Research On The Coordinated Development Of Urban And Rural Industries In Tibet

Urban-rural economic relation has always been one of the hottest issues in academic circles at home and abroad,especially in a large developing country like China.This issue plays important role of establishing a socialist modernization China and the great rejuvenation of the Chinese nation.Since the Eighteenth National Congress of the CPC,China's economic development has entered a new era.New developing concepts,urban-rural integration,has been put forward by CPCCC and becomes guiding ideology of the urban-rural economic relation development in the new age.As a result,urban-rural industries coordinated development turns out a critical element of building urban-rural integration policy system and mechanism.As a minority and undeveloped area in southwest China,Xizang's special natural geography and cultural environment make urban-rural industries coordinated development even more crucial in local urban-rural integration.Since the peaceful liberation of Xizang,especially after the reform and opening-up policy,China's social and economic develop rapidly,its urban-rural industries achieved great success,urban-rural industries coordinated development makes process.In this essay,the author sums up the experience of urban-rural economic development from the scientific principal perspective,analyzes and solves the problems of urban-rural industries coordinated development,achieves the academic goal.In this article,the author studies the Xizang's urban-rural industries coordinated development from six parts,they are Xizang's urban-rural industries coordinated development theories,historical evolution,development mechanism,current development level,driving factors and pathways.By using quantitative and qualitative,system and elements and theory and examples analytical methods,the author explains the main points of urban-rural industries coordinated development.Firstly,the author analyzes the historical evolution process of urban-rural industries coordinated development as the beginning.he finds out Xizang's urban modern industries and rural traditional industries presented a promising development in developing policy,output value and related employment.In this process,a dual structure can be observed especially after the year of 2003,secondary rural traditional industries and secondary rural modern industries emerged in rural traditional industries rural traditional industries,secondary urban traditional industries and secondary urban modern appeared in urban modern industries as well.Secondly,from the urban and rural industries coordinated development perspective,the author claims that urban and rural industries need to collaborate to gain scale economy effect,the urban and rural industries are interacted and complementary in the coordinated developing process,promotes the growth of key elements convergency,resources allocation,market development,industry optimization,economy catalyst,industrial technological reformation and innovation,and makes solid evidences to support this proposition.From those evidences,the author points out that a secondary atypical dual economic structure showed in urban rural industries collaboration and interaction,this structure also named rural modern industry mosaicism which leads to two secondary rural industries connection lacking and low employment.Although secondary urban traditional industries continue to nurturing traditional rural industries,the secondary urban modern industries' mosaicism leads to two types of secondary urban industries connection lacking,low employment as well as low driving motion of traditional industries.Thirdly,from the perspective of coupling and collaboration,the author declares that level of urban and rural industry collaboration can be studied through the interactive relationship between the two systems of urban and rural areas,and the content of the coordinated development of the coupling of the two systems includes five aspects: objective coupling,economic coupling,social coupling,spatial coupling,and ecological coupling.Under the industrial life cycle theory,the process of the coordinated development of urban and rural industries could also go through the budding period,the growth period,the development period,and the maturity period.In this article the hierarchical structure is used to construct an index system for the coordinated development of Xizang's urban and rural industries.The evaluation results calculated by the entropy method show that the overall level of the comprehensive evaluation index is not high,but from the time series,all the indexes have increased to a certain extent.The calculation results of the coupling synergy degree show that the synergy level is in the development stage and shows an increasing trend in time series,but the growth is relatively slow.The results of the evaluation were further explained through the collaborative examples of Xizang's urban and rural industries in the fields of economy,society,space and ecology.Fourthly,from the perspective of the evolution of division of labor,this essay proposes that with the improvement of transaction efficiency and the evolution of division of labor organization,the coordinated development of urban and rural industries presents as a process of industrialization as well as a process of increasing urbanization and a process of gradual reduction of the dual economic structure.From the perspective of the game theory,the author claims that the central overall supply model supports enterprises to participate in coordination to achieve a win-win situation of "enterprise joining urban and rural industry synergy,urban and rural industry separation enterprises will maintain their original development,and the government will receive taxation." From the perspective of technological progress spillover,this article points out that the coordinated development of urban and rural industries is proportional to technological progress.With the spillover of technological innovation,the level of coordinated development of urban and rural industries continues to improve.From the perspective of the core-periphery theory and the early location theory,it can be seen that the transportation cost would affect the possibility of transactions between urban and rural industrial enterprises production costs and commodity prices,and decides whether drives the development of urban and rural industries or not.The above theoretical analysis is verified by empirical analysis.In the example of the coordinated development of urban and rural industries by various driving factors,the strength of the dual economic structure,the overall supply mode of the central government,urbanization,industrialization rate,technological innovation,and transportation costs all have a driving effect on the coordinated development of urban and rural industries,but no matter the driving ability is strong.Whether it is weak or not,the fact that Xizang's urban-rural industry synergy level is not high shows that these six factors still have some constraints while driving the coordinated development of urban and rural industries.Finally,from the perspective of development mode,the author put forward that the coordinated development of urban and rural industries needs to have a concept of balanced development,the central overall supply and endogenous development dual drive,new industrialization and new urbanization dual drive,agricultural modernization and rural revitalization dual drive,these three models should be taken into consideration.From the perspective of leading industry measurement,it can be seen that eight industries,including deep processing industry of agricultural and livestock products,Xizang traditional medicine industry,local tourism and cultural industry,environmentally friendly building and building materials industry,ethnic handicraft industry,clean energy industry,high-tech digital industry,and commerce and logistics industry,can be used as leading industries.From the perspective of realization,the main approaches proposed include: maintaining the continuity of the overall central supply model and promoting the development of urban and rural industries;reducing costs to make up for shortcomings,building a dual-cycle pattern of urban and rural industrial factors;and promoting the secondary development and upgrading of modern industries through technological innovation.These patterns and methods should be used to reduce the dual economic structure of urban and rural industries.In order to achieve these goals,methods including promoting the development of counties and small towns with rural revitalization,creating urban and rural industrial carriers,industry zone is needed to improved to create an industry cluster platform,promoting the open development of factors and build a new pattern of coordinated development are needed.From the perspective of safeguard measures,it is proposed to raise the level of equalization of public services and promote social fairness and coordination,emphasize ecological protection and handle the relationship between ecology and development,improve the informal systems and eliminate the negative influence of religion.
