted cities.Secondly,it analyzes the relationship between ecological demand,supply and compensation in resource-exhausted cities,puts forward the allocation strategy of ecological compensation,and constructs the measurement model of ecological compensation cost.Thirdly,based on the analysis of the connotation and source of ecological demand,this paper establishes the ecological demand structure of Jiaozuo City from 1999 to 2019,and puts forward an improved monetized ecological footprint measurement method.Meanwhile,it unifies the monetized measurement units of ecological demand,supply and compensation,and establishes the calculation model of ecological demand of Jiaozuo City.Furthermore,it quantitatively measures the equivalent value of ecological demand of Jiaozuo City,and analyzes ecological demand and its trend in the city systematically.Fourthly,the paper analyzes relationship between ecosystem service value,ecological carrying capacity and ecological supply,and evaluates the ecological supply capacity of Jiaozuo City from the two dimensions of ecosystem service value and ecological carrying capacity.Moreover,it proposes measurement method of ecosystem service value based on remote sensing technology and the In VEST model,and measures the ecological supply level of Jiaozuo City in 1999,2004,2009,2014 and2019 quantitatively.Besides,this paper defines the type of ecological carrying capacity of Jiaozuo City,and systematically establishes the evaluation index system of ecological carrying capacity of Jiaozuo City from four aspects: resource carrying capacity,ecological elastic force,social influence and environmental carrying capacity and economic supply capacity.In addition,it constructs the evaluation model of ecological carrying capacity of Jiaozuo City,and explores the variation law and trend of ecological supply capacity of the city.Fifthly,based on the measurement results of ecological demand and supply in Jiaozuo City,this paper calculates the ecological supply-demand ratio and gap in the city,and puts forward the ecological compensation sharing mechanism before analyzing and calculating the total cost of ecological compensation.Furthermore,the paper constructs the ecological compensation system of resource-exhausted cities from the perspective of ecological supply-demand from the aspects of ecological compensation elements,structure,methods and contents and so on.Besides,the paper determines the multiple compensation subjects such as government,enterprises,residents and social third-party organizations and so on.Additionally,according to the gap between ecological supply-demand and the overall costs of ecological compensation,this paper establishes the ecological compensation standard,puts forward a variety of compensation methods including capital,technology,industry,talents and ecological migration,and establishes the monetized sharing compensation modes of compensation subjects,compensation methods and compensation amount under different compensation types.Finally,the paper puts forward the ecological compensation system in Jiaozuo City and some specific measures to carry out the system.
