Research On Evaluation And Influencing Factors Of China’s Provincial Eco-efficiency

As the global economy enters the rapid development stage of post-industrialization,the world has been facing the increasingly worse resource shortage and environmental pollution problems,which seriously influence the people’s life and the social progress.In order to improve the traditional industrial production methods in the past,World Business Council for Sustainable Development(WBCSD)proposed the concept of eco-efficiency,of which the core idea is to create the most social wealth with the least resource consumption and the least waste and pollution generation.In this paper,the provincial static eco-efficiency,dynamic eco-efficiency,spatial correlation of eco-efficiency and factors influencing eco-efficiency in China are evaluated through different methods;the efficiency between the input and output in the measurement area may be quantified through eco-efficiency evaluation,and countermeasures and suggestions on improving the provincial eco-efficiency are proposed according to the research conclusions to provide theoretical basis for macro decision-making.Firstly,concept of eco-efficiency and its background are systematically expounded.The main research contents and theoretical basis of resource economics,ecological economics and environmental economics are analyzed,and the relationships between such three economics and eco-efficiency are discussed.Single indicator evaluation method,indicator system evaluation method and data envelopment evaluation method evaluating the eco-efficiency are introduced,and their advantages and disadvantages are analyzed.Secondly,the output-oriented CCR model with constant and variable returns to scale is comprehensively expounded,and the super-efficient eco-efficiency data envelopment model and the eco-efficiency data envelopment model with unexpected output are built.According to the characteristics of provincial eco-efficiency,the input indicator,expected output indicator and unexpected output indicator are selected.The super-efficiency data envelopment model with unexpected output is applied to evaluate the provincial output-oriented eco-efficiency in China.Thirdly,in order to study the rules for changes in the dynamic eco-efficiency in China,the Malmquist Total Factor Productivity Index Model and eco-efficiency dynamic transfer model are built.On this basis,the provincial dynamic eco-efficiency in China is measured,and the absolute increments and relative increments of eco-efficiency caused by changes in production technology efficiency,and the absolute increments and relative increments of eco-efficiency caused by technological changes are analyzed.At the same time,the dynamic transfer model is applied to calculate the probability of one-step and multi-step transfer and predict the distribution of eco-efficiency in different years in the future.Fourthly,in order to study the spatial correlation of eco-efficiency in China,Moran index,Geary index and the spatial correlation model of index are expounded from the local and global aspects.According to the local and spatial correlation model built,local clustering and abnormal value,hot and cold spots,Moran index and local index of static and dynamic eco-efficiency are analyzed.Fifth,in order to study the relationships between the eco-efficiency in China and the main influencing factors,Spatial Error Model(SEM),Spatial Autocorrelation Model(SAC),Spatial Durbin Model(SDM)and Spatial Lag Model(SLM)are respectively built.The geographical distance,boundary factor and location factor are adopted to determine the weight,and different spatial measurement models are respectively applied to evaluate each factors of China’s inter-provincial eco-efficiency.Geographical distance,boundary factors and location factors are used to determine the weights,and different spatial econometric models are used to evaluate each factor of China’s inter-provincial eco-efficiency.Finally,in order to improve the provincial eco-efficiency in China,countermeasures and suggestions on improving the provincial eco-efficiency are proposed from different aspects.The countermeasures and suggestions on the input include: countermeasures and suggestions on water utilization and energy consumption;countermeasures and suggestions on unexpected output include: countermeasures and suggestions on industrial waste water,industrial waste gas and industrial solid waste;countermeasures and suggestions on factors influencing eco-efficiency include: countermeasures and suggestions on technical level,urbanization rate,innovation level and degree of dependence on foreign trade.
